8th Balkans Joint Conference and Exhibition, “Water and Climate Change” Goes Online, and Maintains its Success!

Më 4,5, 6 nëntor 2020, SHUKALB në bashkëpunim me SHUKOS (Shoqata e Ujësjellësve dhe Kanalizimit të Kosovës) organizuan Konferencën dhe Ekspozitën e 8-të të Përbashkët Ballkanike, me temë “Uji dhe Ndryshimet Klimatike“, i mbajtur si një event virtual përmes platformës Zoom. Pavarësisht rrethanave të pazakonta, Konferenca virtuale tërhoqi mbi 200 profesionistë të ujit që përfaqësonin shoqëri UK, komunitetin e donatorëve, kompani private, institucione akademike, si dhe institucione të tjera të qeverisjes qendrore dhe lokale nga 15 vende të ndryshme.

Programi Teknik i Konferencës përbëhej nga 12 sesione me tematika të ndryshme të organizuara në 9 Sesione të ndryshme Teknike dhe 3 Sesione Plenare, me mbi 31 prezantime.  Ishin 72 moderatorë dhe folës, të cilët përmes prezantimeve dhe diskutimeve të tyre na treguan praktikat më të mira që përdoren bashke me sfidat dhe mundesite qe ekzistojne ne sektorin e ujit.

Eventi tre-ditor filloi në 4 nëntor, me një fjalim mirëseardhje për të gjithë pjesëmarrësit nga Presidenti i SHUKALB, Petrit Tare. Në fjalën e tij, ndër të tjera, Z. Tare tha “… në këto kushte falë teknologjisë ne arritëm të jemi të gjithe sëbashku, që të vazhdojmë traditën për të qenë të mundur të vazhdojmë organizimin e konferencës, dhe shpresoj të ketë sukses po si konferencat e tjera“.

Dita e Parë e Konferencës vazhdoi me fjalët përshëndetëse nga Ornela Çuçi, Zëvendës Ministre e Turizmit dhe Mjedisit të Shqipërisë dhe SH.T. Alberto Petrangeli, Zëvendës Ambasador i Republikës së Italisë në Shqipëri.  Në fjalën e saj, ndër të tjera, Zëvendës Ministrja Çuçi deklaroi: “Shqipëria është një ndër vendet më të atakuara nga ndryshimet klimatike ndërkohë që raportohet si një nga vendet që më pak e impakton situatën e ndryshimeve klimatike“.

Konferenca vazhdoi me fjalimin e parë kryesor, nga Vangelis Constantinos, Sekretari Ekzekutiv, Partneriteti Global i Ujit – Mesdhetar, Greqi i cili ndau prezantimin “Adresimi i sfidave të ujit dhe ndryshimeve klimatike përmes qasjeve nexus të ujit-energjisë-ushqimit-ekosistemit”. Duke folur për mundësitë që ekzistojnë në luftën ndaj ndryshimeve klimatike, z. Constantinos u shpreh: “Ne shpesh priremi të harrojmë se ku është mundësia. Ekziston një mundësi e shkëlqyer në Transferimin e Teknologjisë, Inovacionin, Sipërmarrjen, Investimet dhe në Tregje të Reja”.

Fjalimi i dytë kryesor u mbajt nga Andrea Guerrini, President, Shoqata e Rregullatorëve Evropian të Ujit (WAREG), Itali i cili ndau prezantimin “Kuadri rregullator për emergjencat dhe plani kombëtar i ujit në Itali”. Duke folur për të ardhmen e sektorit të ujit në kontekstin e BE, z. Guerrini u shpreh: “Në Bashkimin Evropian, Marrëveshja e Gjelbër Evropiane (the European Green Deal) e paraqitur në Dhjetor të vitit të kaluar, vendosi një objektiv shumë ambicioz drejt një ekonomie më të qëndrueshme, kryesisht duke rritur përdorimin efikas të burimeve dhe duke kaluar në një ekonomi më të pastër dhe qarkulluese”.

