Sustainable Water Sector Capacity Development Project Conducts Fifth Working Group Meeting

Në vazhdimin e përpjekjeve për krijimin e një Programi Certifikimi Bazuar në Testim për Menaxherët Operacionalë në Sektorin e Furnizimit me Ujë dhe Kanalizimeve në Shqipëri, Projekti dhe Ministria e Transportit dhe Infrastrukturës organizuan takimin e pestë të Grupit të Punës. Takimi u zhvillua më 9 qershor, në ambientet e Ministrisë së Transportit dhe Infrastrukturës, me pjesëmarrjen e aktorëve kryesorë të sektorit të ujit, si Enti Rregullator i Ujit, Sekretariati Teknik i Këshillit Kombëtar të Ujit, si dhe Grupi Këshillimor Teknik, i cili përbëhet nga një grup i zgjedhur të Drejtorëve të Shoqërive Ujësjellës Kanalizime.

Fokusi i këtij takimi ishte prezantimi dhe diskutimi mbi progresin e bërë nga Projekti lidhur me Komponentin II: Krijimi i një Programi Certifikimi të Bazuar në Testim për Menaxherët Operacionalë në Sektorin e Furnizimit me Ujë dhe Kanalizimeve në Shqipëri.

Bazuar në reagimet e marra nga palët e interesuara në takimin e fundit në mars 2016, dhe reagimet nga grupi i ekspertëve ndërkombëtarë të Projektit, stafi i Projektit së bashku me Ekspertin e Certifikimit, Chris McCord, prezantuan një variant më të zhvilluar të elementeve të programit të certifikimit.

Pjesëmarrësit ishin shumë aktivë gjatë takimit duke zhvilluar pyetje dhe diskutime rreth qasjeve të propozuara nga Projekti.

Bazuar në reagimet dhe propozimet e bëra në këtë takim mbi tema specifike, Projekti do të fillojë hartimin e Politikës dhe Standarteve të Certifikimit. Ky dokument do të përdoret më tej nga Ministria për zhvillimin e legjislacionit të nevojshëm në mënyrë që Certifikimi të bëhet një kërkesë ligjore dhe e institucionalizuar brenda kuadrit aktual të institucioneve përkatëse në Shqipëri.[:en]

In the continuing effort to establish a Test- Based Certification Program for Operational Managers in the Water Supply and Wastewater Sector in Albania, SHUKALB’s USAID-funded Project Team and the Ministry of Transport and Infrastructure organized the fifth meeting of the Working Group.  The meeting was organized on 9^th June, at the Ministry of Transport and Infrastructure, with the participation of key water sector stakeholders such as the Water Regulatory Authority, the Technical Secretariat of the National Water Council, and the Utility Advisory Committee, which is composed of a select group of Water Supply and Sewerage Utility Directors.

The focus of this meeting was to present and discuss the progress made by the Project Team with relation to Component II: Establishment of the Test-Based Certification Program for Operational Managers in the Water Supply and Wastewater Sector in Albania.

Following up on the feedback received from stakeholders at the previous meeting held in March 2016, and the feedback from Project’s pool of international experts, the Project Team, together with the Certification Expert, Mr. Chris McCord from the United States of America, presented a more developed version of the elements of the proposed certification program.

The stakeholders participated actively in the meeting through questions and discussions on the proposed approaches by the Project.  Based on the feedback and proposals made during this meeting on specific subjects, the Project will start drafting the Certification Policy and Standards.  This document will be further used by the Ministry to develop the required legislation for Certification to become a legal requirement that can be institutionalized within the current framework of relevant institutions in Albania.[:]
