Government Signs Agreement for Construction of New Water Supply for Durres Water Supply and Sewerage Company

Drejtoria e Përgjithshme e Ujësjellës Kanalizimeve (DPUK) dhe firma gjermane “PWT”, kanë firmosur marrëveshjen për ndërtimin e linjës së re të furnizimit me ujë dhe sistemit të transmisionit për shoqërinë  Ujësjellës Kanalizime Durrës.  Marrëveshja u nënshkrua nga drejtori i DPUK-së, Z. Ardian Alushi dhe përfaqësuesi i firmës “PWT”.  Gjithashtu të pranishëm gjatë nënshkrimit ishin dhe Ministri i Transporteve dhe Infrastruktures, Z. Edmond Haxhinasto, Drejtori i Përgjithshëm i Ujësjellës Kanalizime Durrës sh.a, Z. Spartak Kovaçi, si dhe përfaqësuesi lokal i Bankës Botërore, e cila siguroi financimin e investimit, Z. Artan Guxho.

Ndërtimi i linjës së re të furnizimit me ujë dhe sistemit të transmetimit pritet të fillojë në muajin shkurt 2016 me një kohëzgjatje deri në përfundimin e tij prej 24 muajsh.  Financimi nga Banka Botërore për këtë pjesë të madhe të financimit të përgjithshëm të planifikuar të Bankës për UK Durrës është 31.6 milionë USD.  Pas përfundimit të këtij projekti, është përllogaritur se sasia e ujit në dispozicion për t’u furnizuar në sistemin e UK Durrës do të trefishohet.

Projekti përfshin ndërtimin e një tubacioni prej 68 kilometra e dedikuar për të furnizuar qytetin e Durrësit.  Gjatë fjalës së tij, pas nënshkrimit të marrëveshjes, ministri Edmond Haxhinasto theksoi se ka një pritshmëri që qyteti të ketë furnizim me ujë 24 orë në ditë në mënyrë të vazhdueshme, në sasinë e nevojshme, jo vetëm për kërkesat e momentit ku jemi por edhe për atë të shumë viteve që do të vijnë.  Ministri Haxhinasto nënvizoi se Drejtoria e Përgjithshme e Ujësjellës Kanalizimeve dhe supervizori përkatës, duhet të bëjnë të mundur që kontrata të realizohet me cilësinë më të lartë dhe në kohën e duhur.

Durrësi është një qytet turistik dhe qyteti i dytë më i madh në Shqipëri, me një popullsi prej rreth 200.000 banorë që dyfishohet gjatë sezonit të verës.  Për këto arsye, ajo ka qenë gjithmonë në axhendën e prioriteteve të Qeverisë dhe investimi aktual nga Banka Botërore e vërteton këtë vëmendje të veçantë.  Objektivat e projektit shkojnë përtej përmirësimit të besueshmërisë së shërbimeve të furnizimit me ujë në rajonin e Durrësit, dhe gjithashtu përfshijnë:

• Përmirësimin e efiçencës së kostos për UK Durrës
• Mbështetjen ndaj përpjekjeve të qeverisë për të zbatuar strategjinë sektoriale të saj, duke përfshirë edhe përmbushjen e kërkesave të BE-së për anëtarësim, duke suportuar ndërkaq axhendën për një reformë më të gjerë në plan kombëtar.

Projekti përfshin ndërtimin e një burimi të ri të furnizimit me ujë në shtratin e lumit Mat në Fushë-Milot me ndërtimin e puseve të reja, me një kapacitet të furnizimit prej 630 litra në sekondë.  Projekti përfshin gjithashtu ndërtimin e një stacioni të ri pompimi dhe 68 km transmision kryesor nga Fushë Milot në Durrës.  Transmisioni kryesor ekzistues prej çeliku DN 700 mm do të përdoret për furnizimin e fshatrave përgjatë kësaj linje, në veri të Durrësit.[:en]

The General Directorate of Water Supply and Sewerage (GDWSS) and the German Company “PWT” have recently signed an agreement for the construction of the new water supply and transmission system for the Durres Water Supply and Sewerage Company.  The agreement was signed by the Director of GDWSS, Mr. Ardian Alushi, and the representative of PWT. Also present at the signing was the Minister of Transport and Infrastructure, Mr. Edmond Haxhinasto; General Director of the Durres Water Supply and Sewerage Company, Mr. Spartak Kovaci; and the local representative of The World Bank, which provided the investment funding, Artan Guxho.

The construction of the new drinking water supply and transmission system is expected to start in February 2016 with the duration for its completion of 24 months.  The funding from The World Bank for this major part of the Bank’s total planned funding for UK Durres is 31.6 million USD.  After the completion of this project, it is estimated that the amount of water available to be supplied to the UK Durres system will be tripled.

The project includes the construction of a 68 Kilometer pipeline dedicated to supply the City of Durres.  In his speech, after signing the agreement, Minister Edmond Haxhinasto stressed that it is expected for the city of Durres to be supplied with water 24-hours per day, consistently, at the needed quantities, not only to meet the current actual demand, but also that for many years to come.  Minister Haxhinasto highlighted that the General Directorate of Water Supply and Sewerage, and the relevant construction supervisor, should enable that the contract be conducted with the highest quality and within the time specified.

Durres is a touristic city, and the second largest city in Albania, with a population of over 200,000 inhabitants that doubles during the summer season.  For these reasons, it has always been in the Government’s priority agenda and the current investment by The World Bank proves that special attention.  The objectives of the project go beyond improving the reliability of water supply services in the Durres region, and also include:

• Improving of Durres Water Utility’s cost efficiency
• Support to the Government’s efforts for the implementation of its strategy on the sector, including meeting the requirements of joining EU, by supporting the agenda for a broader reform at the National level.

The project includes the construction of a new water supply sources in the bed of Mat River in Fushe-Milot with the construction of new wells, with a supply capacity of 630 liters per second.  The project alo includes the construction of a new pumping station and 68 kilometer transmission main from Fushe Milot to Durres.  The existing transmission main of DN 700 mm steel will be used to supply the villages along that line, north of Durres.[:]