Pas mbajtjes së fjalimeve kryesore, Konferenca vazhdoi me sesionin e parë plenar të programit kushtuar temës së përgjithshme të konferencës “Uji dhe Ndryshimet Klimatike – Veprimet dhe Zgjidhjet”. Sesioni u moderua nga Andrea Guerrini, Shoqata e Rregullatorëve Evropian të Ujit (WAREG), Itali dhe panelistët që u bashkuan me diskutimet ishin Ornela Çuçi, Zëvendës Ministre e Turizmit dhe Mjedisit të Shqipërisë; Manduha Gojani, Udhëheqëse e Divizionit për Planifikim, Ministria e Ekonomisë dhe Ambientit, Kosovë; Arduen Karagjozi, Drejtor, Agjencia e Menaxhimit të Burimeve Ujore, Shqipëri, dhe Klodian Zaimi, Drejtues i Qendrës Kombëtare për Parashikimin dhe Monitorimin e Rreziqeve Natyrore, Instituti i Gjeoshkencave, Energjisë, Ujit dhe Mjedisit, Shqipëri.

Pas sesionit të parë plenar, programi vazhdoi me 3 (tre) sesione teknike, “Menaxhimi i Burimeve Ujore dhe Ndryshimet Klimatike”, “Sfidat e Rregullatorit” dhe “Menaxhimi i Integruar i Aseteve.

Dita e dytë e Konferencës, 5 Nëntor, u hap me fjalën e mirëseardhjes nga Sokol Xhafa, Kryeshef Ekzekutiv, Kompania Rajonale e Ujësjellësit Prishtinë, i cili falënderoi të gjithë pjesëmarrësit dhe folësit në emër të Bordit të Drejtorëve të SHUKOS. Në fjalën e tij, Z. Xhafa theksoi sfidat me të cilat po përballen aktualisht shoqëritë UK, në veçanti në Kosovë me situatën e thatësirës, por edhe situatën pandemike COVID-19 si një sfidë globale.

Pas fjalës së z. Xhafa, Konferenca vazhdoi me një fjalim përshëndetës nga Sh.T. Noe Gal Gendler. Në fjalën e tij, Ambasadori Gendler deklaroi: “Në Izrael nuk ka ujë dhe 60% e vendit tonë konsiderohet shkretëtirë. Për shkak të kësaj sistemi i ujit në Izrael është ndoshta më i përparuari në botë. Këtu janë disa të dhëna: 70% e ujit tonë të pijshëm vjen nga procesi i shkripëzimit; 90% i ujit tonë të ndotur riciklohet dhe përdoret si ujë për kulturat bujqësore”.

Fjalimi kryesor u mbajt më pas nga Raanan Adin, Kryetar dhe President, Shoqata e Ujërave të Izraelit (IsWA), i cili ndau prezantimin ” Teknologjia në qëndrueshmërinë e ujit – Përfitimet dhe rreziqet”. Në fillim të prezantimit të tij z. Adin deklaroi: “Qëndrueshmëria është aftësia për t’u rikuperuar nga dëmtimi, aftësia për të trajtuar një krizë, për t’u përgatitur për të, për ta menaxhuar atë dhe si përfundim për ta zbutur atë“. Nër vazhim ai theksoi se: “Siguria e ujit, shkurtimisht, është aftësia për të siguruar furnizim me ujë në cilësinë e duhur dhe grumbullimin dhe trajtimin e ujërave të ndotura“.

Sesioni i dytë Plenar, “Reagimi ndaj krizës dhe qëndrueshmëria – Përgjigjja e sektorit të ujit ndaj pandemisë COVID-19” u moderua nga Baton Begolli, Këshilli Ndërministror për Ujëra, Zyra e Kryeministrit, Kosovë. Për të diskutuar për këtë temë, panelistët e ftuar ishin Petrit Tare, Drejtor i Përgjithshëm, Shoqëria UK Korçë, Elisabeta Poçi, Zv. Drejtore Ekzekutive e SHUKALB; Christian Minelli, Koordinator, Sekretariati WAREG, Itali; Driliona Deliu, Analiste, Zyra e Kryeministrit, Shqipëri dhe Sokol Xhafa, Kryeshef Ekzekutiv, Kompania Rajonale e Ujësjellësit Prishtinë.

