• Implementation phase (selection of adequate consultant, key project documentation, permitting, tender and contracting procedures (FIDIC Yellow Book)
• Operation and maintenance (optimal staffing, training of staff for O&M, effluent quality, standard operation procedures, sludge management, accident
prevention, optimisation of consumption…)

Target group:
• Municipal decision makers: (1) Municipal counsellors, members of the PUC’s Supervisory board; (2) Mayors; (3) General Secretaries; (4) Heads of Departments of Finance, Communal services and Investments; (5) Members of Project Implementation Units (PIUs)/Project Implementation Teams (PIT).
• Management of PUCs: (1) General Manager; (2) Technical Manager; (3) Finance Manager; (4) Members of PIUs/PITs. (3) Operational personnel of waste water treatment plants (WWTP) of PUCs

PEER EXCHANGE METHODOLOGY:

The peer exchange includes: (1) tailored input, (2) good practice, (3) formal and structured exchange among peers (4) site visit to a waste water treatment plant (WWTP), (5) feedback discussion after site visit and development of action plan.

Who we are?

RCDN aims to increase effectiveness and efficiency of the water utilities in the SouthEast Europe, contributing to better service provision with larger numbers of population groups getting access to drinking water and sanitation services and meeting the European Union (EU) environmental Acquis Communautaire.
To achieve this, RCDN has main focus on three key areas: 1) Association Development, 2) Capacity Development Offer and Delivery and 3) Partnership and enabling Capacity Development Environment.

RCDN is partnership of 16 national associations (LGAs and APUCs) in 6 project countries (Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro and Serbia). The final beneficiaries are the top and middle managers from municipal and regional water utility companies and officers in charge in municipalities.

The project which is supporting the Network is managed by GIZ, on behalf of Swiss SECO and German BMZ, and is implemented by a Project Implementation Team that consists of three regional networks IAWD, AQUASAN Network in B&H and NALAS.
