Ministry Workshop Considers Performance Agreements and Utility Subsidy Schemes

[:sq]Në kuadër të Reformave të Sektorit të Ujit të miratuara së fundmi nga Këshilli i Ministrave, Ministria e Transportit dhe Infrastrukturës, me asistencën e GIZ-it, ka hartuar dy tipe të marrëveshjeve të performancës, si dhe një skemë të re për subvencionimin e shërbimit të shpërndarjes në sektorin e ujit, bazuar në performancën e shoqërive ujësjellës kanalizime.

Marrëveshja e parë e performancës trajton marrëdhëniet midis Ministrisë së Transportit dhe Infrastrukturës dhe Bashkisë, ndërsa marrëveshja e dytë trajton marrëdhënien midis Asamblesë së Përgjithshme dhe Bordit të Administrimit të shoqërive lokale ujësjellës kanalizime. Të dy marrëveshjet janë bazuar në tregues specifikë të performancës, siç do të përcaktohen në Planin e Biznesit të seciles shoqëri ujësjellës kanalizime.

Në 2 dhe 3 maj, Ministria organizoi takime këshilluese me pjesëmarrjen e kryetarëve të bashkive, drejtorëve të shoqërive UK dhe institucioneve të tjera të interesuara.

Takimet u hapën nga Znj. Lindita Sotiri, Drejtore e Integrimit Evropian, pranë Ministrisë, dhe Z. Hermann Plumm, Drejtor Projekti i GIZ’s në mbështetje të Reformës së Sektorit të Ujit në Shqipëri.  Temat që prezantuan dhe diskutuan në takim ishin:

• Prezantimi i elementëve të Draft Marrëveshjes së Performancës midis Bashkisë dhe Ministrisë
• Prezantimi i i elementëve të Draft Marrëveshjes së Performancës midis Pronarit (Këshillit Bashkiak) dhe Bordit Administrativ të Shoqërive UK
• Prezantimi i Skemës së Re të propozuar të Subvencioneve për Shoqërive UK

Në vazhdim të komenteve dhe feedback-ut të marrë gjatë takimeve, Ministria do të marrë komente shtesë nga palët e interesuara gjatë muajit qershor.  SHUKALB do të mbledhë komentet e anëtarëve të saj të shoqërive UK, dhe do t’ia përcjellë këto komente Ministrisë.

SHUKALB i fton të gjithë shoqëritë ujësjellës kanalizime të dërgojnë komentet e tyre rreth draft kontratës së performancës dhe skemës së re të subvencioneve, me email në adresën: info@shukalb.al[:en]In the framework of the Water Sector Reforms recently passed by the Council of Ministers, the Ministry of Transport and Infrastructure, with the assistance of GIZ, has drafted two types of performance agreements, as well as a new scheme for subsidizing service delivery in the water sector, based on the performance of water and wastewater utilities.

The first performance agreement addresses the relationship between the Ministry of Transport and Infrastructure and the Municipality, while the second addresses the relationship between the General Assembly and the Administrative Board of the local water supply and sewerage utility.  Both agreements are based on specific performance indicators as would be defined in the Business Plan of the individual water supply and sewerage utility.

On the 2^nd and 3^rd of May, the Ministry conducted consultation workshops with the participation of municipal mayors, directors of water supply and sewerage companies and other institutional stakeholders.

The workshops were opened by Mrs. Lindita Sotiri, Director of European Integration, at the Ministry, and Mr. Hermann Plumm, Project Director for GIZ’s support to Water Sector Reform Albania.  The topics presented and discussed at the workshop were:

• Presentation of the elements of a Draft Performance Agreement between a Municipality and the Ministry
• Presentation of the elements of Draft Performance Agreement between Owner (Municipal Council) and the Administrative Board of the utility
• Presentation of a proposed Subsidy Scheme for Water Supply and Sewerage Companies

In addition to the comments and feedback provided during the workshops, the Ministry will be receiving additional comments from the stakeholders during the month of June.  SHUKALB will be collecting the comments from its member water supply and sewerage utilities, and will forward these comments to the Ministry.