Programi vazhdoi me sesionet teknike me titull “Menaxhimi i Krizave – Praktikat më të mira”, “Komunikimi në kohë krizash” dhe “Zgjidhjet për Menaxhimin e Shoqërive”.

Dita e tretë e Konferencës, 6 Nëntor, u hap me fjalimin përshëndetës të Sh.T. Thomas Kolly, Ambasador i Zvicrës në Kosovë. Në fjalën e tij H.E. Kolly theksoi masat që duhet të merren në përgjigje të sfidave me të cilat përballet sektori i ujit të tilla si ndryshimi i klimës, mungesa e ujit, menaxhimi i keq, dhe në vazhdim pandemia COVID-19. “Përmirësimi i menaxhimit te ujit, si pikë e parë, dhe si pikë e dytë, ndërtimi i kapaciteteve në nivel të qeverisjes qendrore, por edhe në nivelin lokal, dhe më pas pjesën e përshtatjes së infrastrukturës në kushtet e reja të krijuara nga ndryshimet klimatike”- tha Sh.T. Kolly.

Konferenca vazhdoi me Sesionin e 3-të Plenar “Projektet e Infrasktrukturës së Grumbullimit dhe Trajtimit të Ujit të Ndotur në Fokus”, moderuar nga Ndriçim Shani, Kryetar i Entit Rregullator të Ujit të Shqipërisë. Panelistët e ftuar ishin Arne Gooss, Drejtor i Sektorit për Infrastrukturën Urbane për Evropën Jug-Lindore dhe Turqin, Grupi Bankar i KfW; Flauers Shoshi, Zv. Drejtor i Përgjithshëm, Agjencia e Ujësjellës, Kanalizime dhe Infrastrukturës së Mbetjeve; Elisabeta Poçi, Zv. Drejtore Ekzekutive, SHUKALB; Zef Maçi, Administrator, Shoqëria Ujësjellës Kanalizime Lezhë dhe Gazmend Muhaxheri, Kryetar i Komunës së Pejës, Kosovë.

Programi i Konferencës vazhdoi me tre Sesionet e fundit Teknike “Menaxhimi i Ujit të Ndotur I”, ” Menaxhimi i Ujit të Ndotur II” dhe “Zgjidhje Inovative”, i cili ishte gjithashtu sesioni i fundit i konferencës.

Ekspozita Teknike Virtuale

Pjesëmarrësit në Konferencë patën mundësinë të vizitonin Ekspozitën e parë Virtuale të organizuar përmes një platforme virtuale ku kompanitë ekspozuese prezantuan produktet dhe shërbimet e tyre përmes videove, imazheve, broshurave dhe informacioneve të tjera të rëndësishme. Tre kompani ekspozuese iu bashkuan Ekspozitës tonë këtë vit Budapest Waterworks, Konti Hidroplast dhe Xylem Water Solutions, të cilët ishin gjithashtu sponsorë të këtij eventi.

Budapest Water Works sponsorizoi organizimin e tre sesioneve plenare, Konti Hidroplast sponsorizoi sesionin teknik 3: “Menaxhimi i Integruar i Aseteve”, dhe Xylem Water Solutions sponsorizoi sesionin teknik 9: “Zgjidhje Inovative”.

Pas konferencës, si një event anësor, u organizua Forumi i Profesionistëve të Rinj të Ujit, me teme “Sfidat e Profesionistëve të Rinj të Ujit dhe Nevojat e Sektorit të Furnizimit me Ujë dhe Kanalizime”. Objektivi i forumit ishte të siguronte një platformë shkëmbimi dhe networking për të rinjtë, studentët ose të diplomuarit në hapat e parë të karrierës së tyre, me qëllim që t’i motivonte ata të qëndronin dhe të zhvillonin një karrierë në sektorin e ujit.

