SHUKALB Successfully Delivers the D-LeaP Program “Commercial Efficiency in Water Supply and Sanitation Utilities”

As part of its continuous commitment to developing professional capacities in the water supply and sewerage sector, SHUKALB delivered during the period June–July 2026 the D-LeaP Training Program “Commercial Efficiency in Water Supply and Sanitation Utilities”, with the support of the Danube Learning Partnership (D-LeaP).
The program was designed as a series of three workshops, aiming to strengthen the knowledge and skills of technical and financial staff of water supply and sewerage companies in managing commercial processes more efficiently and improving the performance of water supply and sewerage services.
The first workshop, held online on 10–11 June 2026, focused on the basic concepts of commercial efficiency, the commercial cycle, key performance indicators (KPIs), and the importance of using data for monitoring and improving the performance of water utilities.
On 7–8 July 2026, the second workshop was held in Tirana, bringing together technical and financial staff from the water supply and sewerage companies of Tirana, Durres, Korça, and Saranda. During this module, participants worked through analyses and practical exercises related to water demand analysis, water balance, measurement of commercial efficiency, organizational structure and human resources planning, as well as the development of Performance Improvement Action Plans (PIPs).

The training was delivered by experts Frosela Filo and Etleva Demiri, who, through an interactive and results-oriented approach, shared their expertise and supported participants in the practical application of the knowledge gained throughout the program.
The final workshop, held on 14–15 July 2026, focused on the financial and strategic aspects of commercial efficiency, addressing topics such as operational and maintenance budget planning, capital investments, revenue requirements, tariff strategies, as well as monitoring, reporting, and corrective action processes.
At the conclusion of the program, participants presented the Commercial Efficiency Action Plans developed during the training and shared their experiences regarding challenges and opportunities for improving performance within their respective utilities. Upon successful completion of the program, participants received certificates of participation in recognition of their engagement and commitment throughout the training sessions.
The D-LeaP program “Commercial Efficiency in Water Supply and Sanitation Utilities” represents another important step in SHUKALB’s efforts to support the professional development of the sector and assist water utilities in enhancing efficiency, financial sustainability, and the quality of services provided to citizens.
Through its collaboration with the Danube Learning Partnership (D-LeaP), SHUKALB continues to promote knowledge exchange, modern practices, and the development of professional capacities within Albania’s water sector.
