USAID provides technical assistance to Elbasan Municipality and Water and Wastewater Utility in the Asset of Inventory and Evaluation

[:sq]Pas implementimit të Reformës Administrative Territoriale, Bashkia e Re e Elbasanit përbëhet nga një zonë administrative shërbimi më të madhe.  Për rrjedhojë, Shoqëria Ujësjellës Kanalizime (UK Elbasan) në pronësi të Bashkisë është rreptësisht përgjegjëse për sigurimin e shërbimeve të furnizimit me ujë dhe kanalizimeve brenda kufijve të zgjeruar administrativ të Bashkisë së Elbasanit.  Fokusi më i madh dhe më i rëndësishëm i UK Elbasan sëfundmi ka qenë kryesisht përgatitja e një inventari të plotë të bazës së aseteve të furnzimit me ujë dhe kanalizimeve, si dhe vlerësimin e të gjitha aseteve teknike që shoqëria po i trashëgon nga siguruesit e mëparshëm, si ujësjellësat apo njësitë administrative lokale të cilat kanë ekzistuar më parë në atë zonë.  Projekti i USAID për Planifikimin dhe Qeverisjen Vendore shërbeu si këshilltar teknik për Bashkinë dhe Ujësjellësin e Elbasanit gjatë gjithë këtij procesi.

Shërbimi i Furnizimit me Ujë i Elbasanit është i organizuar në 24 sisteme individuale të furnizimit me ujë.  UK Elbasan tashmë ka një databazë të konsoliduar për inventarizimin e aseteve, e cila specifikisht përfshin 24 sisteme individuale të furnizimit me ujë.  UK Elbasan është një titullare e shkëlqyer, e cila ka përmbushur me sukses këtë detyrë sfiduese, duke ndjekur udhëzimet e dhëna nga Vendimi i Këshillit të Ministrave Nr. 63, për “Ri-organizimin e Operatorëve që Ofrojnë Shërbimin e Furnizimit me Ujë të Pijshëm, Grumbullimin, Largimin dhe Trajtimin e Ujërave të Ndotura”.  Kjo arritje është produkt i një grupi pune shumë të konsoliduar, bashkëpunues dhe këmbëngulës i përbërë nga stafi i UK Elbasan nën drejtimin profesional të Projektit të USAID-it për Planifikimin dhe Qeverisjen Vendore.  Ky bashkëpunim u vlerësua shumë nga zyrtarët lokalë të Bashkisë Elbasan, si dhe u vlerësua akoma më tepër nga nënkryetari i Bashkisë Elbasan, z. Klevis Xhoxhi i cili gjithashtu shërben si Kryetar i Këshillit Administrativ të UK Elbasan.

Dëshmi e nënkryetarit te Bashkisë Elbasan, z. Klevis Xhoxhi[:en]In light of the Territorial Administrative Reform Implementation, the New Municipality of Elbasan consists of a larger Administrative Service Area. Therefore, the Water and Wastewater Utility owned by the Municipality is strictly responsible for providing Water Supply and Sewerage services within the new expanded Administrative Boundaries of Elbasan Municipality. The major and upmost leading focus of UK Elbasan recently, has mainly  been to prepare a full inventory of water and wastewater asset base, as well as evaluating all the technical assets that the utility is inheriting from previous formal providers, such as utilities or local governments which previously have existed in that area.  USAID’s project PLGP served as technical advisor to the Municipality and Water Utility of Elbasan throughout this process.

The Elbasan Water Supply Service is organized in 24 individual water supply systems. The Water Utility in the Municipality of Elbasan now has a consolidated Asset Inventory Database which specifically includes 24 individual water supply systems. The Elbasan Utility is an excellent titleholder whom has successfully fulfilled this challenging task, while following the guidance provided by the Council of Minister Decision No: 63, on the “Re-Organization of Water Supply and Sewerage Service Operators”. This accomplishment is a product of a very strengthened, collaborative and persistent working group composed by the Water Utility staff under the professional guidance of USAID Planning and Local Governance Project.  This collaboration was highly appreciated by the local officials of Elbasan Municipality and even more appreciated by the Deputy Mayor of Elbasan, Mr. Klevis Xhoxhi who also serves as the Chairman of the Administrative Council of Elbasan Water and Wastewater Utility.
