Water Regulators of the Western Balkans Sign Memorandum of Cooperation

Më 18 maj 2022, në Tiranë, katër Rregullatorë Ekonomikë të sektorit të ujit në Ballkanin Perëndimor që përfshin Shqipërinë, Maqedoninë e Veriut, Kosovën dhe Malin e Zi, nënshkruan memorandumin e parë të bashkëpunimit si kornizë për zhvillimin e bashkëpunimit afatgjatë dhe shkëmbimin e përbashkët të praktikave, informacioneve, analizat e përbashkëta dhe krahasimet e modeleve ekzistuese rregullatore të sektorit të ujit dhe performancave të shoqërive ujësjellës kanalizime. Ky memorandum ofron themelin për një program bashkëpunimi rajonal të mbështetur nga WAREG, Shoqata Evropiane e Rregullatorëve të Ujit.

Ceremonia u organizua dhe u prit nga Enti Rregullator i Ujit (ERRU) dhe në të morën pjesë përfaqësues nga Ministria e Infrastrukturës dhe Energjisë, Agjencia Kombëtare e Ujësjellës Kanalizimeve, Shoqata Evropiane e Rregullatorëve të Ujit, SHUKALB etj. SHUKALB u përfaqësua në ceremoni nga Drejtoresha Ekzekutive Znj. Elisabeta Poçi.

Në fjalën e tij përshëndetëse, Kryetari i ERRU, z. Ndriçim Shani deklaroi se: “18 maji është dita kur katër rregullatorët ballkanikë mblidhen në një tryezë, por bashkëpunimi midis tyre daton më herët përmes marrëveshjeve dypalëshe. Me kalimin e kohës lindi nevoja për ta çuar në një shkallë më lart këtë marrëdhënie midis shteteve, të cilët krahas elementëve të përbashkët, kanë edhe diferenca në sektorin e ujit. “Në rajonin tonë ekzistojnë ngjashmëri dhe faktorë të përbashkët që i karakterizojnë rregullatorët kufitarë me njëri-tjetrin, si: mentaliteti, shkalla e zhvillimit, modeli i qeverisjes së sektorit të ujit, dimensionet e zonave të shërbimit dhe popullsisë të mbuluara me shërbimet e furnizimit me ujë dhe kanalizimeve. Por të gjitha kanë një mision të përbashkët: përmirësimi i performancës e qëndrueshmërisë financiare të sektorit, si dhe garancia që shoqëritë UK në një ambient monopol t’u ofrojnë konsumatorëve shërbime me cilësi të lartë dhe larg abuzimeve me tarifda të pajistifikuara”.

Në emër të Shoqatës Evropiane të Rregullatorëve të Ujit, Presidenti, Z. Andrea Guerrini garantoi ofrimin e ekspertizës teknike dhe mbështetjen institucionale në favor të bashkëpunimit rajonal të rregullatorëve në sfidat vendimtare që janë identifikuar dhe në përafrimin me standartet e BE-së. “Të katër presidentët janë miq dhe gjithashtu anëtarë të WAREG, një shoqatë që do t’ju mbështesë gjithmonë dhe ku mund të gjeni instrumente shtesë bashkëpunimi, nga marrëdhëniet dypalëshe me ekspertët, te mundësitë e trajnimit dhe aksesi në kontakte të drejtpërdrejta me institucionet evropiane si Komisioni dhe Parlamenti dhe organizatat ndërkombëtare si OECD apo Banka Evropiane e Investimeve”, – tha në fjalën e tij z. Guerrini.

Zv. Ministrja e Infrastrukturës dhe Energjisë, znj. Enkelejda Muçaj përgëzoi nismën e ndërmarrë nga ERRU, e cila i shërben Shqipërisë veçanërisht në zbatimin e reformës së sapo nisur në sektorin e ujit.

Duke falënderuar organizatorin e ceremonisë, tre rregullatorët e Kosovës, Malit të Zi dhe Maqedonisë së Veriut nënvizuan se ky dokument shënon një moment historik me rëndësi të veçantë për forcimin e bashkëpunimit të tyre me përfitime ekonomike dhe mjedisore.

On 18^th of May 2022, in Tirana, four Economic Regulators of the water sector in the Western Balkans to include Albania, North Macedonia, Kosovo and Montenegro, signed the first memorandum of cooperation as a framework for developing long-term cooperation and exchange of common practices, information, joint analysis and comparisons of existing water sector regulatory models and performances of water utilities.  This memorandum provides the foundation for a regional cooperation program supported by WAREG, the Association of European Water Regulators.

The ceremony was organized and hosted by the Water Regulatory Authority of Albania (WRA) and it was attended by representatives from the Ministry of Infrastructure and Energy, the National Agency for Water Supply and Sewerage, the European Association of Water Regulators, SHUKALB and others.  SHUKALB was represented at the ceremony by its Executive Director, Ms. Elisabeta Poci.

In his welcoming speech, the Chairman of WRA, Mr. Ndriçim Shani declared that: “The 18^th of May is the day when the four regulators meet in a table together, but the cooperation between them, dates back earlier. Now, is time to grow further this cooperation between neighboring regulators in the Western Balkan, which share many similarities but also many differences that need to be carefully analyzed. In our countries, there are also currently regulatory instruments differing from each other, in both content and procedures. A comparison and analysis of these experiences would greatly serve to their further development and advancement, and lead to more efficient regulatory instruments. But, they have one common mission: Improving the performance and financial sustainability of the sector, and to guarantee that in a monopoly environment, the water utilities provide customers with high quality services and reasonable tariffs”.

On behalf of the Association of European Water Regulators, the President, Mr. Andrea Guerrini guaranteed the provision of technical expertise and institutional support in favor of regional regulatory cooperation in the crucial challenges identified and in the context of the EU integration processes. “All the four Presidents are friends and also Members of WAREG, an Association that will always support you and where you can find additional instruments of cooperation, from the bilateral relations with experts, to training opportunities and access to direct contacts with European institutions like the Commission and the Parliament, and international organizations like the OECD or the European Investment Bank”, – said in his speech Mr. Guerrini.

The deputy Minister of Infrastructure and Energy, Ms. Enkelejda Muçaj congratulated the initiative undertaken by WRA, which serves Albania especially in the implementation of the recently launched water sector reform.

Thanking the host of the ceremony, the three regulators of Kosovo, Montenegro and North Macedonia underlined that this document marks a historic moment of special importance for strengthening their cooperation with economic and environmental benefits.
