Interview with Mrs. Bora Kolbucaj, Head of Finance Lezha Water Supply and Sewerage Company

Në vazhdën e intervistave të SHUKALB me punonjës të shoqërive ujësjellës kanalizime, këtë muaj intervistuam znj. Bora Kolbuçaj, e cila është Kryetarja e Degës së Financës të shoqërisë Ujësjellës Kanalizime Lezhë.

Znj Kolbuçaj është diplomuar në Universitetin e Tiranës, Fakulteti Ekonomik, si dhe ka përfunduar disa specializime dhe ka marrë çertifikata të mëtejshme.  Ajo ka fituar titullin  “Auditues i Brendshëm në Sektorin Publik” nga Ministria e Financave, dhe titullin Master Profesional në “Menaxhim Financiar dhe Bankar” nga Albanian University.

Sa vjet keni që punoni në sektorin e ujit?

Karriera ime e punës në sektorin e ujit ka filluar në Prill të vitit 2002 pasi u emërova në Sh.A.Ujësjellës Kanalizime Lezhë në Degën e Financës dhe Kontabilitetit,  rakorduese e arkave dhe debitorëve. Gjatë kësaj periudhe, bashkë me koleget e tjere kemi bërë një punë shumë të mirë për evidentimin nominal të konsumatorëve debitorë.  Në vitin 2004, kam udhëhequr një anketë social shkencore e cila pati një ndikim të madh në sensibilizimin e publikut rreth sektorit të furnizimit me ujë të pijshëm e veçanërisht përmirësoi punën dhe marrëdhëniet e UK Lezhë me konsumatorët.

Në Prill 2005, u emërova Kryetare e Degës së Shitjes të UK Lezhë, e cila ishte dhe sfida ime e parë drejt progresit në sektorin e furnizimit me ujë dhe kanalizimeve.  Gjatë kësaj periudhe egoja ime, në sensin pozitiv, dhe profesionalizmi në sektorin e ujit pati një trend të ri: Enti Rregullator i Ujit i fuqizoi kompetencat e veta dhe ndikimin në sektor, SHUKALB, përmes konferencave, seminareve dhe trajnimeve rriti bashkëpunimin me shoqëritë Ujësjellës Kanalizime drejt një qasjeje të re menaxhimi, Drejtoria e Përgjithshme Ujësjellës Kanalizime, bashkë me aktorët e tjerë, filloi të punojë për strategjinë e sektorit të furnsimit me ujë, dhe Qeveria Qendrore, ne tërësi, rriti interesin e saj në sektorin e ujësjellës kanalizmeve.  Në këtë kuadër, UK Lezhë mori një rrugë të re zhvillim duke përgatitur programin e zhvillimit strategjik që mbulon periudhën deri në vitin 2017.  Brenda një kohe të shkurtër, gjeneruam sistemin e informatizimit kompjuterik të faturimit, të arketimit si dhe të arkave online, u verifikuan dhe u legalizuan lidhjet e paligjshme, u rritën të ardhurat nga shitja dhe kontrolli mbi to, dhe shënuam një progres në rritjen e arketimeve, e mbi të gjitha u përmirësuan treguesit ekonomiko-financiar të Kompanisë.

Në Janar 2012, jam emeruar Kryetare e Degës së Financës.  Gjatë kësaj periudhe përfundova studimet dhe fitova titullin Master Profesional në “Menaxhim Financiar dhe Bankar”.  Duke qenë e motivuar profesionalisht dhe në mënyrë korrekte nga bashkëpunimi me donatorë të huaj, puna ime në këtë detyrë mori drejtime të reja, angazhimet u rritën, dhe sfidat në punën time filluan menjëherë.

Shoqëria Ujësjellës Kanalizime Lezhë u përzgjodh, së bashku me disa shoqëri të tjera, duke u bërë përfituese e projektit të financuar nga KFW dhe SECO, për furnizimin me ujë,dhe grumbullimin, largimin e përpunimin e ujërave të ndotura.  Donatorët gjatë studimit të fizibilitetit dhe realizimit të projektit të zbatimit vendosën rregulla dhe targete të larta në tre nivele për realizimin e treguesve të performancës për të përfituar projektin.  Gjatë kësaj kohe u bëmë pjesë e projektit të forcimit institucional i cili pati një impakt pozitiv.  Profesionalizmi dhe njohuritë e mia në sektorin e ujit duheshin ndryshuar nga fusha ekonomike në inxhinieri financiare tregtare.  Sfida dhe angazhimi im është shumë i madh dhe jam shumë e kenaqur që ia arritëm qëllimit. Projekti është në fazat finale  dhe shoqëria jonë është duke shkuar drejt një prespektive të re pozitive.

