SHUKALB Organizes Regional Meetings with Water Utilities

Në përputhje me statutin e saj, SHUKALB ndërmori një proces për zgjedhjen e anëtarëve të rinj në Bordin e saj të Drejtorëve për mandatin tre vjeçar, 2016-2018.  Për kryerjen e procesit të votimit dhe për të qenë sa me afër anëtarëve, SHUKALB organizoi katër takime rajonale me shoqëritë UK anëtare të saj, në Tiranë, Lezhë, Vlorë dhe Korçë.

Në përpjekje për të arritur një grup sa më të gjerë aktorësh, në dritën e reformës territoriale administrative që hyri në fuqi në vitin 2015, si dhe reformave të sektorit të ujit që u miratuan së fundmi nga Qeveria, SHUKALB zgjeroi ftesat edhe për shoqëritë UK jo-anëtare në rajonin e takimit, si dhe për përfaqësues të pushtetit lokal në të njëjtin rajon.

Takimet qenë një mundësi e mirë për stafin e SHUKALB për të prezantuar misionin dhe objektivat e SHUKALB, si dhe aktivitetet dhe projektet e saj.  Interes të veçantë nga të pranishmit ishte njohja me 10 kurset e trajnimit që SHUKALB i ka zhvilluar përmes Grant Projektit të financuar nga USAID.  Këto 10 kurse do të jepen duke filluar nga muaji mars i këtij viti.  Gjithashtu stafi i SHUKALB informoi anëtarët dhe të ftuarit rreth programit të certifikimit të operatorëve bazuar në testim, të cilin Ministria e Transportit dhe Infrastrukturës është duke e propozuar për ta vënë në zbatim me mbështetjen e stafit të SHUKALB dhe ekspertëve ndërkombëtarë.

Pas prezantimit, në secilin takim u zhvillua një sesion diskutimi ku të pranishmit ngritën pyetje dhe çështje që shqetësonin punën e tyre.  Në të katër takimet rajonale, shqetësimet dhe diskutimet përfshinin çështje si: mbledhja e detyrimeve, nevoja për të patur operatorë të trajnuar dhe ndikimi i reformës territoriale në strukturën organizative të shoqërive UK.  Në lidhje me çështjen e mbledhjes së detyrimeve  të pranishmit diskutuan rëndësinë e ngritjes së një fushate ndërgjegjësimi ndaj konsumatorëve për të paguar detyrimet e ujit, e njëjtë me fushatën ndërgjegjësuese për pagesën e detyrimeve të energjisë elektrike.

Shoqëritë UK anëtare vlerësuan punën që SHUKALB ka ndërmarrë në bashkëpunim me Ministrinë e Transportit dhe Infrastrukturës, për krijimin e një programi certifikimi bazuar në testim për punonjësit e sektorit të ujit.  Ata theksuan rëndësinë e këtij programi për zhvillimin e kapaciteteve të burimeve njerëzore, të cilët punojnë për të ofruar shërbimet jetike të furnizimit me ujë dhe menaxhimin e ujërave të ndotur, ndërkohë që nga ana tjetër ata duhet të mbrojnë dhe për të ruajnë asetet e infrastrukturës së ujit.  Anëtarët theksuan gjithashtu rëndësinë që SHUKALB të bëhet më aktive në advokimin e interesave të shoqërive ujësjellës kanalizime në çështjet me interes për sektorin.

SHUKALB do të vazhdojë me organizimin e një Mbledhje të Asamblesë në fillim të muajit shkurt, për të shpallur rezultatet e zgjedhjeve të Bordit në kategorinë e shoqërive ujësjellës kanalizime, si dhe të anëtarëve të sektorit privat dhe individëve profesionistë.[:en]

In compliance with its Statute, SHUKALB undertook a process for the election for new members to its Board of Directors for the three year term, 2016-2018. In order to conduct the voting process for utility members, and to also to be closer to its members, SHUKALB organized four regional meetings with its member utilities in Tirana, Lezha, Vlora and Korca.

In an effort to reach out to a wider stakeholder group, in light of the Territorial Administrative Reforms that took effect in 2015, and the Water Sector Reforms that have been recently approved by the Government, SHUKALB also  extended invitations to non-member utilities in the region of the meeting, as well as local government representatives in the same region.

The meetings provided a good opportunity for the staff of SHUKALB to present the mission and objectives of SHUKALB, as well as its activities and projects.  The participants showed a special interest toward the introduction of the 10 training courses that SHUKALB has developed through the Project Grant financed by USAID.  These 10 courses will be delivered starting in March of this year.  The SHUKALB staff also briefed the members and guests regarding the test-based operator certification program that the Ministry of Transport and Infrastructure is proposing to implement with the support of SHUKALB staff and international experts.

After the presentations, each meeting was opened to a discussion session where the participants raised questions and issues concerning their work. At the four regional meetings, the concerns and discussions included issues like: debt collection, necessity to have trained operators, and the impact of the territorial administrative reform on the utility organizational structure.  Regarding the debt collection issue, all the participants discussed the importance of building an awareness campaign addressed to customers to pay their water bills, similar to the campaign conducted for electric bill payment.

Member utilities appreciated the work that SHUKALB has undertaken in partnership with the Ministry of Transport and Infrastructure, for establishing a test-based certification program for the workforce of the water sector.  They stressed the importance of this program in developing the capacities of the human resources, who work to deliver the vital services of water supply and wastewater management, while on the other hand they have to protect and maintain the water infrastructure assets.  The members also stressed the importance for SHUKALB to become more active in advocating the interests of water utilities in issues of concern for the sector.

SHUKALB will follow up with an Assembly Meeting in the beginning of February, to announce the results of the Board elections from the utility member category, as well as private sector members and professional individuals.[:]
