Update on the Project “Sustainable Water Sector Capacity Development”

[:sq]Grant Projekti “Zhvillimi Qëndrueshëm i Kapaciteteve në Sektorin e Ujit në Shqipëri”, që SHUKALB e ka fituar nga USAID në Tetor 2014, ka mbushur vitin e tij të parë të zbatimit. Fokusi i Projektit gjatë këtij viti të parë ka qenë në zhvillimin e kurseve të trajnimit mbi aftësitë, si dhe hedhjen e themelit për krijimin e një programi certifikimi të bazuar në testim për shoqëritë ujësjellës kanalizime në Shqipëri.

Arritja më domethënëse dhe e rëndësishme  e Projektit gjatë këtij viti të parë ishte nënshkrimi i Memorandumit të Mirëkuptimit midis SHUKALB, Ministrisë së Transportit dhe Infrastrukturës dhe USAID, me qëllim formalizimin e angazhimit të Qeverisë Shqiptare drejt krijimit të një Programi Kombëtar të Certifikimit Bazuar në Testim për sektorin ujësjellës kanalizime, në veçanti për menaxherët operacionalë. Në vazhdim të nënshkrimit të memorandumit, Ministria ngriti një Grup Pune, i përbërë nga përfaqësues të institucioneve kryesore përkatëse. Grupi i Punës, nën drejtimin e Ministrisë dhe me mbështetje teknike nga Projekti, është duke punuar për të zhvilluar aspektet teknike, si dhe ato institucionale dhe legjislative, për krijimin e programit të certifikimit.

Një tjetër hap i rëndësishëm në këtë vit të parë ishte krijimi i një partneriteti pune ndërmjet SHUKALB dhe Shoqatës së Bordeve të Certifikimit (ABC), e cila është organizata përgjegjëse për vendosjen e standardeve për programet e certifikimit në shoqëritë ujësjellës dhe kanalizime në SHBA. Përmes këtij partneriteti, Projekti dhe SHUKALB si palë implementuese është duke marrë mbështetje dhe “know-how” nga ekipi ABC në zhvillimin e modelit Shqiptar të programit të certifikimit.

Seminaret

Duke ndjekur partneritetin me ABC, dhe me qëllim rritjen e ndërgjegjësimit të dhe ndarjen e informacionit me palët e interesuara në sektor e më gjerë, Ministria, së bashku me SHUKALB, organizuan disa takime.

Më i fundit ishte seminari i organizuar me 9 nëntor 2015 pjesmarrjen e komunitetit të donatorëve në sektorin e ujit në Shqipëri si dhe aktorëve kryesorë institucionalë. Qëllimi i këtij Seminari ishte informimi i pjesmarrësve në lidhje me progresin e arritur në themelimin e e Certifikimit Bazuar në Testim për Menaxherët Operacional në Shoqëritë e ujësjellës kanalizimeve si dhe për të paraqitur hapat e mëtejshëm që do të kryen në lidhje me Certifikimin.

Ky takim u hap dhe u drejtua nga Ministri i Transportit dhe Infrastrukturës, Z. Haxhinasto, i cili tha se një nga komponentët më të rëndësishëm që ka ndërmarrë Qeveria Shqiptare në Sektorin e Ujit, është ngritja e kapaciteteve të fuqisë punëtore të cilët ofrojnë shërbimet jetësore të furnizimit me ujë dhe kanalizime.

Gjatë seminarit Z. Paul Bishop, Drejtor Ekzekutiv i Shoqatës së Bordeve të Certifikimit (ABC) në SHBA, pati mundësinë të ndante dhe të prezantonte përqasjen dhe eksperiencën e SHBA  në Certifikimin e Operatorëve. Detaje teknike në lidhje me certifikimin e operatorëve u prezantuan në vijim të takimit nga Z. Christopher McCord, Menaxher i Trajnimeve dhe Certifikimit, nga Shteti i Washingtonit, i cili po punon me projektin për të zhvilluar modelin e Certifikimit Bazuar në Testim për Shqipërinë. Reagimet nga pjesëmarrësit theksuan dhe një herë komentet e bëra paraprakisht nga mininstri në lidhje me rëndësinë e kësaj iniciative si rruga drejt rritjes së profesionalizmit dhe përmirësimin e ofrimit të shërbimeve për të gjithë.

Në vazhdim, një seminar i ngjashëm u mbajt më 10 nëntor, me pjesmarrjen e  përfaqësuesve nga pushteti lokal dhe të shoqërive ujësjellës kanalizime. Feedback-u i përgjithshëm nga seminari ishte se kjo iniciativë certifikimi duhet të ishte bërë kohë më parë, dhe është me rëndësi sigurimi i një transparence në procesin e certifikimit, në mënyrë tillë që kriteret për certifikimin e operatorëve të respektohen siç duhet.

Takimet e Grupeve të Punës

Në datë 19 Nëntor, në ambjentet e Ministrisë së Transportit dhe Infrastrukturës u organizua mbledhja e tretë e Grupit të Punës për themelimin e programit të Certifikimit bazuar në Testim për menaxherët operacional në sektorin e ujësjellës kanalizimeve në Shqipëri.

