Lezha Water Supply and Sewerage Company Receives Positive Appraisal during the Albanian Government Meetings in Lezha

Më datë 12 janar 2018, në Lezhë, u organizua mbledhja e parë për vitin 2018 e qeverisë së Shqipërisë, ndërsa ditën e nesërme u organizua një takim me drejtues të institucioneve qendrore e vendore të qytetit të Lezhës.  Gjatë takimit kryeministri, z. Edi Rama, ndër të tjera, u ndal dhe te reforma e ujit duke e cilësuar si një element shumë të rëndësishëm të procesit qeverisës të këtij viti dhe shprehu vullnetin e qeverisë për ta çuar përpara këtë reformë.

Gjatë fjalës së tij, z. Rama dha mesazhe të qarta për zbatimin e reformës, ku theksoi: “Dje, me vendimin e qeverisë që kemi marrë këtu në Lezhë kemi përcaktuar edhe mbështetjen financiare për të gjitha familjet në nevojë për vendosjen e matësve falas dhe pastaj, për të subvencionuar pagesën e ujit. Është e domosdoshme që të vazhdojmë të rrisim ndjeshmërinë lidhur me faktin se ky është muaji i fundit në të cilin ata konsumatorë, biznese apo familjarë që kanë lidhje të paligjshme të legalizojnë lidhjet, të vendosin matësit, pa asnjë penalizim. Ndërkohë që duke filluar nga muaji shkurt, kjo gjë do të bëhet, por do të ketë penalizime dhe pasoja”.

Z. Rama preku dhe disa nga problematikat që kanë rënduar sektorin e ujit, siç është tejpolitizimi i administratës së shoqërive ujësjellës kanalizime, duke i mbingarkuar me paga për individë që tejkalojnë nevojat e shoqërisë për staf dhe që nuk kanë formimin apo aftësitë e duhura.

Në vazhdim fjalën e mori Z. Damian Gjiknuri, Ministër i Energjisë dhe Infrastrukturës, i cili vlerësoi rëndësinë e ujit si një element jetik për qytetarët por dhe infrastrukturor, pasi që të sigurojmë furnizimin me ujë nevojiten investime dhe komponentë të tillë që e bëjnë të mundur, duke e vënë theksin te disiplina financiare për ta paguar dhe mirëadministrimin për të mos e shpërdoruar.  Z. Gjiknuri u tërhoqi vëmendjen bashkive për të marrë rolin e lidershipit në këtë proces pasi në të kundërt do të jetë shumë e vështirë. “Qeveria shqiptare nuk do të subvencionojë dhe nuk do të investojë në ato ndërmarrje ujësjellës kanalizime dhe në ato bashki që nuk veprojnë dhe që e quajnë këtë si një detyrë të qeverisë”, – tha ministri Gjiknuri.

Më pas Z. Gjiknuri bëri të ditur se investimet në sektor do të bëhen në bazë të perfomancës, prandaj është e nevojshme mirëadministrimi i shoqërive ujësjellës kanalizime. “Ndryshe nëse këto ujësjellësa nuk do të mirëadministrohen ne po përgatisim dhe paketën ligjore që këto ujësjellësa të agregohen, t’i bashkohen ujësjellësave më të suksesshëm, dhe vetë shteti do të marrë një rol që këta ujësjellesa të jenë performues”, – tha në fjalën e tij ministri Gjiknuri.  Në përfundim, ai falenderoi drejtorin e Ujësjellës Kanalizime Lezhë, z. Zef Maçi, duke e cilësuar si shumë bashkëpunues dhe duke e vlerësuar për mendimet shumë të vyera në aspekt të reformës.  “Siç kemi shembuj të mirë këtu, kemi dhe shembuj  negativë. Këto na vlejnë për t’i treguar të tjerëve se ku ka vullnet dhe ku ka menaxhim të mirë, atëherë dhe kjo punë që quhet më e vështirë jam i bindur që do të realizohet”, – e mbylli fjalën ministri.

Më pas fjalën e mori z. Zef Maçi, Drejtor i UK Lezhë, i cili deklaroi se falë projektit shumë serioz të qeverisë Shqiptare, qeverisë Zvicerane, Bankës Gjermane për Zhvillim dhe mbështetjes së pakursyer të bashkisë Lezhë, është realizuar një projekt strategjik dhe shumë i rëndësishëm i cili prek 45,000 banorë dhe siguron furnizimin 24 orë me ujë të pijshëm.  Z. Maçi u ndal te reforma e ujit ku tregoi se janë kryer të gjitha praktikat ligjore për kalimin ish ujësjellësave të ish njësive administrative pranë UK Lezhë, ku kanë përfunduar kontabilizimet, inventarizimet, janë lidhur të gjitha kontratat për abonentët dhe faturat elektronike me TVSH, konform ligjit.  Gjatë vitit 2017 janë lidhur 4,500 kontrata të reja, janë vendosur 4,700 matësa të rinj dhe që nga 1 nëntori është ngritur një ekip që ka studjuar me thellësi dhe në mënyrë profesionale praktikat që do të ndiqen për reformën, ku po grumbullohen të gjitha dokumentat ligjore e administrative që reforma të jetë e suksesshme.