Çfarë ju pëlqen në punën që bëni?

Krahas lodhjes dhe angazhimit të pakufizuar ndihem mirë, e sukseshme dhe e vlerësuar për kontributin dhe punën që bëj.  Shoqëria ka një menaxhim perfekt, pasi është një institucion vërtetë i drejtë dhe korrekt, dhe kolegët e mij janë të aftë në profesionin e tyre.  Ata janë të vendosur, edhe pse debatojmë nganjëherë rreth mënyrës më të mirë se si duhet bërë puna, por në fund, gjejmë mirëkuptim dhe kemi krijuar një klimë besimi në arritjen e objektivave të Shoqërisë.

Cilat janë sfidat më të mëdha në punën tuaj?

Sfidat më të mëdha janë riorganizimi i shërbimeve të furnizimit me ujë, grumbullimit, largimit dhe trajtimit të ujërave të ndotura në Bashkinë Lezhë, sipas ndarjes së re administrative-territoriale.       Kjo kërkon inventarizimin fizik, vlerësimin, regjistrimin, transferimin e aksioneve nga ish njësite e QV të 64 fshatrave në strukturën e aseteve dhe kontabilitetit pronësi e UK Lezhë.  Megjithatë, sfida kryesore qëndron në përshtatjen e këtij riorganizimi me strategjinë e zhvillimit të planifikuar të UK Lezhë, ruajtjen e performancës dhe stabilitetit financiar.

Na përshkruani ditën tuaj të punës?

Puna ime si Kryetare e Degës së Financës fillon çdo ditë me një takim të shpejtë në zyrën time me kolegët e mi, ku marrim informacionin e nevojshëm dhe rakordojmë punët e ditës.  Pas kësaj, komunikoj me zyrat në varësinë time dhe me arkat e qytetit që funksionojnë online, për t’u garantuar se gjithçka shkon mirë me konsumatorët.  Sipas rastit mbyll korrespondencat dhe jap informacionet e nevojshme të ditës që lame pas.

Në orën 8 e 15 minuta, bashkë me Kryetarët e Degëve dhe Përgjegjësit e Sektorëve bëjmë një takim verbal pune me Drejtorin e Shoqërisë, Ing. Zef Maçi, për rreth 15 minuta, dhe më pas merrem me punët e mia të përditshme të menaxhimit tregtar, ndërsa kontrolli i punëve vjen natyrshëm përmes menaxhimit.

Çfarë mesazhi doni t’i jepni brezit të ri, që dëshiron të punojë në sektorin e ujit?

Brezit të ri, do t’i thoja se miku më i madh në jetë është puna, por të punosh në sektorin e ujit të bën të vlefshëm dhe mik i të gjithë njerëzve sepse uji është jetë.  Kjo është e vërtetë pavarësisht se në çfarë pozicioni punon apo do të punosh në ujësjellës: menaxher, ekonomist, inxhinier, jurist, hidraulik ,elektropompist, futurist, monovrator etj.  Edhe pse puna e administratës në ujësjellës është e rëndësishme, po aq e rëndësishme është dhe puna e profesionistëve të furnizimit me ujë, të cilët janë njerëzit që i japin jetë sistemit, prodhojnë dhe sigurojnë ujin.

Kështu që, në sektorin e ujit, ju do të jeni të kërkuar dhe të vlerësuar kudo pasi praktika është mëma e dijes.[:en]

In a continuance of SHUKALB’s interviews with employees from water supply and sewerage utilities, this month we interviewed Mrs. Bora Kolbuçaj, who is the Head of Finance of the Lezha Water Supply and Sewerage Company.

Mrs. Kolbuçaj has a degree in Economics from the University of Tirana and has done several specializations studies and received further certifications. She has granted the title “Internal Auditor in Public Sector Units” by the Ministry of Finance, and the title of Professional Master in “Financial and Banking Management” from the Albanian University.

