SHUKALB Organizes the 2nd Workshop of the “Asset Management Advisory Services to Water Utilities in SEE” Project

Më 6 dhe 7 Shkurt 2020, në Hotel Hilton Garden Inn në Tiranë, SHUKALB dhe SHUKOS (Shoqata e Ujësjellësve dhe Kanalizimit të Kosovës) organizuan workshopin e dytë të Projektit ” Shërbimet Këshillimore për Menaxhimin e Aseteve për Shoqëritë Ujësjellës Kanalizime në Evropën Juglindore (MIA)” për Shoqëritë Ujësjellës Kanalizime në Shqipëri dhe Kosovë

Workshopi u organizua bashkarisht me Deutsche Gesellchaft fur Internationale Zusammenarbeit (GIZ) dhe Hydro-Comp Enterprise HCE, dhe u mbështet nga Ministria e Infrastrukturës dhe Energjisë në Shqipëri, si dhe nga Shoqata Ndërkombëtare e Kompanive Ujësjellës Kanalizime në Zonën e Mbulimit të Lumit Danub (IAWD).

Më 6 shkurt 2020, në të njëjtin vend, para fillimit të workshopit, HUB-i i projektit organizoi takimin e dytë të Komitetit Drejtues.  Gjatë takimit u diskutua mbi ecurinë e zbatimit të Projektit, mësimet e nxjerra dhe propozimet që duhen adresuar në Shqipëri dhe Kosovë, përfshirë Planin e Projektit dhe një përshkrim të shkurtër të fazës së ardhshme (Niveli i Artë).

Qëllimi i workshopit të dytë, i cili filloi pasdite, ishte prezantimi i rezultateve të arritura gjatë fazës së parë (Niveli i Argjendë) të projektit dhe gjithashtu prezantimi i fazës së dytë (NIVELI I ARTË) i projektit tek shoqëritë/kompanitë publike, shoqatat kombëtare të ujit dhe aktorët qëndrorë/lokalë nga Shqipëria dhe Kosova, donatorë dhe institucione financiare ndërkombëtare.

Në workshop morën pjesë përfaqësues nga shoqëritë ujësjellës kanalizime në Shqipëri dhe Kosovë, institucione qeveritare si Ministria e Infrastrukturës dhe Energjisë (MIE) e Shqipërisë, Ministria e Zhvillimit Ekonomik të Kosovës, Agjencia Kombëtare e Ujësjellës-Kanalizimeve dhe Infrastrukturës së Mbetjeve të Shqipërisë (AKUM) , Autoriteti Shtetëror për Informimin Gjeohapësinor (ASIG),  Enti Rregullator i Ujit të Shqipërisë (ERRU), Autoriteti Rregullator i Ujit të Kosovës (ARRU), donatorët dhe institucionet financiare ndërkombëtare si Bashkimi Evropian, Banka Gjermane e Zhvillimit (KfW), Banka Botërore, si dhe palët e tjera të interesit në sektorin e ujit.

Workshopi nisi me fjalimet e mirëseardhjes nga Petrit Tare, President i SHUKALB; Muhamed Suliqi, President i SHUKOS; Gabriele Lames, Drejtor Projekti, GIZ; Philip Weller, Drejtues i Sekretariatit Teknik, IAWD dhe Petros Kolovopoulos, Menaxher Ekzekutiv, HCE, si dhe fjalimet përshëndetëse nga Lindita Sotiri, Drejtoreshë, Drejtoria e Zhvillimit të Programit për Furnizimin me Ujë, Kanalizimeve dhe Infrastrukturën e Mbetjeve, MIE, Shqipëri, dhe Adem Ahmetaj, Ministria e Zhvillimit Ekonomik të Kosovës.

