In light of the 2022 Water Sector Reform initiated by the Albanian Government, which focuses on the regionalization of water supply and sewerage services, regional water supply and sewerage (WSS) companies now operate under different governing structures. Consequently, there is a pressing need for further training to ensure that members of the supervisory board of these regional WSS companies can effectively fulfill their roles. This training course is designed to enhance the knowledge and skills of individuals appointed to serve on the supervisory board of a regional WSS company. The goal is to equip participants with the tools and insights necessary to address the day-to-day challenges of supervision and contribute to the continuous improvement of their company’s performance.
The training program aims to broaden participants’ understanding of the complexity and responsibilities associated with overseeing WSS companies. It covers various topics, including the organizational structure and functioning of water and sewerage companies, relevant laws and regulations impacting company management and operations, the role of the economic regulator in licensing and tariff fee approval, and the use of tools and methodologies for monitoring WSS company performance. Additionally, participants will gain insights into the development and implementation of business plans to support effective management and supervision. By covering key critical aspects, the training course seeks to empower supervisory board members to make informed decisions, navigate regulatory frameworks, and effectively contribute to the success and sustainability of their regional WSS companies.
Target Group
This course caters to professionals from water supply and sewerage companies, with a particular focus on individuals newly appointed to the supervisory council of a WSS company, administrators of water supply and sewerage companies, and anyone interested in water and sewerage services in the Republic of Albania.
Objectives of Training Course
Upon completion of this training course, participants will:
Gain insight into the organization and functions of governing bodies of the WSS Companies, including the legal framework governing them.
Understand the roles and responsibilities of Administrators of WSS Company and the procedures governing the exercise of his activity.
Familiarize themselves with the fundamental elements of water supply and sanitation systems and their function in WSS service provision.
Comprehend the role and functions of the Water Regulatory Entity and the regulatory framework guiding its operations.
Understand the institutional, legal, and regulatory aspects influencing the organization and management of WSS Companies.
Acquire foundational knowledge of drafting five-year Business Plans tailored to WSS companies.
Learn about the tools and methodologies used to monitor the performance of WSS companies.
Understand the potential of private sector participation in delivering WSS services and enhancing the performance of WSS companies.
Training Method
The training adopts a dynamic approach, combining concise PowerPoint presentations with interactive discussions and practical case studies. Participants will engage in the analysis of real-case studies to reinforce their learning.
Training Course Materials
Participants will receive an electronic copy of the “Guidelines for Members of the Supervisory Council of the Water Supply and Sewerage Company” training manual. Additionally, upon completion of the course, participants will receive a certificate attesting to their participation.
