3rd Balkans Joint Conference and Exhibition proves again to be a Success Story

Konferenca dhe Ekspozita e 3-të Përbashkët  Vjetore, “Uji dhe Zhvillimi i Qëndrueshëm” U organizua nga Shoqata e Ujësjellësve dhe Kanalizimit të Kosovës (SHUKOS) dhe Shoqata Ujësjellës Kanalizime e Shqipërisë (SHUKALB), më 4-6 nëntor në Prishtinë, Kosovë. Konferenca & Ekspozita konfirmoi vërtetori sërish suksesin, duke arritur objektivin e saj për stimulimin e dialogut ndërmjet aktorëve të ndryshëm dhe ofroi mundësi për shpërndarjen e përvojave dhe njohurive, si dhe shkëmbimin e praktikave më të mira në sektorin e ujit, në një përpjekje për të ndihmuar zhvillimin e mëtejshëm të sektorit të furnizimit me ujë dhe kanalizimeve.

Me një audiencë prej 400 pjesëmarrësish nga 16 vende të ndryshme nga i gjithë Ballkani dhe Europa, pjesëmarrësit sollën një gamë të gjerë profesionistësh dhe eksperincash, ku përfaqësonin insitucionet kryesore në nivel qendror dhe lokal, shoqëri UK, donatorë, shoqata partnere të ujit, kompani private dhe investitorë. Gati 70 moderatorë dhe folës ishin pjesë e Programit të konferencës.

Ky event i përvitshëm 3 ditor filloi me Pritjen Gala, më datë 4 nëntor, ku Presidenti i SHUKOS Z. Faruk Hajrizi, dhe Presidenti i SHUKALB Z. Petrit Tare, i uruan pjesëmarrësve mirëseardhjen dhe theksuan se “çështja e sektorit të ujit është i një rëndësie të veçantë, një vlerë e çmuar, një arsye shtesë për bashkëpunim  jo vetëm midis Kosovës dhe Shqipërisë, por dhe e tërë rajonit të Ballkanit për të kontribuar në të ardhmen e përbashkët në sektor. Konferenca përfaqëson një mundësi të mirë për të përparuar shkëmbimet dhe përvojat tona në fushën e ujësjellësve”.

Programi Teknik i Konferencës konsistoi në 16 sesione me tematika të ndryshme, të organizuara në 12 sesione të ndryshme paralele dhe 4 sesione plenare të cilat iu adresuan mbi 38 prezantuesve.  12 sesionet paralele të Konferencës u fokusuan në menaxhimin e përgjithshëm, tema të ndryshme teknike të shoqërive ujësjellës kanalizime, menaxhimi financiar, operimi teknik, efikasiteti komercial, zhvillimi i burimeve njerëzore, uji dhe zhvillimi i qëndrueshëm, qeverisja e shoqërive ujësjellës kanalizimeve si dhe prezantime nga profesionistët e rinj të ujit.

Fjalimi kryesor i ditës së parë u mbajt nga sekretari i përgjithshëm, Z. Walter Kling. Z. Kling ndau me audiencen problemet aktuale dhe sfidat e sektorit të ujit, si dhe shprehu gatishmërinë e tij për të bashkëpunuar për zhvillimin dhe menaxhimin e sektorit të ujit.

Sesioni i parë plenar i programit ju kushtua “Ujit dhe zhvillimit të qëndrueshëm”, si tema kryesore e Konferencës. Moderatori, Z. Arduen Karagjozi, hapi këtë sesion me prezantimin e tij me temën Uji dhe Zhvillimi i Qëndrueshëm në Shqipëri, dhe panelistët të cilët ju bashkuan diskutimeve ishin përfaqësues nga institucione të ndryshme si Z. Rizah Hajdari, Ministria e Mjedisit dhe Planifikimit Hapesinor, Kosovë dhe Z. Sandi Zulic, Aquasan, Bosnje dhe Hercegovinë. Programi vazhdoi me tre sesione paralele, dy prej të cilave u fokusuan në Menaxhimin Financiar  dhe Operimi Teknik. “Efikasiteti komercial” ishte një prej dy sesioneve paralele. Paralel me këtë u zhvilluan dy prezantime drejtuar zhvillimit të burimeve njerëzore.

