Establishment, Organization and Functioning of the National Water Supply-Sewerage and Waste Infrastructure Agency

[:sq]Përmes Vendimit më të fundit nr. 431, datë 11.7.2018, Këshilli i Ministrave të Shqipërisë vendosi krijimin e Agjencisë Kombëtare të Ujësjellës-Kanalizimeve dhe Infrastrukturës së Mbetjeve (AKUM), e cila do të jetë në varësi të Ministrisë së Infrastrukturës dhe Energjisë.

Ky Vendim i atribuon Agjencisë së mëparshme Kombëtare të Ujësjellës Kanalizimeve (AKUK) disa detyra dhe përgjegjësi shtesë në fushën e mbetjeve urbane.  Në vendimin e miratuar theksohet se AKUM-i është organ shtetëror i specializuar në fushën e ujësjellës-kanalizimeve, të trajtimit të ujërave të ndotura dhe mbetjeve, në përputhje me kompetencat e përcaktuara në këtë Vendim.

Përgjegjësia e AKUM-it në fushën e mbetjeve urbane lidhet me planifikimin territorial dhe infrastrukturën e mbetjeve, sipas fushës së përgjegjësisë të ministrisë përgjegjëse për infrastrukturën, e përcaktuar me Vendimin nr. 504/2017, të Këshillit të Ministrave.

AKUM-i, nëpërmjet autoritetit të tij ligjor e teknik, koordinon dhe monitoron të gjitha aktivitetet sektoriale të ujësjellës-kanalizimeve, trajtimin e ujërave të ndotura, planifikimin territorial dhe infrastrukturën e mbetjeve, në bashkëpunim me të gjitha institucionet e vendit, në nivel qendror e vendor.  AKUM-i mbështet teknikisht zbatimin e politikave dhe strategjive në fushën e ujësjellës-kanalizimeve, të trajtimit të ujërave të ndotura, planifikimit territorial dhe infrastrukturës së mbetjeve.

 [:en]Following the latest Decision No. 431, date 11.07.2018, the Council of Ministers of Albania decided to establish the National Agency for Water Supply and Sewerage and Waste Infrastructure (AKUM), which will be under the Ministry of Infrastructure and Energy.

This Decision assigns to the previous National Water Supply and Sewerage Agency (AKUK) some additional duties and responsibilities in the field of urban waste.  The approved Decision states that AKUM is a government body specialized in water supply and sewerage, wastewater treatment and waste management, in accordance with the competences defined in this Decision.

Responsibility of AKUM in the field of urban waste relates to territorial and infrastructure planning of urban wastes, according to the area of responsibility of the line ministry for infrastructure, determined by the Council of Ministers Decision No. 504/2017.

AKUM, through its legal and technical authority, coordinates and monitors all the sectorial activities of water supply and sewerage, wastewater treatment, territorial planning and waste infrastructure, in cooperation with all institutions of the country at central and local level. AKUM technically supports the implementation of policies and strategies in the field of water supply and sewerage, wastewater treatment, territorial planning and waste infrastructure.
