SHUKALB Raises Regional Awareness on the Importance of Certification in the Water Sector

Në kuadër të Konferencës së Përbashkët Ballkanike, të mbajtur në Prishtinë, Kosovë, SHUKALB, në bashkëpunimin me Shoqatën Ndërkombëtare të Shoqërive Ujësjellës Kanalizime në Rajonin e Danubit, (IAWD) organizuan një Seminar Pre-Konferencë me temë: “Themelimi i Programit të Certifikimit Bazuar në Testim për Menaxherët Operacional në Sektorin Ujësjellës Kanalizime të Shqipërisë – Rruga drejt Menaxhimit Profesional dhe Përmirësimit të Performancës”. Seminari kishte si qëllim ndërgjegjësimin dhe rritjen e njohurive për Programe të ndryshme të Certifikimit në vendet e zhvilluara dhe ato në zhvillim, si dhe të hidhte bazat për themelimin e një Programi Certifikimi për Rajonin Perëndimor si Rruga drejt Përmirësimit të Performancës në Sektorin e Ujit.

Gjatë Seminarit, ekspertë të fushës së certifikimit në sektorin e ujit, diskutuan mbi vlerat e Programeve të Certifikimit, të cilët përshkruan zhvillimin dhe statusin aktual të programave të tilla në SHBA, Austri, Gjermani, si dhe në Jordani dhe vendet e Ligës Arabe.

I ftuar special në seminar ishte Z. Paul Bishop, Drejtor Ekzekutiv i Shoqatës së Bordeve të Certifikimit, në Shtetet e Bashkuara të Amerikës, i cili prezantoi qasjen e SHBA-së për Programet e Certifikimit dhe rëndësinë e këtyre programeve. Folës të tjerë në këtë seminar ishin Dr. Ahmad Azzam, përfaqësues i Shoqatës së Shoqërive Ujësjellës të Vendeve Arabe (ACWUA), Znj. Anna Pommasl, përfaqësuese e Shoqatës së Gazit dhe Ujit në Austri dhe Z. Pirro Cenko, përfaqësues i GIZ Albania, i cili ndau me të pranishmit qasjen Gjermane për Programet e Certifikimit. Pjesëmarrësit e këtij Seminari nga Mali i Zi, Kosova, Bullgaria, Bosnia dhe Hercegovina, Austria dhe Shqipëria, diskutuan dhe theksuan nevojën e këtyre programeve në Rajon, si rruga e vetme që garanton profesionalizëm në Sektorin Ujësjellës Kanalizime.[:en]

In the framework of the Joint Balkans Conference and Exhibition, held on November 4-6 in Prishtina, Kosovo, SHUKALB, in collaboration with the International Association of Water Supply Companies in the Danube River Catchment Area (IAWD) organized a Pre- Conference Workshop on the theme “Establishing Certification Programs for Operational Managers in the Water Supply and Sewerage Sector – A Pathway to Professional Management and Improved Performance”. The objective of the workshop was to build awareness and knowledge on the types of Certification Programs that exist in developed and developing countries, and to plant the seeds for a Western Balkans Regional Certification Program as a Pathway to Excellence in Performance in the water sector.

During the Workshop, the value of Certification Programs was discussed by experts in the field of water sector certification, who described the evolution and current status of such programs in the USA, Austria, and Germany, as well as Jordan and the countries of the Arab League.

A special guest of the workshop was Mr. Paul Bishop, Chief Executive Officer of the Association of Boards of Certification, in United States of America, who had the opportunity to present the USA approach to Operator Certification and the importance of such programs. Other speakers included Mr. Ahmad al Azzam, from the Arab Countries Water Utilities Association (ACWUA), Ms. Anna Pommasl from the Austrian Water and Gas Association (OVGW), and Mr. Pirro Cenko, from GIZ Albania who shared the German approach. The workshop participants, who came from Montenegro, Kosovo, Bulgaria, Bosnia and Herzegovina, Austria, as well as Albania, had a lively discussion with the presenters, and emphasized the need for such programs in the region as an important step toward guaranteeing professionalism in the delivery of water supply and wastewater services.[:]
