Ministry Conducts Regional Briefings to Share Guidelines on Water Sector Reforms

Ministria e Transportit dhe Infrastrukturës drejtoi katër Takime Rajonale gjatë mesit të muajit prill në qytetin e Lezhës, Tiranë, Pogradec dhe Vlorë për të siguruar një mundësi për kryetarët e bashkive, zyrtarët e bashkive dhe drejtorët e shoqërive UK të kuptojnë më mirë objektivat e Vendimit të Këshillit të Ministrave, Nr. 63, i datës 27 janar 2016, me titull “Për Ri-organizimin e Operatorëve që Ofrojnë Shërbimin e Furnizimit me Ujë të Pijshëm, Grumbullimin, Largimin dhe Trajtimin e Ujërave të Ndotura”.

Takimet Rajonale trajtuan disa tema për adresim dhe diskutim, duke përfshirë:

• Elementët Kryesorë të Reformës së Sektorit të Ujit
• Shpjegimi racional për Vendimin e Këshillit të Ministrave për Reformën e Sektorit të Ujit
• Qëllimi për Zhvillimin e Udhëzuesit të Zyrtarëve Bashkiak
• Interpretim i detajuar i çdo Artikulli në Vendimin e Këshillit të Ministrave për Reformën e Sektorit të Ujit
• Interpretim i detajuar i çdo Artikulli të Lidhjes së Vendimit të Këshillit të Ministrave për Reformën e Sektorit të Ujit mbi Statutin Tip të Shoqërive Aksionare, Shtetërore të Ujësjellës- Kanalizimeve.
• Çështje për Shqyrtim gjatë Përgatitjes të një Plani Tranzitor
• Përmbajtja e një Plani Biznesi 5-vjeçar për Përmirësimin e Performancës

Raportohet se në Takimet Rajonale pati një pjesëmarrje të kënaqshme si nga zyrtarët e bashkive ashtu dhe nga zyrtarët e shoqërive ujësjellës kanalizime, me një mesatare prej 48 pjesëmarrësish në secilin Takim Rajonal.

Takimet Rajonale u mbështetën nga një Udhëzues i printuar që ju dha secilit pjesëmarrës në këto takime.  Bashkë me sigurimin e një shpjegimi të detajuar të VKM-së dhe Statutit Tip, Udhëzuesi ofron këshilla praktike që çdo bashki duhet të marrë në konsideratë gjatë formulimit të një Plani Tranzitor.  Secilës bashki do t’i nevojitet të zhvillojë një Plan Tranzitor bazuar në gjendjen e saj të vecantë, duke u siguruar se janë respektuar të gjitha çështjet ligjore, administrative, procedurale dhe operacionale, me qëllim përmbushjen e nevojave per shërbimin e furnizimit me ujë dhe kanalizimeve, të të gjithë popullsisë brenda kufijve administrativë të qeverisë lokale, të përcaktuara rishtazi.

Udhëzuesi vazhdon më tej, pasi një Plan Tranzitor është zhvilluar dhe është në proces implementimi, duke siguruar drejtim në atë se çfarë secila bashki dhe shoqëria e saj ujësjellës kanalizime, duhet të bëjë për të zhvilluar një Plan Veprimi Pesë-Vjeçar për Përmirësimin e Performancës, i cili do të përfshijë një Plan Biznesi Pesë-Vjeçar.  Këto plane do të jenë mjete thelbësore menaxhimi për të arritur qëndrueshmëri financiare në operimin e shoqërive ujësjellës kanalizime.  Për të ndihmuar bashkitë dhe ndërmarrjet e ujësjellësit, Udhëzuesi përmbante një kopje të Manualit për Përgatitjen e një Plan Biznesi Pesë-Vjeçar duke përfshirë një model spreadsheet në Excel (në një CD), që mund të përdoret nga të gjitha shoqëritë UK.

U bë shumë e qartë nga zyrtarët e Ministrisë gjatë prezantimit në secilin Takim Rajonal se politika e Qeverisë Qendrore, duke shkuar përpara, është të ri-drejtojë subvencionet e saj në sektorin e ujit në mënyrë të tillë që shoqëritë UK do të përfitojnë mbështetje të veçantë financiare, bazuar në nevojat e përcaktuara sociale në zonat e veçanta të shërbimit të çdo shoqërie, dhe jo thjesht një subvencion për mungesat operacionale apo të mirëmbajtjes në performancën financiare.  Prandaj, në qoftë se shoqëritë ujësjellës kanalizime operojnë në mënyrë të tillë që nuk mund të mbulojnë kostot e tyre operacionale dhe të mirëmbajtjes, nga tarifat e vendosura, atëherë çdo mungesë financiare do të duhet të sigurohet nga qeveria lokale, e cila është pronare e ligjshme e shoqërisë.

The Ministry of Transport and Infrastructure conducted four Regional Briefings during mid-April in the cities of Lezhe, Tirana, Pogradec and Vlora to provide an opportunity for mayors, municipal officials, and utility directors to better understand the objectives of the Decision of the Council of Ministers, No. 63, dated 27 January 2016, and titled, “, “Reorganization of the Operators Providing the Services of Drinking Water Supply, Wastewater Collection, Treatment and Disposal”.

The Regional briefings were presented to address and discuss several themes, to include:

• Key Elements of the Water Sector Reform
• Explanation of Rational for Decision of Council of Ministers on Water Sector Reform
• Purpose for Developing the Guideline of Municipal Officials
• Detailed Interpretation of Each Article in the Decision of the Council of Ministers on Water Sector Reform
• Detailed Interpretation of Each Article in the Attachment to the Decision of Council of Ministers on Water Sector Reform regarding a Model Statute for the Re-organized Utilities.
• Issues to Consider in Preparing a Transition Plan
• Contents of a Five-Year Performance Improvement Business Plan

It was reported that the Regional Briefings were well attended by both municipal officials and officials from water utilities with an average of 48 participants at each Regional Briefing.

The Regional Briefings were supported by a printed Guideline that was provided to each of those attending the Regional Briefings.  Along with providing a detailed explanation of the DoCM and the Model Statute, the Guideline provides practical advice for each municipality to consider in formulating a Transition Plan.    Each municipality will need to develop a Transition Plan based on its unique situation in ensuring that it has considered all of the legal, administrative, procedural and operational issues with regard to serving the water supply and sewerage needs of the total population within the newly defined, local government, administrative boundaries.

The Guideline then continues, once a Transition Plan has been developed and is in the process of implementation, to provide guidance on what each municipality, and its water supply and sewerage utility, should do to develop a Five-Year Performance Improvement Action Plan, which would include a Five-Year Business Plan.  These plans will be essential management tools to achieve financial sustainability of the utility operations.  To assist the municipalities and the water utilities, the Guideline contained a copy of the Manual for Preparing a Five Year Business Plan to include a spreadsheet (Excel) model (on a CD) that can be used by all water utilities.

It was made very clear by the Ministry officials presenting at each Regional Briefing that the policy of the Central Government, going forward, is to re-direct its subsidies in the water sector such that utilities will receive specific financial support based on defined social needs in the specific service area of each utility, and not simply a subsidy for operational and maintenance shortfalls in financial performance.  Therefore, if water supply and sewerage utilities operate in such a manner that they cannot cover their operations and maintenance costs, from the tariffs they charge, then any financial shortfall will have to be provided by the local government, which is the legal owner of the utility.