Forumi tërhoqi rreth 60 profesionistë të rinj të ujit nga Shqipëria dhe Kosova, të cilët përfaqësonin jo vetëm studentë, por edhe profesionistë të angazhuar në pozicione të ndryshme në shoqëritë UK, si dhe institucione të tjera të lidhura me ujin.

On 4,5, 6 November 2020, SHUKALB in partnership with SHUKOS (The Water and Wastewater Works Association Kosovo) organized the 8^th Balkans Joint Conference and Exhibition, titled “Water and Climate Change”, held as a virtual event via Zoom platform.  Despite of the unusual circumstances, the virtual Conference attracted over 200 water professionals representing water utilities, donor’s community, private companies, academic institutions as well as other central and local government institutions from 15 different countries.

The Technical Program of the Conference consisted of 12 thematically diverse sessions, organized in 9 different Technical Sessions and 3 Plenary Sessions, with over 31 presentations. There were 72 moderators and speakers who through their presentations and discussions shared best practices being used along with the challenges and opportunities that exist in the water sector.

The three-day event started on 4 November, with a welcome address for all participants by the President of SHUKALB, Petrit Tare. In his speech, among others, Mr. Tare said “…in this situation, thanks to technology, we managed to come all together and to continue the tradition of organizing the Conference, which I hope to succeed just like the previous conferences “.

The 1^st day of the Conference continued with the greeting remarks from Ornela Çuçi, Deputy Minister of Tourism and Environment of Albania and H.E. Alberto Petrangeli, Deputy Ambassador of the Republic of Italy in Albania. In her speech, among others, Deputy Minister Çuçi stated: “Albania is one of the most impacted countries by climate change, but on the other hand, we have the least impact as a country, in affecting climate change.”

The Conference continued with the first keynote address, from Vangelis Constantinos, Executive Secretary, Global Water Partnership – Mediterranean, Greece who shared a presentation on “Addressing Water and Climate Change Challenges through Water-Energy-Food-Ecosystem Nexus Approaches”.  In speaking about the opportunities that exist in fightlight climate change, Mr. Constantinos stated: “We often tend to forget where the opportunity is. There is a great opportunity to Technology Transfer, Innovation, Entrepreneurship, Investments and in New Markets”.

The second keynote address was held by Andrea Guerrini, President, Association of European Water Regulators (WAREG), Italy who shared a presentation on “Emergency Regulation in Italy and the National Water Plan”.  In speaking about the future of the water sector in the context of EU, Mr. Guerrini stated: “In the European Union, the European Green Deal presented in December last year, set a very ambitious target toward a more sustainable economy, mainly by boosting the efficient use of resources and by moving to more clean and circular economy”.

After the delivery of the keynote addresses, the Conference continued with first plenary session of the program was dedicated to the overall theme of the conference “Water and Climate Change – Actions and Solutions”. The session was moderated by Andrea Guerrini, Association of European Water Regulators, Italy and the panelists who joined the discussions were Ornela Çuçi, Deputy Minister of Tourism and Environment of Albania; Manduha Gojani, Head of Planning Division, Ministry of Economy and Environment of Kosova; Arduen Karagjozi, Director, Water Resource Management Agency of Albania and Klodian Zaimi, Head of National Centre for Forecast and Monitoring of Natural Risks, Institute of GeoSciences, Energy, Water and Environment of Albania

Following the first plenary session, the program continued with 3 (three) technical sessions, “Water Resources Management and Climate Change”, “Regulatory Challenges” and “Integrated Asset Management”.

The second day of the Conference, 5^th of November, was opened with the welcome address by Sokol Xhafa, General Director, Regional Water Company of Prishtina, who thanked all the participants and speakers on behalf of SHUKOS Board of Directors.  In his speech, Mr. Xhafa stressed on the challenges that water utilities are currently facing, in particular Kosovo with the drought situation but also the COVID-19 pandemic situation as a global challenge.

