On June 21 and 28, 2024, SHUKALB successfully conducted the first two training workshops of the D-LeaP Water Safety Plan and Crisis Management Program. This is the third roll-out of this program, and the delivery of the program this year is jointly supported by the Danube Learning Partnership (D-LeaP) as well as the Regional Capacity Development Network (RCDN)..
The primary objective of this program is to enhance the capabilities of regional water supply and sewerage company staff, focusing on identifying harmful operations, planning, preparing, and responding swiftly to incidents, and recovering from crises and disasters.
The training workshops brought together representatives from the Water Supply and Sewerage companies of Berat, Shkoder, Vlore, Gjirokaster, and Elbasan. The workshops were delivered by Pirro Cenko and Elton Hasanaj, both trained-trainers with SHUKALB.

The first training session, held on June 21 in Berat, focused on an overview of both Water Safety Planning and Crisis Management. The participants were involved in practical exercises in designing the system scheme (flow-chart), compiling their Organization Chart for crisis management responsibilities, and identifying and analyzing various risks that their water supply systems may face. Participants gained valuable insights into the foundational elements of water safety and crisis management, equipping them with the skills needed to safeguard their operations.
Second Training Session: June 28, 2024 – Tirana

The second training session took place on June 28 in Tirana, where participants engaged in an exercise based on a hypothetical pandemic scenario. They were introduced to the case scenario and assigned roles to simulate real-life risks, threats, and technical issues. Additionally, participants worked in groups to identify and assess risks, culminating in the development of a comprehensive crisis management plan.
This program exemplifies SHUKALB’s commitment to building capacity and enhancing the resilience of water supply and sewerage companies in the face of potential crises and disasters. By equipping staff with the necessary knowledge and skills, SHUKALB is ensuring a safer and more prepared water sector.