Sesioni i dyte plenar me temë “Gjendja e Sektorit – Ballkani i Madh” u moderua nga  Z. David Michaud i cili ngriti cështjen fokusuar në mundësitë për sfidat e Ballkanit dhe reformat kombëtare duke adresuar problemet e duhura dhe përdorimin e instrumenteve të duhur.  Diskutimi vazhdoi me Z. Aleksandar Krstic, Rrjeti profesional ndërinstitucional i sektorit të ujit, Serbi, Z. Radoslav Russev, Zhvillimi Rajonal dhe Punët Publike, Bullgari, Z. Baton Begolli, Zyra e Kryeministrit, Kosovë dhe Z. Petrit Tare, Drejtor i Shoqërisë Ujësjellës Kanalizime Korcë, Shqipëri. Operimi Teknik dhe Menaxhimi Financiar  ishin sesionet e fundit të trajtuara gjatë ditës së parë të punimeve të Konferencës.

Ferid Agani, Ministria e Mjedisit dhe Planifikimit Hapësinor, Kosovë, hapi ditën e dytë të punimeve të Konferencës. Sesioni i tretë plenar “Certifikimi bazuar në testim për menaxherët operacinal të shoqërive ujësjellës kanalizime ” të cilin e moderoi Z. Paul Bishop, Drejtor i Shoqatës së Bordeve të Certifikimit në SHBA, i cili e hapi sesionin duke folur rreth procesit të certifikimit në Shqipëri dhe në gjithë rajonin. Për të diskutuar mbi këtë, ishin të ftuar panelistët, Z. Piro Cenko, GIZ, Shqipëri, Znj. Anna Pomassl, Shoqata e Gazit dhe e Ujit, Austri, Z. Philip Weller, Shoqata Ndërkombëtare e kompanive ujësjellës kanalizime në rajonin e Danubit dhe Z. Ahmad Azzam, AQWUA, Jordani. Programi vazhdoi me Praktikat eficente dhe të qëndrueshme në Ujësjellës dhe Kanalizime dhe paralel me këtë Rajonalizimi i shoqërive Ujësjellës Kanalizime . Sesionet e dyta paralele u fokusuan në Menaxhimin e Aseteve dhe Qeverisjen e Shoqërive UK, duke vazhduar më pas me sesionin e fundit plenar që ju referua temës “Uji i pijshëm- A është i përballueshëm? Programi i Konferencës u mbyll me dy sesione e fundit paralele me tema “Cilësia e ujit të pijshëm” dhe “Menaxhimi i Burimeve Ujore”.

Paralel me programin, 17 kompani private pjesë e ekspozitës paraqitën produktet e tyre më të fundit, nga tubacionet, pompat, matësit, si dhe programet inxhinierike dhe menaxheriale, duke u siguruar vizitorëve më të mirën që kjo industri novatore ofron.

Ekspozita paraqiti strategji dhe zgjidhje për sektorin ujësjellës dhe kanalizime, duke përdorur burime të cikleve inteligjente në një mënyrë që siguron ruajtjen e tyre afatgjatë dhe me një sukses përfitues të lartë.

Impresionuese në këtë Konferencë  ishte pjesëmarrja aktive e Profesionistëve të Rinj të Ujit të Shqipërisë dhe Kosovës. Ky aktivitet tashmë është shndërruar në një prej mundësive më të mëdha për të gjithë profesionistët e rinj, për të shkëmbyer njohurit dhe përvojat e tyre, për të zgjeruar rrjetin dhe të informohen me të rejat më të fundit të sektorit.

The 3rd Balkans Joint Conference & Exhibition titled “Water and Sustainable Development” was organized by the Water and Wastewater Works Association of Kosova (SHUKOS) and the Water Supply and Sewerage Association of Albania (SHUKALB), on 4-6 November in Pristina, Kosovo. The Conference & Exhibition proved again to be a success story, by reaching its goal to stimulate the dialogue between different stakeholders and provide opportunities for sharing experiences and knowledge, as well as exchanging the best practices in the water sector, in an effort to help the further development of the water supply and wastewater sector.

With an audience of 400 participants coming from 16 different countries throughout the Balkans and Europe, the participants brought together a broad range of professional backgrounds and experiences and represented main institutions of central and local government, water utilities, donors, water association partners, private companies, and investors. Nearly 70 moderators and speakers were part of the Conference program. Parallel to the program, 17 private companies took part in the Exhibition.

