Update on Ministerial Certification Working Group

[:sq]Grupi i Punës së Ministrisë së Transportit dhe Infrastrukturës mbi Certifikimin, sëbashku me Grupin Këshillimor Teknik, u takuan me Grupin e Projektit të SHUKALB me 9 nëntor, me qëllim marrjen e komenteve të institucioneve të ndryshme, si dhe të shoqërive ujësjellës kanalizime mbi draft dokumentet që Projekti ka përgatitur dhe ndarë, të cilat përshkruajnë kornizën institucionale si dhe aspektet teknike të Programit të Certifikimit Bazuar në Testim për Menaxherët Operacionalë në Sektorin e Ujësjellës Kanalizimeve në Shqipëri.

Diskutimi u fokusua veçanërisht në propozimin mbi rrugën e karrierës që duhet të ndjekin individët të cilët punojnë apo planifikojnë të punësohen në një shoqëri ujësjellës kanalizime. Pjesëmarrësit diskutuan edhe mbi kërkesat e nevojshme të arsimit dhe eksperiencës të rekomanduara nga Projekti, si pjesë e kërkesave për certifikim në nivele të ndryshme.  Pjesa e fundit e takimit, përfshiu një diskutim mbi strategjinë e zbatimit dhe vlerësimin e numrit të personave për t’u certifikuar , si dhe kostot që lidhen me këtë proces.

Pas komenteve dhe rekomandimeve të Grupit të Punës dhe Grupit Këshillimor Teknik, Projekti do të mbështesë Ministrinë në hartimin e dokumenteve të nevojshme ligjore që do të duhen për zbatimin e Programit të Certifikimit Bazuar në Testim.

 [:en]The Ministry of Transport and Infrastructure Certification Working Group, along with the Utility Advisory Committee, met the SHUKALB Project Group, on November 9^th, to receive feedback from the various institutions, as well as water utility stakeholders, on the draft documents that the Project has prepared and shared regarding the institutional framework and  technical aspects of the Test-Based Certification Program for Operational Managers in the Water Supply and Wastewater Sector in Albania.

The discussion was particularly focused on the proposed career path for the individuals who are working, or who plan to start working in a water supply and sewerage utility.  The participants discussed the education and experience requirements recommend by the Project, as part of the requirements for certification at the different levels of certification.  The last part of the meeting included a discussion on the implementation strategy and the estimation of the number of people to be certified, as well as the costs associated with this process.

Following the feedback and recommendations of the Working Group and the Utility Advisory Committee, the Project Group will be supporting the Ministry in drafting the required legal documents that will be needed to support the implementation of the Test-Based Certification Program.[:]