After the speech of Mr. Xhafa, the Conference continued with a greeting remark by H.E. Noah Gal Gendler. In his speech, Ambassador Gendler stated: “In Israel there is no water and 60% of our country is considered desert. Due to this the water system in Israel is probably the most advanced in the world. Here are some data: 70 % of our potable water is desalinated; 90% of our wastewater is recycled and used as water for agriculture crops”.

The keynote speech was then delivered by Raanan Adin, Chairman and President, Israel Water Association (IsWA), Israel who shared a presentation on “Technology in Water Resilience – Benefits and Risks”. At the start of his presentation Mr. Adin stated: “Resilience is the ability to recover from disruption, the ability to handle a crisis, to prepare for it, to manage it and ultimately to mitigate it”. In addition he stressed that: “The water security, in brief, is the capability to assure water supply in the right quality and wastewater collection and treatment”.

The second Plenary Session, “Crisis Response and Resilience – Water Sector’s Response to COVID-19 Pandemic” was moderated by Baton Begolli, Inter-Ministerial Water Council, Office of the Prime Minister of Kosova. To discuss this theme, the invited panelists were Petrit Tare, General Director, Korca Water Supply and Sewerage Company, Albania; Elisabeta Poçi, Deputy Executive Director f SHUKALB; Christian Minelli, Coordinator, WAREG Secretariat, Italy; Driliona Deliu, Analyst, Prime Minister Office of Albania and Sokol Xhafa, General Director, Regional Water Company Prishtina, Kosova.

The program continued with the technical sessions dedicated to “Crisis Management – Best Practices”, “Communication in Times of Crisis” and “Utility Management Solutions”.

The third day of the Conference, 6^th of November, was opened with the greeting remark of H.E. Thomas Kolly, Ambassador of Switzerland in Kosovo. In his speech H.E. Kolly stressed on the measures that should be done in response of the challenges faced by the water sector such as climate change, water shortage, bad management, and in addition the COVID-19 pandemic. “Improve the water management, as the first point, and as a second point, the capacity building on a central government level, but also on local level, and then the part of adaption of the infrastructure into the new conditions created by the climate change” – said H. E Kolly.

The conference continued with the 3^rd Plenary Session “Wastewater Collection and Treatment – Infrastructure Projects in Focus”, moderated by Ndriçim Shani, Chair of the Water Regulatory Authority of Albania. The invited panelists were Arne Gooss, Division Chief in Urban Infrastructure for South-East Europe and Turkey, KfW Banking Group; Flauers Shoshi, Deputy General Director, Agency for Water Supply, Sewerage and Waste Infrastructure, Albania; Elisabeta Poçi, Deputy Executive Director, SHUKALB; Zef Maçi, General Director, Lezhë Water Supply and Sewerage Company and Gazmend Muhaxheri, Mayor, Municipality of Peja, Kosova.

The Conference program continued with the three last Technical Sessions on “Wastewater Management I”, “Wastewater Management II”, and “Innovative Solutions”, which was also the last session of the conference.

Virtual Technical Exhibition

Participants at the Conference had the opportunity to visit the first virtual Exhibition organized through a virtual platform where the exhibiting companies presented their products and services through pre-recorded videos, images, brochures and other relevant information. Three exhibiting companies joined our Exhibition this year Budapest Waterworks, Konti Hidroplast and Xylem Water Solutions, who were also the sponsors of this event.

Budapest Water Works sponsored the organization of the three plenary sessions, Konti Hidroplast sponsored the technical session 3: “Integrated Asset Management”, and Xylem Water Solutions sponsored the technical session 9: “Innovative Solutions”.

After the conference, as a side event, it was organized the Young Water Professionals Forum, titled “Challenges of Young Professionals and Water and Wastewater Sector Needs”. The objective of the forum was to provide a platform of exchange and networking for young people, students or graduates in the early steps of their career, in order to motivate them to stay and develop a career in the water sector.

The Forum attracted around 60 young water professionals from Albania and Kosovo, who represented not only students but also professionals engaged in different positions at water utilities as well as other water related institutions.