Z. McCord, Ekspert për Certifikimin pati mundësinë për të prezantuar punën e kryer gjatë misionit të tij 2 javor në Shqipëri, mbi modelin Shqipëtar të Certifikimit, duke prezantuar si mëposhtë:

• Draft Variantet dhe Kriteret e Strukturës Organizative të Shoqërive
• Draft Strategjinë për klasifikimin e Sistemeve dhe Menaxherëve Operacional
• Draft Skema Institucionale per Programin e Certifikimit Bazuar në Testim

Në fund të takimit, grupi i Punës ra dakord në ngritjen e një Grupi Këshillimor nga Shoqëritë e ujësjellës kanalizimeve, i cili do të vlerësoj përqasjet e propozuara në pjesë të ndryshme të Certifikimit, duke ndihmuar në këtë mënyrë procesin e marrjes së vendimeve nga ana e Grupit të Punës.

Zhvillimi i Kurseve

Projekti ka bërë gjithashtu përparim me zhvillimin e kurseve të trajnimit dhe gjatë vitit të parë, u zhvilluan 10 kurset e mëposhtme:

SHUKALB planifikon të japë disa prej këtyre kurseve në vitin 2016, ndërkohë që Projekti do të vazhdojë punën në zhvillimin e grupit të dytë të kurseve të trajnimit të identifikuara në fillim të projektit.[:en]The Project Grant “Sustainable Water Sector Capacity Development” awarded to SHUKALB by USAID in October 2014, has completed its first year of implementation.  The focus of the Project during this first year has been on development of skills training courses, as well as laying of the foundation for establishing of a test-based certification program for the water supply and sewerage utilities in Albania.

The most significant and important accomplishment of the Project during this first year was the signing of a Memorandum of Understanding (MoU) between SHUKALB, the Ministry of Transport and Infrastructure, and USAID, with the purpose of formalizing the commitment of the Government of Albania toward establishing a National Program of Test-Based Certification for the water supply and sewerage sector, with specific requirements for the workforce.  Following the signing of the MoU, the Ministry established a Working Group, composed of representatives of the major relevant institutions.  The Working Group, under the leadership of the Ministry, and with technical support from the Project, is working to develop the technical aspects, as well as the institutional and legislative ones, for establishing of the certification program.

Another important step in this first year was the establishment of a working partnership between SHUKALB and the Association of Boards of Certification (ABC), which is the organization responsible for setting standards for certification programs in the water and sewerage utilities in the USA.  Through this partnership, the Project and SHUKALB as an implementing party is receiving support and know-how from the ABC team in developing the Albanian certification program model.

Workshops

Following the partnership with ABC, and with the purpose of raising awareness and sharing information with the concerned parties in the sector and beyond, the Ministry, jointly with SHUKALB, organized several meeting. 

The most recent one was the workshop organized on the 9^th of November 2015 with the participation of the donor community in the water sector in Albania, as well as the major institutional stakeholders.  The purpose of this workshop was to inform the participants on the progress with the work to establish a Test-based Certification for the operational managers of water supply and sewerage utilities, as well as to lay out the next steps to be taken in this regard.

The meeting was opened and led by the Minister of Transport and Infrastructure, Mr. Edmond Haxhinasto, who said that one of the important components of the reform that the Government of Albania has undertaken in the Water Sector, is the capacity building of the workforce, which provides the vital services of water supply and sewerage.

During the Workshop, Mr. Paul Bishop, Chief Executive Officer of ABC (USA), had the opportunity to share and present the USA approach and experience with Operator Certification. More technical details on operator certification were provided later by Mr. Christopher McCord, Manager of Training and Certification, for the State of Washington (USA), who is working with the Project to develop the Test-based Certification model for Albania.  The feedback from participants emphasized the remarks made earlier by the Minister on the importance of this initiative as a way to raise professionalism and provide better services for all.

In addition to this workshop, a similar one was held on the 10^th of November, with the participation of the local government and water utility representatives.  The summarized feedback from the workshop was that this certification initiative has been needed a long time, and it is important to guarantee transparency in the certification process, so that the criteria for certifying operators are well respected.

Working Group Meetings

On 19th of November, at the premises of the Ministry of Transport and Infrastructure, the third meeting of the Working Group was held for the establishment of the Test-Based Certification program for operational managers in the water supply and sewerage sector of Albania.

Mr. McCord, Certification Expert, had the opportunity to share and present the work he had done during his 2 week mission in Albania, on defining a certification model for Albania.  This involved the presentation of the following:

• Draft Utility Organizational Options and Requirements
• Draft System, Facility and Operator Classification Strategy
• Draft Institutional Framework for Test- Based Certification Program

At the end of the meeting, the Working Group agreed on establishing a Water Utilities Advisory Group that will validate the proposed approaches on the different pieces of certification, and in this way, helping the decision making process by the Working Group.

The Project has been also making progress with the development of skills training courses and during the first year, the following 10 training courses were developed:

SHUKALB is looking forward to delivering several of these training courses in 2016, while the Project will continue to work on developing the second group of training courses identified at the beginning of the Project.[:]
