In November and December 2024, SHUKALB organized three regional workshops with representatives from Albanian regional water utility companies to present and discuss its revised draft Statute and the draft Strategic Plan for 2025-2029. The workshops, held in Lezha, Durres, and Vlora, brought together participants from regional water utility companies of Shkodra, Lezha, Dibra, Kukes, Durres, Tirana, Elbasan, Pogradec, Korça, Vlora, and Gjirokastra.
The workshops provided a comprehensive overview of the review process for both documents. Attendees were briefed on the key changes made to the draft Statute and Strategic Plan, followed by interactive discussions on the proposed revisions.
The sessions began with a detailed presentation on the steps taken in reviewing both the Statute and the Strategic Plan. Participants were informed about the processes involved in revising the Statute and the steps in drafting the Strategic Plan, ensuring alignment with the evolving needs of the water sector.

A significant portion of the discussion focused on the changes made to the Statute. The comparison between the current and proposed versions was thoroughly examined, with each article of the Statute being reviewed in detail. This allowed participants to provide valuable feedback and offer comments on the proposed revisions, ensuring the Statute accurately reflects the sector’s current dynamics and future challenges.
The review of the Strategic Plan was another key topic, where SHUKALB presented its vision and mission for the upcoming years. Participants were introduced to the Strategic Objectives and Specific Objectives, which aim to strengthen the organization’s role in advancing the water sector. Discussions centered on refining these objectives to ensure SHUKALB’s continued relevance and impact. Recommendations were provided by the attendees to further improve the plan, making it more responsive to sector needs.
These revisions are part of SHUKALB’s efforts to align its strategic direction with the recent reforms in the water sector. The development of these documents is supported by the Regional Capacity Development Network (RCDN+) Project.