Workshopi u moderua bashkërisht nga Elisabeta Poçi, Zëvendës Drejtore Ekzekutive e SHUKALB dhe Nadire Vitija, Menaxhere e Trajnimeve dhe Zhvillimit Profesional, SHUKOS. Gjatë ditës së parë të workshopit u prezantuan rezultatet e fazës së parë të projektit në Ballkanin Perëndimor nga Georgi Hristov, Menaxher i Projektit, GIZ ORF MMS, i ndjekur nga prezantimet e rezultateve të fazës së parë të projektit në Shqipëri dhe Kosovë , nga HUB-et përkatëse.  Në ditën e dytë të workshopit, më 7 shkurt, u prezantuan fazat e ardhshme të projektit MIA, aktivitetet dhe kalendari i implementimit, i ndjekur nga prezantimi i fazës II – Niveli i Artë – Mirëmbajtja dhe Menaxhimi, nga Petros Kolovopoulos, Menaxher Ekzekutiv, HCE

Pas prezantimeve të progresit të Nivelit të Argjendtë dhe hapave të ardhshëm drejt Nivelit të Artë, pjesëmarrësit u angazhuan në një sesion pyetjesh dhe përgjigjesh në lidhje me specifikat dhe detajet e Projektit.

SHUKALB dhe SHUKOS ftojnë të gjitha Shoqëritë Ujësjellës Kanalizime të interesuara, të regjistrohen dhe të marrin pjesë në Projektin “Menaxhimi i Aseteve për Shoqëritë Ujësjellës Kanalizime në Evropën Juglindore”.

On 6^th and 7^th February 2020, at Hotel Hilton Garden Inn in Tirana, SHUKALB and SHUKOS (The Water and Wastewater Works Association Kosovo) organized the second workshop of the “Asset Management Advisory Services to Water Utilities in South East Europe (IAM)” Project for Water Utilities in Albania and Kosovo.

The workshop was jointly organized with the Deutsche Gesellchaft fur Internationale Zusammenarbeit (GIZ) and Hydro-Comp Enterprise (HCE), Cyprus, and it was supported by the Ministry of Infrastructure and Energy in Albania and the International Association of Water Utilities in the Danube River Catchment Area (IAWD).

On 6^th February 2020, at the same venue prior the workshop, the HUB Centre organized the second Steering Committee meeting.  During the meeting it was discussed on the progress of the Project implementation, lesson learnt and proposals to be addressed in Albania and Kosovo, including the Project Plan and a short description of the next stage (Gold Level).

The aim of the 2^nd workshop, which started that day in the afternoon, was to present the results achieved during the 1^st phase (SILVER LEVEL) of the project and also to introduce the second phase (GOLD LEVEL) of the project to public utility companies, national water associations and central / local level stakeholders from Albania and Kosovo, as well as to the donors and IFIs.

The workshop was attended by representatives from water utilities in Albania and Kosovo, government institutions as Ministry of Infrastructure and Energy (MIE) of Albania, Ministry of Economic Development of Kosovo, National Agency of Water Supply, Sewerage and Waste Infrastructure of Albania (AKUM), State Authority for Geospatial Information (ASIG), Water Regulatory Authority of Albania (ERRU), Water Regulatory Authority of Kosovo (ARRU), donors and international financing institutions such as European Union, the German Development Bank (KfW), World Bank, as well as other stakeholders in the water sector.

The workshop started with the welcome speeches by Petrit Tare, President of SHUKALB; Muhamed Suliqi, President of SHUKOS; Gabriele Lames, Program Manager, GIZ; Philip Weller, Head of Technical Secretariat, IAWD and Petros Kolovopoulos, Executive Manager, HCE, as well as the congratulatory addresses by Lindita Sotiri, Director, Program Development Directorate on Water Supply, Sewerage, and Waste Infrastructure, Ministry of Infrastructure and Energy of Albania, and Adem Ahmetaj, Senior Officer for Regional Water Utilities Monitoring, Ministry of Economic Development of Kosovo.

The workshop was jointly moderated by Elisabeta Poci, Deputy Executive Director of SHUKALB and Nadire Vitija, Manager of Training and Professional Development, SHUKOS.  During the 1^st day of the workshop were presented the results of the first phase of the project in the Western Balkans by Georgi Hristov, Project Manager, GIZ ORF MMS, followed by presentations of the results of the first phase of the project in Albania and Kosovo, by the respective HUBs.  On the second day of workshop, on 7^th February, were presented the next stages of the IAM project, the activities and timetable of the implementation, followed by the presentation of the phase II- Gold Level- Maintenance and Management, by Petros Kolovopoulos, Executive Manager, HCE.

After the presentations of the Silver Level progress and next steps to Gold Level, the participants were engaged to a questions and answer session regarding the specifics and details of the Project.
