Launching of the European Union Program to Support the Water Sector Reform in Albania

Më 18 shtator 2018, në Tiranë, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH dhe Agjencia Austriake për Zhvillim (ADA) organizuan një takim me qëllim prezantimin e fillimit të programit IPA 2016 me titull  “Mbështetja e Bashkimit Evropian në Reformën e Sektorit të Ujit në Shqipëri”.  Në takim morën pjesë përfaqësues të të gjithë aktorëve të sektorit të ujit në Shqipëri, nga qeveria qendrore, bashkitë, shoqëritë ujësjellës kanalizime, agjencitë, OJQ-të, donatorët, Delegacioni i BE-së etj.

Pjesëmarrësit u përshëndetën nga Znj. Senida Mesi Zëvendëskryeministe e Shqipërisë, z. Hantin Bonati, Zëvendësministri i Infrastrukturës dhe Energjisë, Z. Mario Mariani, Drejtues i  Bashkëpunimit të Delegacionit të Bashkimit Evropian në Shqipëri, Znj. Susanne Schütz, Ambasadore e Republikës Federale të Gjermanisë në Republikën e Shqipërisë dhe Z. Martin Ledolter, Drejtor i Agjencisë Austriake të Zhvillimit.

Programi bashkëfinancohet nga Bashkimi Evropian, Ministria Federale Gjermane për Bashkëpunim dhe Zhvillim Ekonomik dhe Bashkëpunimi Austriak për Zhvillim, me një total prej rreth 5.8 milion euro.

Agjencia Austriake për Zhvillim (ADA) zbaton komponentin e parë të programit, i cili fokusohet në menaxhimin e integruar të ujrave.  Partneri kryesor kombëtar është Agjencia e Menaxhimit të Burimeve Ujore (AMBU).

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH do të zbatojë komponentin e dytë mbi trajtimin e ujrave të zeza.  Përfituesit kryesorë janë Ministria e Infrastrukturës dhe Energjetikës (MIE) dhe Agjencia Kombëtare e Ujësjellës-Kanalizimeve dhe Infrastrukturës së Mbetjevete (AKUM).  Projekti do të punojë ngushtësisht në nivel qëndror me MIE dhe AKUM, si dhe në nivel lokal me Bashkitë dhe Shoqëritë e Ujësjellës Kanalizimeve në bregdetin shqiptar (Velipojë, Lezhë/Shëngjin, Durrës, Kavajë, Vlorë, Ksamil dhe Sarandë, Orikum por edhe të reja si Divjaka, Spilleja dhe Riviera e detit Jon nga Dhërmiu në Sarandë).

Përveç përfituesve kryesorë, SHUKALB është i përfshirë në këtë projekt si një nga aktorët kryesorë kombëtarë, sëbashku me Agjencinë e re të Menaxhimit të Burimeve Ujore, Entin Rregullator të Ujit, Ministrinë e Turizmit dhe Mjedisit dhe Agjencinë Kombëtare të Mjedisit.

Komponenti i parë i programit do të zgjasë rreth 4 vite, deri në Janar 2022, ndërsa komponenti i dytë për rreth 3 vite deri në Shkurt 2021.

On 18^th of September 2018, in Tirana, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Austrian Development Agency (ADA) organized a meeting in order to present the launch of the IPA 2016 Programme called “European Union support to the Water Sector Reform in Albania”.  The event was attended by representatives of all the actors of the water sector in Albania, from the central government, municipalities, water utilities, agencies, NGOs, donors, EU Delegation etc.

The participants were greeted by Ms. Senida Mesi, Deputy Prime Minister, Mr. Hantin Bonati, Deputy Minister of Infrastructure and Energy, Mr. Mario Mariani, Head of Cooperation of the European Union Delegation to Albania, Ms. Susanne Schütz, Ambassador of the Federal Republic of Germany in Albania and Mr. Martin Ledolter, Managing Director of the Austrian Development Agency.

The programme is co-funded by the European Union, the German Federal Ministry for Economic Cooperation and Development, and the Austrian Development Cooperation, for an overall amount of about 5.8 million euros.

The Austrian Development Agency (ADA) will implement the first component of this program, which focuses on integrated water management. The main national partner is the Water Resource Management Agency (AMBU).

German Organization for International Cooperation (GIZ) will implement the second component focusing on wastewater management.  The main beneficiaries are the Ministry of Infrastructure and Energy (MIE) and the National Agency for Water Supply, Sanitation and Waste Infrastructure (AKUM).  The project will be working closely at national level with the MIE and AKUM, as well as at local level with Municipalities and Water Utilities on the Albanian coastline (Velipoja, Lezha/Shengjin, Durres, Kavaja, Vlora, Ksamil and Saranda, Orikum but also new ones such as Divjaka, Spille and the Ionian Sea Riviera from Dhermi to Saranda).

In addition to the main beneficiaries, SHUKALB is involved in this project as one of the key national stakeholders, together with the Agency for Water Resource Management (WRMA), Water Regulatory Authority (WRA), Ministry of Tourism and Environment and National Environment Agency.

The first component of the program will last about 4 years, until January 2022, while the second component for about 3 years until February 2021.
