National Reform in the Water Supply and Sewerage Sector – Regional Briefings

[:sq]Ministria e Transportit dhe Infrastrukturës do të organizojë takime rajonale për të prezantuar dhe shpjeguar, në detaje, Vendimin e fundit të Këshillit të Ministrave me titull “Për ri-organizimin e operatorëve që ofrojnë shërbimin e furnizimit me ujë të pijshëm, grumbullimin, largimin dhe trajtimin e ujërave të ndotura”.

Takimet rajonale, të cilat të gjitha do të fillojnë në orën 10:30 dhe vazhdojnë deri në orën 15:00, janë planifikuar të zhvillohen si më poshtë:

• E enjte, 7 prill, Lezhë
• E premte, 8 prill, Vlorë
• E hënë, 11 Prill, Tirana
• E martë, 12 Prill, Pogradec

Pjesëmarrësit që do të ftohen do të përfshijnë të gjithë kryetarët e bashkive, nën kryetarët e bashkive, drejtorët e shoqërive ujësjellës kanalizime dhe zyrtarë të tjerë vendorë të caktuar nga kryetarët e bashkive.

Në axhendë do të diskutohet çdo artikull të Vendimit dhe Statutit Tip për ri-organizimin e shoqërive UK.  Do të shpjegohen skenarë specifik ri-organizimi për të reflektuar veprime të ndryshme që do të mund të merren nga një bashki e veçantë, duke pasur parasysh gjendjen e tyre lokale.

Ekspertët teknik që po mbështesin Ministrinë me këto takime do të prezantojnë gjithashtu rekomandime që Bakshitë duhet të ndjekin në përgatitjen e një Plani Tranzitor ri-organizimi, i cili do të pasohet nga përgatitja e një Plan Veprimi për Përmirësimin e Performancës dhe një Plan Biznesi Pesë-Vjeçar.

Ministria ka siguruar që i gjithë informacioni të përfshihet në një Udhëzues të printuar që do të ofrohet për të gjithë pjesëmarrësit në Takime.  Udhëzuesi do të përmbajë edhe një CD me një version elektronik të Udhëzuesit, si dhe Manualin Standart të Planit të Biznesit për Shoqëritë UK dhe Modelin në Excel në gjuhën shqipe për përgatitjen e një Plani Biznesi gjithëpërfshirës.[:en]The Ministry of Transport and Infrastructure has organized to conduct regional briefings to present and explain, in detail, the recent Decision of the Council of Ministers titled, “Reorganization of the operators providing the services of drinking water supply, wastewater collection, treatment and disposal”.

The regional meetings, which will all start at 10:30 and continue until 15:00, are scheduled to take place as follows:

• Thursday, 7 April, Lezhe
• Friday, 8 April, Vlora
• Monday, 11 April, Tirana
• Tuesday, 12 April, Pogradec

The participants that will be invited will include all mayors, deputy mayors, water directors, and other local officials designated by the mayors.

The agenda will discuss each article of the Decision and the Model Statute for the re-organized utilities.  Specific re-organization scenarios will be explained to reflect the different actions that might need to be taken by a particular municipality, in light of their local situation.

The technical experts that are supporting the Ministry with these briefings will also present recommendations for Municipalities to follow in preparing a re-organization Transition Plan, which would be followed by the preparation of a Performance Improvement Action Plan and a Five-Year Business Plan.

The Ministry has arranged for all of this information to be contained in a printed Guideline that will be provided to all participants at the Briefings.  The Guideline will also contain a CD with an electronic version of the Guideline, as well as the Albanian Standard Utility Business Plan Manual and Excel Model for preparing a comprehensive Business Plan.[:]
