SHUKALB Attends the Orientation Meeting for Focal Points of the Regional Capacity Development Network (RCDN) for Water and Sanitation Services Project

[:sq]Takimi i parë orientues për personat përgjegjës të projektit Rrjeti Rajonal i Zhvillimit të Kapaciteteve (RCDN) për Shërbimet e Furnizimit me Ujë dhe Kanalizimeve u mbajt më 16-17 maj në Beograd, Serbi.  SHUKALB u përfaqësua në këtë takim nga Arbana Kola, Specialiste për Zhvillimin e Kurseve në Furnizimin dhe Trajtimin e Ujit të Pijshëm.

Qëllimi i takimit ishte mbledhja e personave përgjegjës të RCDN-së nga secili prej vendeve pjesëmarrës të projektit, për t’u ofruar një orientim të përgjithshëm rreth projektit, modelin operacional të RCDN-së, rolet kryesore dhe funksionet në nivel rajonal dhe kombëtar, si dhe detyrat dhe përgjegjësitë kryesore të personave përgjegjës në koordinimin e aktiviteteve të organizatës së tyre përkatëse brenda RCDN-së.  Përveç kësaj, të gjitha aktivitetet e ardhshme të projektit u diskutuan në detaj.

RCDN synon të rrisë efektivitetin dhe efiçencën e shoqërive ujësjellës kanalizime në Ballkanin Perëndimor, duke kontribuar në ofrimin e shërbimeve më të mira për një numër më të madh të grupeve të popullsisë që kanë qasje në shërbimet e furnizimit me ujë të pijshëm dhe kanalizimeve dhe përmbushjen e standardeve mjedisore të Bashkimit Evropian.  Për të arritur këtë, RCDN ka tre komponentë kryesorë: 1) Zhvillimi i shoqatës, 2) Oferta për zhvillimin e kapaciteteve dhe dhënia, 3) Partneriteti dhe mundësimin e mjedisit për zhvillimin e kapaciteteve.

RCDN punon me Shoqatat e Qeverisjes Vendore dhe Shoqatën Ujësjellës Kanalizime në 6 vende të projektit (Shqipëri, Bosnjë dhe Hercegovinë, Kosovë, Maqedoni, Mal të Zi dhe Serbi), ndërkohë që përfituesit final janë menaxherët e lartë dhe të mesëm nga kompanitë e shërbimeve komunale dhe rajonale dhe zyrtarët përgjegjës të bashkive.  Projekti menaxhohet nga GIZ, në emër të SECO dhe BMZ, dhe zbatohet nga një Ekip i Zbatimit të Projektit i përbërë nga IAWD, Aquasan dhe NALAS.

Duke filluar nga muaji qershor, Arbana Kola do të përfaqësojë SHUKALB në projektin RCDN në rolin e saj të dyfishtë si Person Përgjegjës dhe si Menaxhere e Trajnimeve të SHUKALB.

[:en]The first Orientation Meeting for the Focal Points of the Regional Capacity Development Network (RCDN) for Water and Sanitation Services Project took place on 16 – 17 May, in Belgrade, Serbia. SHUKALB was represented at this meeting by Arbana Kola, Course Development Specialist for Water Supply and Treatment.

The aim of the meeting was to gather the RCDN Focal Points from each of the countries part of the project, to provide overall orientation on the project, RCDN’s operational model, key roles and functions at regional and national level as well as major tasks and responsibilities of Focal Points in coordinating the activities of their respective organization within RCDN.  In addition, all upcoming activities of the project were discussed in detail.

RCDN aims to increase effectiveness and efficiency of the water utilities in the Western Balkans, contributing to better service provision with larger numbers of population groups getting access to drinking water and sanitation services and meeting the European Union (EU) environmental Acquis Communautaire. To achieve this, RCDN has three key components: 1) Association Development, 2) Capacity Development Offer and Delivery and 3) Partnership and enabling Capacity Development Environment.

RCDN works with Local Government Unit Associations (LGA) and Association of Public Utilities Companies (APUC) in 6 project countries (Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro and Serbia), while the final beneficiaries are the top and middle managers from municipal and regional utility companies and officers in charge in municipalities. The project is managed by GIZ, on behalf of SECO and BMZ, and is implemented by a Project Implementation Team consisted of IAWD, Aquasan and NALAS.

Starting from June, Arbana Kola will represent SHUKALB in the RCDN project in her dual role as Focal Point, as well as Training Manager of SHUKALB.
