Two Reports Available: Water Efficiency and Affordability of Water and Sewerage Services

[:sq]SHUKALB ka kënaqësinë të ndajë informacionin mbi dy raportet që janë përgatitur kohët e fundit nga Shoqata e Rregullatorëve Evropianë të Ujit (WAREG).  Raporti i parë i titulluar “Një Analizë e Treguesve Kryesorë të Performancës (KPI) së Efiçencës së Ujit në Vendet Anëtare të WAREG” analizon aplikimin e KPI-së për të përshkruar efiçencën e shërbimeve të ujit në vendet anëtare të WAREG, me qëllim shfaqjen e ngjashmërive si dhe dallimeve në monitorimin e masave dhe performancës së efiçencës  së ujit.  Ajo kërkon të përshkruajë se si rregullatorë të ndryshëm Evropianë promovojnë efiçencën e ujit brenda industrive të tyre të rregulluara.  Është vënë re se ndonëse ekzistojnë platforma të ndryshme të KPI-së dhe benchmarking në industrinë e ujit, duket se ka mungesë të qëndrueshmërisë në përkufizimet, përshkrimet, aplikimin dhe konsistencën e KPI-së të përdorur për të matur efiçiencën e ujit në të gjithë Evropën.  Vërehet më tej se ndërsa disa vende përdorin KPI për qëllime të krahasimit, kjo praktikë ende nuk është përqafuar plotësisht nga rregullatorët në vendet anëtare të WAREG.  Raporti i plotë mund të gjendet duke klikuar në këtë link.

 Raporti i dytë me titull “Përballueshmëria në Sistemet Evropiane të Ujit” jep një përshkrim të disa metodave të përdorura në 17 vende anëtare të WAREG për të siguruar përballueshmërinë e çmimit të ujit dhe kanalizimeve. Raporti ofron gjithashtu një pasqyrë të përgjithshme të kornizave të qeverisjes dhe mjeteve të përdorura në ato vende. Objektivi kryesor i këtij raporti është të përshkruajë praktikat ekzistuese dhe të identifikojë modelet e mundshme të përbashkëta në mekanizmat rregullatore për të siguruar përballueshmërinë e shërbimeve të ujit.  Ky raport nuk synon të japë ndonjë tregues të praktikave më të mira. It is noted that although various KPI’s and benchmarking platforms exist in the water industry, there appears to be a lack of consistency in the definitions, descriptions, application and consistency of KPI’s used to measure water efficiency across Europe.  It is further noted that while some countries use KPI’s for benchmarking purposes, this practice has still not been fully embraced by regulators in WAREG member countries.  The full report can be found by clicking on this link.

 The second report titled “Affordability in European Water Systems” provides a description of some approaches used in 17 WAREG member countries to ensure the affordability of water and sewerage charges. It also provides a general overview of the governance frameworks and tools used in those countries. The main objective of this report is to outline existing practices and to identify possible common patterns in regulatory mechanisms to ensure affordability of water services. This report does not intend to give any indication of best practices.
