Pre-Conference Regional Workshop on Joint Benchmarking HUB for Kosova and Albania

Workshopi rajonal mbi Benchmarking HUB për Kosovën dhe Shqipërinë u organizua më 7 nëntor në ambientet e Expocity Albania, Tiranë, përpara fillimit të Konferencës dhe Ekspozitës së 6-të Përbashkët Ballkanike.

Programi drejtohet dhe koordinohet nga Shoqata e Ujësjellësve dhe Kanalizimit të Kosovës dhe asistohet nga Bashkëpunimi Evropian i Benchmarking, me mbështetjen financiare të Programit të Danubit për Ujin dhe Fondit të Hapur Rajonal për Europën Juglindore.  Programi i Danubit për Ujin drejtohet bashkërisht nga Banka Botërore dhe IAWD, Shoqata Ndërkombëtare e Kompanive Ujësjellës Kanalizime në Zonën e Mbulimit të Lumit Danub, me financimin e qeverive të Austrisë, Gjermanisë dhe Zvicrës.

Programi i Benchmarking është një nga programet e Partneritetit të Danubit (D-LeaP) që ndihmon shoqëritë ujësjellës kanalizime pjesëmarrëse dhe stafin e tyre në identifikimin e fushave ku përmirësimi i performancës është i nevojshëm duke krahasuar performancën e shërbimeve të tyre me shoqëri të tjera të ngjashme dhe standardet ndërkombëtare, si dhe duke lehtësuar dialogun midis profesionistëve në praktikat e tyre më të mira.

Qëllimi i workshopit ishte të diskutohej për draft raportet e programit për periudhën e fundit dhe të vazhdonte angazhimin e shoqërive ujësjellës kanalizime për fazën e ardhshme të programit. Në workshop morën pjesë përfaqësues të shoqërive ujësjellës kanalizime pjesëmarrëse në Benchmarking HUB (Tiranë, Durrës, Vlorë, Shkodër, Kamëz, Prishtinë, Pejë, Mitrovicë, Ferizaj dhe Gjilan) si dhe përfaqësues të SHUKALB, SHUKOS dhe IWAD.

Workshopi u hap nga Nadire Vitija, Koordinatore e HUB-it e cila përshëndeti pjesëmarrësit dhe paraqiti një pasqyrë të progresit të Programit deri më tani.  Workshopi u përshëndet nga z. Philip Weller, Sekretariati Teknik i IAWD, i cili shprehu mbështetjen e IAWD për Benchmarking HUB.  Pjesëmarrësit u përshëndetën edhe nga z. Aleksandar Krstić, Koordinator i HUB të Danubit, i cili i informoi dhe i ftoi për aktivitetin e ardhshëm të programit që do të mbahet në Suboticë të Serbisë.

Znj. Vitija prezantoi një përmbledhje mbi zhvillimet e programit dhe Raportin e Ushtrimit të vitit 2017 për diskutim.  Çdo koordinator i shoqërive UK paraqiti raportet e tyre individuale të ushtrimit Benchmarking për vitin 2017, duke dhënë interpretimin dhe analizën e duhur.  Pas prezantimeve, pjesëmarrësit u angazhuan në një diskutim interaktiv në lidhje me saktësinë dhe vlefshmërinë e të dhënave, si dhe çështje të ndryshme të hasura gjatë hedhjes së të dhënave dhe gjenerimit të grafikëve , si dhe çështje të tjera teknike gjatë përdorimit të platformës.

Në fund të workshopit, u morën disa rekomandime dhe konkluzione për aktivitetet e ardhshme të programit.[:en]

The regional workshop on Benchmarking HUB for Kosovo and Albania was organized on 7^th of November at the premises of Expocity Albania, Tirana, prior to the 6^th Balkans Joint Conference and Exhibition.

The programme is hosted and coordinated by the Water and Wastewater Works Association of Kosovo and facilitated by European Benchmarking Cooperation, with financial support from the Danube Water Program and the Open Regional Fund for Southeast Europe. The Danube Water Program is jointly led by the World Bank and IAWD, the International Association of Water Supply Companies in the Danube River Catchment Area, with funding from the Governments of Austria, Germany and Switzerland.

The Benchmarking Program is one of the Danube Learning Partnership (D-LeaP) programs that assists the participating utilities and their staff in identifying areas where performance improvement is needed by comparing their service performance with other similar utilities and international standards and by facilitating dialogue among practitioners in their best practices.

The objective of the workshop was to discuss on the program’s draft reports for the last period, and to continue the water utilities engagement in the next phase of the program.  The workshop was attended by the representatives of the participating water utilities on the Benchmarking HUB (Tirana, Durres, Vlore, Shkoder, Kamez, Prishtina, Peja Mitrovica, Ferizaj and Gjilan), as well as representatives of SHUKALB, SHUKOS and IWAD.

The workshop was opened by Nadire Vitija, the HUB Coordinator who welcomed the participants and presented an overview of the progress of the Program so far.  The Workshop was greeted by Mr. Philip Weller, Technical Secretariat of IAWD, who expressed IAWD’s support for the Benchmarking HUB.  Participants were greeted also by Mr. Aleksandar Krstić, the Danube HUB Coordinator, who informed and invited them on the next activity of the program that will be held in Subotica, Serbia.

Mrs.Vitija presented a summary on developments of the program and the 2017 Exercise Report for discussion.  Each water utility coordinator presented their individual draft reports of the benchmarking exercise for year 2017, by giving the proper interpretation and analysis.   After the presentations, the participants were engaged in an interactive discussion regarding the accuracy and validity of the data, as well as different issues encountered during the data entry and generation of graphs and other technical issues while using the platform.
