Fier Water Supply and Sewerage Company Implements GIS System

[:sq]Vitet e fundit ka pasur një rritje të ndërgjegjësimit nga ana e shoqërive Ujësjellës Kanalizime (UK) në nevojën për të investuar në sistemet GIS, që ofrojnë një identifikim gjeografik dhe inventarizimin e aseteve të infrastructures së shoqërive. Ujësjellës Kanalizime Fier është një nga anëtarët e SHUKALB që ka implementuar së fundmi një system të tillë GIS.

Gjatë një interviste me Z. Ernest Gjini, Shef I Departamentit të IT-së dhe njëkohësisht Administrator i Web-GIS për Ujësjellës Kanalizime Fier, ai shpjegon se: “WEB_GIS është një faqe web ku çdo punonjës që ka akses pranë këtij programi në UK Fier mund të hedhë të dhënat e sektorit përkatës ku ai punon, pikërisht si një inventar elektronik.  WEB_GIS nuk është një program por është një WEB page me një ortofoto përkatëse të hartës së Shqipërisë.  Implementimi i Web-GIS ka filluar si projekt pranë UK Fier në korrik 2015 dhe vazhdon edhe sot me hedhjen e të dhënave përkatëse të sektorëve të ndryshëm.

Përfitimet e këtij sistemi janë të qarta dhe të dukshme, duke bërë të mundur që çdo përdorues të aksesojë kudo që janë, nga celulari apo nga çdo pajisje elektronike përmes internetit, që të shtojë ose të modifikojë të dhëna.  Përmes GIS bëhet e mundur shtimi në kohë reale i vendosjes së linjave të reja, valvulave të reja dhe lokalizimi me GPS i këtyre produkteve të instaluara në sistem.  Falë përdorimit të WEB-GIS, stafi i UK Fier ka vënë re se puna është lehtësuar ndjeshëm sidomos në atë të shërbimit dhe pikave të lidhjes.  Në fillim, qe pak e vështirë për t’u mësuar me sistemin, veçanërisht nga punonjësit e moshuar, por nuk ju desh shumë që të thithnin principet bazë dhe të fillonin ta përdorn me shpejtësi.

Ky sistem sjell një risi në inventarizimin dhe lokalizimin e linjave të ujësjellsave me anë të GPS. Përcaktimi në kohë reale i të gjithë aseteve të një ndërmarrje është një punë kolosale dhe një punë që gjithkush që është pjesë e stafit mund ta shikojë në çdo kohë nga çdo pozicion gjeografik që ndodhet, mjafton të ketë akses në internet.

Sistemi përfshin një gamë të gjerë të të gjithë sektorëve të një ndërmarrje duke inventarizuar çdo aset në detaje dhe dimensione.  Shumë shpejt UK Fier do të arrijë drejt përfundimit të këtij sistemi dhe do të shijojë përfitimet që vijnë nga identifikimi dhe adresimi i shpejtë i defekteve në rrjetin e furnizimit me ujë, për një shërbim më të mirë të konsumatorëve të tij”.

Edmond Lekaj, Adminstrator i Geo Consulting & Invent, shoqëria e cila ka bërë instalimin e sistemit Web-GIS, shprehet se “Investimi në një sistem GIS për shoqëritë ujësjellës kanalizime, nuk është vetëm i leverdisshëm, por është bërë i domosdoshëm”. Ky sistem është i detajuar dhe shumë praktik përsa i përket menaxhimit të rrjetit, duke evidentuar me saktësi çdo lidhje apo lokalizimin e zonave ku ka humbje të ujit. Gjithashtu sistemi bën të mundur shmangien e abuzimeve të ndryshme gjatë faturimeve të padrejta apo investimeve në asete.[:en]In recent years there has been an increased awareness from Water Supply and Seweage (WSS) Companies on the need to invest in GIS systems that provide a geographical identification and inventory of a utility’s infrastructure assets.  Fier Water Supply and Sewerage Company is one of SHUKALB’s members that recently implemented such GIS system.

In an interview conducted with Ernest Gjini, Chief of the IT Department and Administrator of Web-GIS for Fier WSS Company, he explained that “WEB_GIS is a website where every employee has access to the program and can input data relevant to the sector where that employee is working, the same as an electronic inventory. WEB_GIS is not a program but a website with a corresponding orthophoto map of Albania. The implementation of Web-GIS started as a project at the Fier WSS in July 2015 and the database is continuing to be populated with data that are being input by the staff of the company, from different sectors.

The benefits of this system are clear and obvious, enabling any user to access where ever they are, by

phone or by any electronic device that is connected to the internet, allowing also for the modification of data that has been already entered.  GIS enables, in real-time, the allocation of new water or sewer lines, new valves and all the other equipment that is installed in the water supply and sewerage systems.  Thanks to the use of WEB-GIS, the staff of Fier WSS Company recognises that their work has been simplified significantly easier, especially in activities related to the water supply service.  In the beginning, it was a bit difficult to get used to the system, especially for the older employees, but it didn’t take long to absorb the simple principles required and to start using it at a fast pace.

This system brings an innovation in developing the inventory of assets and the same time in allocating those assets easily via GPS.  Acquiring data of a particular asset, in real time, is a huge task, and now this is a task that can be easily performed by any employee, at any time, from any geographic position, given that they have internet access. The system includes a wide range of assets of the Company, with specific details for each of them.  Fier WSS Company will soon complete the implementation of this system andwill start to enjoy the benefits it will provide in identifying and addressing quickly the defects in the water supply network, for a better service for its customers”.

Edmond Lekaj, Administrator of Geo Consulting & Invent the company that did the installation of the WEB-GIS system, stated that “Investment in GIS systems for water utilities is not about convenience only, but it has become a necessity.  This system is detailed and very practical in terms of network management, identifying accurately any connection point or the areas where there is loss of water.  The system also provides the means to avoid various abuses of unfair billing or asset investment”.[:]