The following are questions that were addressed to Mrs. Kolbuçaj:

How long have you worked in the water sector?

My career in the water sector began in April 2002 when I was assigned by the Lezha Water Supply and Sewerage Company in the Finance and Accounting Department where my role was focused on the reconciliation of cash registers and debits.  While in this position, my colleagues and I did a very good job on the identification of main debtors.  In 2004, I conducted a scientific social survey that had a huge impact on public awareness regarding the sector of water supply and it specifically improved the work and the relationship between the Company and its customers.

In April 2005, I was appointed Head of the Sales Department of UK Lezha, which was my first challenge towards progressing in the water sector.  During this period my ego, in a positive sense, and my professionalism in the water sector had a new trend: the Water Regulatory Authority strengthened its competencies and its impact on the sector; SHUKALB, through conferences, seminars and training increased cooperation between water supply and sewerage companies towards a new approach of managing; the General Directorate of Water Supply and Sewerage, together with other stakeholders, started working on the strategy of the water supply sector; and the Central Government, in general, increased its interest in the water supply and sewerage sector.  In this context, UK Lezha took a new path of development by setting up a strategic development program that covers the period up to 2017. Within a short time, we created a computerized billing system; improved the services at existing bill payments centers and introduced online bill payment; identified and fixed all illegal connections, and increased the sales and profit of the Company.

In January 2012 I was appointed Head of the Finance Department.  During this period, I have completed studies and acquired the title Professional Master in “Financial Management and Banking”. Being motivated in a professional and correct way by my cooperation with foreign donors, my work in this position received new directions, increased commitments, and new challenges which commenced immediately.

UK Lezha was selected, along with several other companies, to be a beneficiary of the project financed by KFW and SECO, for water supply, and collection, treatment and disposal of wastewater.  Donors, during the feasibility study and implementation of the project, implemented strong rules and set high targets in three levels for the implementation of performance indicators to benefit the project.  During this time, we had become part of the institutional strengthening project which had a positive impact.  My professionalism and knowledge in the water sector needed to be changed from economic areas to engineering finance.  My challenge and commitment is at high level and I am proud that we managed to achieve the goal. The project is at its final stages and UK Lezha is heading towards a positive, new perspective.

What do you like most in your job?

Although the job is tiring and requires unlimited commitment; I feel good, successful and appreciated for my contribution and the work I do.  The Company has a perfect management, because it is an institution that is truly fair and correct, and my colleagues are proficient in their profession. They are committed, although we debate sometimes regarding the best way the work should be done, at the end, we find an understanding and have created a climate of trust that helps on achieving the objectives of the Company.

What are the major challenges in your current job?

The major challenges are the reorganization of the water supply services, and collection, disposal and treatment of wastewater in Lezha, according to the new territorial administrative reforms. This requires a physical inventory, evaluation, registration, and transfer of stock from the former local government units of 64 villages, into the asset and accounting structures of UK Lezhe.  However, the main challenge lies in adapting this reorganization with the planned development strategy of UK Lezha, storage performance and financial stability.

Describe your working day

My work as Head of the Finance Department begins each day with a flash meeting in my office with my colleagues, where we take the necessary information and reconcile the day’s work. After that I communicate with the offices under my supervision and the online payment centers, in order to ensure that everything goes well with our customers.

At 8:15 am, together with the Heads of Departments and Heads of Divisions, attend a meeting with the Director of the Company, Ing. Zef Maçi, for about 15 minutes, and then I deal with my daily affairs of commercial management, while monitoring the work of my subordinates.

What is the message you want to give to the younger generation, who want to work in the water sector?

To younger generations, I would say that the greatest friend in life is work, but working in the water sector is more worthy than other jobs, as you become a friend to all people, because water is life.  This is true regardless of the position you work or will work in the water supply industry: manager, accountant, engineer, lawyer, plumber, water pump operator, meter reader, heavy machinery driver etc.  Although the administration job is important, so are the water supply professionals who are the people that give life to the system, produce and provide water.

So, in the water sector, you will be requested and appreciated everywhere because practice is the mother of knowledge.[:]