Në përfundim, drejtor Maçi tha: “Kjo nuk është reforma jonë në fakt, por për njerëzit.  Në këtë reformë janë qytetarët që do të përfitojnë ndërsa ne do të marrim përgjegjësitë.  Në rradhë të parë do të reformojmë ujësjellësat dhe besoj që jemi në rrugën e duhur.  Ne kemi ulur humbjet e ujit, jemi një kompani që kemi patur një trend rritjeje gjatë të gjithë viteve përsa i përket treguesve të performancës”.

Pas përfundimit të takimit, i cili trajtoi dhe çështje të tjera si turizmi, agro-turizmi, infrastruktura, energjia etj, u zhvillua një vizitë në ambjentet e shoqërisë UK Lezhë, ku u vlerësua me nota shumë pozitive investimet e kryera dhe mirëadministrimi i shoqërisë.

On January 12, 2018, in the city of Lezha, the government of Albania organized the first meeting of its cabinet for the year 2018, and on the following day held a meeting with the head of the central and local institutions of Lezha.  During the meeting, the Prime Minister, Edi Rama, among other issues, focused on the recent water reform as a very important element of this year’s governing process and expressed the determination of the central government towards the progress of this reform.

During his speech, Prime Minister Rama conveyed clear messages on the implementation of the water reform, emphasizing: “We determined by government decision here in Lezha to provide financial support to all families in need for installing water meters free of charge and afterwards, in order to subsidize water payments it is necessary to continue awareness increase related to the fact that this is the last month when those consumers, both businesses or families who have illegal water connections to make them legal, place water meters without any penalty. It will be acted similarly, kicking off from February, but penalties and consequences are involved pursuant to the law to all those caught under water-theft criminal offense”.

Prime Minister Rama addressed some other issues that have aggravated the water sector, such as the over-politicization of the water utilities administration by overloading them with salaries for individuals who exceed the needs of the company for staff and who do not possess the necessary training or professional skills.

Further on, Damian Gjiknuri, Minister of Energy and Infrastructure, stressed the importance of water as a vital element for citizens as well as the infrastructure element, since the provision of water supply requires investments and other components to make it possible, emphasizing the discipline of the citizens to pay the bills and to not misuse water.

Minister Gjiknuri drew attention to municipalities to take the leadership in this process as otherwise it will be very difficult.  “The Albanian government will not subsidize and will not invest in those water utilities and in those municipalities that do not take the necessary actions and consider it as a task of the local government“, – said Minister Gjiknuri.

Continuing, Minister Gjiknuri said that the investments in the sector will be made based on the utility’s performance, so it’s necessary the proper administration of water utilities.  “Otherwise, if these water utilities will be poorly administered, we are preparing the legal framework for these water utilities to be merged and join the most successful utilities, where the Government will have a role in this process“, – said in his speech Minister Gjiknuri.

At the end, he thanked the director of Lezha Water Supply and Sewerage Company (Lezha WSSC), Zef Maci, for his collaboration and appreciated him for the good advice in regard to the reform. “As we have good examples here (in Lezha), we have negative ones as well. These serve us to show to other utilities that if there is good will and management, then even this process that is called the hardest one, I’m convinced it will be achieved“, – closed his speech the minister.

The meeting continued with the speech of Zef Maci, director of Lezha WSSC, who stated that thanks to the serious project co-financed by the Albanian government, Swiss government and German Bank for Development (KfW), as well as with the strong support of Lezha municipality, a strategic and very important project has been implemented which affects 45,000 inhabitants, providing them with 24 hour water supply, seven days a week.

Mr. Maci focused on the water reform and the work that Lezha WSSC has done to complete all the legal procedures for the transition of the water schemes of former administrative units to Lezha WSSC.  During 2017, have been signed 4,500 new contracts and 4,700 new meters have been installed, and since 1^st of November, the utility has established a dedicated team that has been managing all the necessary procedures, collection of the legal and administrative documents, with the clear objective: the success of the water reform.

In conclusion of his speech, director Maci said: “Actually, this is not our reform but for the people. Those who will benefit by this reform are the citizens while we will take the responsibilities.  First of all, we will reform the water utilities and I believe that we’re on the right track.  We have reduced water losses and our company has achieved a growth trend over the years in terms of key performance indicators.”

After the meeting, which addressed as well other issues such as tourism, agro-tourism, infrastructure and energy, the government cabinet made a visit to the premises of the Lezha WSSC, where they highly appraised the investments done and the good administration of the utility.[:]