This Annual 3-day event started with the Gala Reception held on 4 November where the President of SHUKOS, Mr. Faruk Hajrizi and the President of SHUKALB, Mr. Petrit Tare, welcomed the participants and stated that “the issue of the water sector is of particular importance, a precious value, adding more reason for cooperation not only between Kosovo and Albania, but of all countries in the Balkan region to contribute in our common future for the sector. The Conference represents a good opportunity for the progress, networking and the exchange of our experiences in the field of water supply and sewerage”.

The Technical Conference Program consisted of 16 thematically diverse sessions organized into 12 different Parallel Sessions and 4 Plenary Sessions, which addressed over 38 presentations. The 12 parallel sessions of the Conference were focused on overall management and technical issues of water supply and sewerage utilities in various aspects, financial management, technical operation, commercial efficiency, workforce development, water and sustainable development, governance of water utilities, as well as presentations from Young Water Professionals.

The first keynote address was held from the Secretary General, Mr. Walter Kling. Mr. Kling shared with the audience the current problems and challenges of the water sector and expressed the willingness that the sector’s development and management has to be faced all together.

The first Plenary Session, of the program was dedicated to “Water and Sustainable Development”, as the main theme of the Conference. Mr. Arduen Karagjozi the moderator, opened the session with a presentations regarding the Water and Sustainable Development in Albania, and the panelist who joined the discussions were representatives from different institutions as, Mr. Rizah Hajdari, Ministry of Environmentand Spatial Planning, Kosova and Mr. Sandi Zulic, Aquasan, Bosnia and Herzegovina. The program continued with three continuously parallel sessions, the first two sessions were focus on the Financial Management and Technical Operation. The Commercial Efficiency was one the second parallel sessions. Parallel to this were held two presentations related the Workforce Development.

The second Plenary Session “State of the Sector- The Greater Balkans” was moderated by Mr. David Michaud of The World Bank, who raised the issues focused on the challenges and opportunities for the Balkans and the need for national reforms by addressing the right problems and using the right instruments. The discussion continued with Mr. Aleksandar Krstic, Inter-Institutional Professional Network in Water Sector, Serbia; Mr. Radoslav Russev, Regional Development and Public Work, Bulgaria; Mr. Baton Begolli, Ofice of Prime Minister, Kosova; and Mr. Petrit Tare, Director of Korca Water Supply and Sewerage Company, Albania. Technical Operation and Financial Management were the last sessions treated during the first working day of the Conference.

Mr. Ferid Agani, Ministry of Environment and Spatial Planning in Kosova, opened the second working day of the Conference. The third Plenary Session, “Test-Based Certification for Operational Managers of Water Utilities” was moderated by Mr. Paul Bishop, CEO of Association of Boards of Certification in USA, who opened the session talking about the certification process being pursued in Albania and compared it to models in the USA. To discuss this theme, the invited panelist were, Mr. Piro Cenko, GIZ, Albania; Ms. Anna Pomassl, Association of Gas and Water, Austria; Philip Weller, International Association of Water Supply Companies in the Danube River Catchment Area; and Mr. Ahmad al Azzam, Arab Countries Water Utility Association, Jordan. The program continued with the Sustainable and Efficient Practices in Water and Waste Water and the Regionalization of Water Utilities parallel sessions. Second parallel sessions were focused on Asset Management and Governance of Water Utilities, continuing with the last Plenary Session that were regarding the Drinkable Tap Water- Is it Affordable? The Conference program ended with the two last Parallel Sessions “Drinking Water Quality” and “Water Resources Management”.

Parallel to the program, 17 private companies part of the exhibition showcased their very latest products, from pipes, pumps, meters, software to engineer consulting and management contractor, ensuring visitors to the event were treated to the best of what this innovative industry has to offer.

The Exhibition presented strategies and solutions in the sectors for water, waste water sewage, for using resources in intelligent cycles in a manner that ensures their long-term preservation and with a great deal of success.

Impressive in the event was the active participation of the Kosovo and Albanian Young Water Professionals. This event is now transformed in one of the biggest opportunity for all young professionals, to exchange knowledge and experience, to extend their network and get informed with the latest news of the sector.
