After thorough analysis of the outcomes derived from the Training Needs Assessment survey, coupled with the invaluable insights garnered from the Validation and Coordination meeting with stakeholders and water utilities, SHUKALB is pleased to share its Calendar of training courses and Capacity Development (CD) programs for the year 2024.
The calendar reflects a collaborative effort aimed at addressing the evolving needs of the water sector workforce in Albania. Each training course and CD program has been meticulously designed to equip participants with the essential skills and knowledge required to navigate the challenges in the water supply and sewerage sector effectively.
We encourage all stakeholders within the water sector, including member water supply and sewerage (WSS) companies, trainers, partners, to leverage this resource. By actively engaging with the training calendar, stakeholders can access learning opportunities that are specifically tailored to address the capacity development needs identified for the WSS companies.

APRIL
GUIDELINES FOR MEMBERS OF THE SUPERVISORY COUNCIL OF THE WATER AND SEWERAGE COMPANY 25-26 April 2024, Tirana 9-10 May 2024, Tirana
In light of the 2022 Water Sector Reform initiated by the Albanian Government, which focuses on the regionalization of water supply and sewerage services, regional water supply and sewerage (WSS) companies now operate under different governing structures. Consequently, there is a pressing need for further training to ensure that members of the supervisory board of these regional WSS companies can effectively fulfill their roles. This training course is designed to enhance the knowledge and skills of individuals appointed to serve on the supervisory board of a regional WSS company. The goal is to equip participants with the tools and insights necessary to address the day-to-day challenges of supervision and contribute to the continuous improvement of their company’s performance.
This course caters to professionals from water supply and sewerage companies, with a particular focus on individuals newly appointed to the supervisory council of a WSS company, administrators of water supply and sewerage companies, and anyone interested in water and sewerage services in the Republic of Albania.
RCDN TRAINING ON CAPITAL INVESTMENT INFRASTRUCTURE PROJECTS IN THE WATER SECTOR Training 21-22, May 2024, Pristina, Kosovo Peer Exchange 23-24 May 2024, Pristina Kosovo
The objective of the training is to enable participants to carry out complex infrastructure investment projects, and to provide the participants with the necessary framework, general knowledge, and skills in regard to carry out necessary preparations for infrastructure investment project implementation, develop all elements of future infrastructure investment projects, and implement all stages of an infrastructure investment project. The 3-day training is combined with a 1-day peer exchange in Pristina, with the aim of increasing the knowledge of the participants on successful water supply infrastructure projects prepared and implemented by the Regional Water Supply Company of Pristina and the exchange among colleagues on challenges and lessons learned. An action plan will be completed in the end by participants.
D-LEAP ASSET MANAGEMENT PROGRAM Initial Workshop: 6 June, 2024 in Tirana Intermediate Workshop: 27 June, 2024 in Tirana Final Workshop: 18 July, 2024, in Tirana
Format: 3 workshops of 1 day each and technical assistance over 2 months.
Target Group: Senior and middle management, including administrators, finance managers, technical managers, and engineers.
Key objective: To enable participants to develop an effective Asset Management Plan (AMP) ensuring efficient operation and maintenance of WSS company assets.
D-LEAP WATER SAFETY PLAN AND CRISIS MANAGEMENT PROGRAM Initial Training: 19-20 June 2024 in Tirana On the job Training and Visits: 8-12 July, 2024 in each Utilities Final Training: 30 July, 2024 in Tirana
Format: Three 1-day joint trainings and a 1-day on-the-job training, combined with a field visit, and technical assistance over a period of 2 months.
Target Group: WSS companies’ Administrator/Deputy, Technical Manager, Engineers, and Municipal staff of Communal Affairs Department.
ACCESS TO FINANCING PROGRAM Peer Exchange and Training: 11-13 September 2024 in Tirana Peer Exchange and Training: 25-27 September 2024 in Tirana Peer Exchange: 9 October 2024 in Tirana
Format: Three 1-day peer exchanges tailored for decision-makers and two 2-day training sessions with a joint 1-day peer exchange designed for upper managers, and technical assistance over a period of 2 months.
Target Group: Municipal and WSS companies’ decision-makers (mayors, municipal counsellors, heads of financial departments, members of supervisory boards); and upper management (heads of communal affairs department, heads of planning and analysis department, heads of development department, specialists from economic and finance department, heads of accounting department, financial specialists).
GENERAL SAFETY FOR WATER AND WASTEWATER PROFESSIONALS 22-23 October 2024, Tirana
This training course aims at identifying potential workplace hazards and taking preventive measures to avoid accidents. In addition, the course will highlight the importance of developing self-safety programs.
This training course is especially useful for workers in the technical department, including engineers, technicians, and laboratory technicians.
PERSONAL AND PROFESSIONAL SKILLS 19-20 November, Tirana
This training course addresses issues related to standards of quality work, ethics, group work, communication, problem solving, time management, conflict resolution, delegation, decision making and effective presentations. This training course is useful for all employees of water supply and sewerage utilities.
RCDN WASTE WATER COLLECTION AND TREATMENT PROGRAMS Training: 11-12 December 2024 Trainings and Peer Exchanges during January – May 2025 in Tirana and the Region
Format: Three training totaling 7 days (2 days, 3 days, 2 days) with a 1-day peer-exchange.
Target Group: Technical managers, members of PIUs technical staff, communal affairs department, and the mayor’s office.
Key objective: To improve managers and engineers’ awareness to take an active role in the planning and implementation phases of wastewater infrastructure projects.
Water losses are one of the main factors of low pressure and interrupted water supply. Lack of a continuous interrupted water supply, combined with network amortization, contributes to the pollution of drinking water. Water losses control, either technical or administrative, are the main challenges for the water supply and sewerage utilities. This training course will provide the participants the basic knowledge on monitoring and water loss management.
This training course is particularly helpful for the directors of the distribution and technical department, operation and maintenance engineers, metering engineers, billing specialist and billing and collection managers.
