The Ministry of Infrastructure and Energy Organizes a Stakeholder Meeting in the Framework of the Test-Based Certification Program

Në vijim të angazhimit të saj për të rritur kapacitetet në sektorin e ujësjellës kanalizimeve, Ministria e Infrastrukturës dhe Energjisë (MIE) së Shqipërisë, ka rinisur punën për zhvillimin dhe krijimin e një trajnimi kombëtar dhe një programi të certifikimit bazuar në testim për stafin e shoqërive ujësjellës kanalizime.

Me asistencën teknike që SHUKALB i ka dhënë MIE-së, përmes projektit të tij të financuar nga USAID “Zhvillimi i Qëndrueshëm i Kapaciteteve në Sektorin e Ujit”, Ministria ka rishikuar Manualin Teknik të Programit të Certifikimit dhe është duke hartuar kuadrin ligjor për të mbështetur krijimin e një programi të institucionalizuar certifikimi të bazuar në testimt.

Në kuadër të kësaj, MIE organizoi me datë 21 qershor 2018, në ambjentet e saj, një takim me Grupin e Punës për Certifikimin dhe Grupin Këshillimor Teknik, me pjesëmarrjen e përfaqësuesve nga Enti Rregullator i Ujit, Agjensia Kombëtare e Ujësjellës Kanalizimeve, Shoqëritë Ujësjellës Kanalizime dhe Shoqata e Bashkive të Shqipërisë.  Qëllimi i takimit ishte rishikimi dhe diskutimi i drafteve të Manualit Teknik dhe dokumentacionit ligjor për themelimin e Programit të Certifikimit Bazuar në Testim.

Sipas rendit të ditës, Znj. Elisabeta Poci, Zëvendës Drejtore e SHUKALB, dhe Menaxhere e Projektit, prezantoii elementët kryesorë të Programit të Certifikimit bazuar në Testim.  Në vazhdim, Znj. Lindita Sotiri, këshilltare e Ministrit, dhe njëkohesisht Kryetare e Grupit të Punës, ndau kornizën ligjore dhe institucionale të hartuar nga Ministria për Programin e Certifikimit.

Reagimi nga pjesëmarrësit gjatë takimit, si dhe komentet e marra pas takimit do të përdoren për të finalizuar të dy aspektet teknike të Programit të Certifikimit të Bazuar në Testim, si dhe aspektet ligjore dhe institucionale të tij.

As part of the commitment to increase capacities in the water supply and sewerage sector, the Ministry of Infrastructure and Energy (MIE) of Albania has re-launched the work for developing and establishing a national training and Test-Based Certification Program for the staff of water supply and sewerage utilities.

With the technical assistance that SHUKALB has provided to MIE, through its USAID funded project “Sustainable Water Sector Capacity Development“, the Ministry has reviewed the Technical Manual of the Certification Program and is drafting the legal framework for supporting the establishment of an institutionalized Test-Based Certification Program.

In this framework, MIE organized on 21 June, at its premises, a meeting with the Working Group on Certification and the Technical Advisory Group, with the participation of representatives from the Albanian Water Regulatory Authority, the National Water Supply and Sewerage Agency, Water Supply and Sewerage Companies, as well as the Association of Municipalities of Albania.  The purpose of the meeting was to review and discuss upon the drafts of the Technical Manual and the legal documentation for the establishment of the Test-Based Certification Program.

As per the agenda, Ms. Elisabeta Poci, Deputy Director of SHUKALB, and Manager of the Project presented the key elements of the Test-based Certification Program.  In addition, Ms. Lindita Sotiri, adviser to the Minister, and in the same time Chair of the Working Group, shared the legal and institutional framework drafted by the Ministry for the Certification Program.

The feedback from the participants during the meeting, as well as the comments received after the meeting will be used to finalize both the technical aspects of the Test-Based Certification Program as well as the legal and institutional aspects of it.[:]
