The New Project of Rrogozhina Water Supply and Sewerage Company Aims to Radically Improve the Water Supply Service for the Citizens

Bashkia e Rrogozhinës ka ndërmarrë një projekt për rindërtimin e rrjetit të ujësjellësit.  Problemet me rrjetin aktual kanë të bëjnë kryesisht me amortizimin dhe mosfunksionimin e linjave ekzistuese pjesërisht të shtrira në zonën e qytetit.  Linja e furnizimit me ujë nuk mbulon të gjitha zonat qendrore të banuara të qytetit dhe aq më tepër zonat që ndodhen në periferi, të urbanizuara në vitet e fundit.

Nga konstatimet e bëra rezulton se në zonat e mbuluara me rrjet të furnizimit me ujë nuk arrin të furnizohet më shumë se 75% e banorëve, duke llogaritur këtu vetëm shtrirjen e rrjetit në zonat urbane.  Lidhjet e pajisura me ujë matës janë 63 % të konsumatorëve që mbulohen me shërbim.  Prodhimi i ujit të pijshëm është 107.3 litër/banor/ditë, pra 30 % më pak se norma mesatare prej 150 l/b/d, dhe ky defiçit nësë shtrihet në të gjithë zonën e urbanizuar rezulton më i madh.  Nëse i referohemi vazhdimësisë së furnizimit rezulton të jetë 5.32 orë, e cila është më e ulët se mesatarja kombëtare 11 orë, dhe shumë më e ulët se norma 24 orë, për të cilën projektohen rrjetet e furnizimit me ujë.

Investimet nga pushteti qendror në rrjetin e ujësjellësit të Rrogozhinës kanë munguar prej më tepër se 20 vitesh. Investimi i fundit për rehabilitimin e rrjetit është bërë në vitin 1994.  Në vitet 2000 dhe 2005 disa investime të vogla zgjeruan rrjetin e ujësjellësit me një tubacion të ri prej 1,500 m, që zë rreth 10% të totalit të përgjithshëm të linjave të furnizimit me ujë.  Aktualisht, linjat e transmetimit dhe të shpërndarjes janë tejet të amortizuara.  Kjo vjen jo vetëm si rezultat i mungesës së investimeve, lidhjeve të paligjshme, por edhe nga amortizimi dhe korodimi i linjave ekzistuese. Një pjesë e tubacionit është material gize dhe çeliku, të cilët kanë mbi 20 vjet që nga periudha e instalimit.

Nisur nga pamundësia e ofrimit të shërbimit në të gjithë zonën e urbanizuar, oraret e kufizuara të ofrimit të shërbimit, cilësia jo e mirë e ujit në pikat fundore të lidhjes së konsumatorëve me rrjetin, presioni më i ulët se sa përcaktojnë kushtet teknike, vihet re nje rënie e numrit te kontratave aktive me ujësjellësin.  Familje të ndryshme kanë shpuar puset e tyre individuale duke siguruar ujë në mënyrë të pavarur edhe pse kjo formë furnizimi është jashtë kontrollit përsa i përket standarteve të ujit të pijshëm, sikurse edhe sasisë dhe kushteve që shfrytëzohen këto puse.  Kjo situatë vështirëson mbledhjen e tarifave të perdorimit të ujit, pasi në mungesë të shërbimit të vazhduar, sigurimit të ujit nga puset dhe mungesës së matësave, familjet nuk pranojnë të paguajnë tarifën afrofe të ofrimit të shërbimit siç e përcakton legjislacioni përkatës.

Qyteti i Rrogozhinës ka nevojë urgjente për rehabilitimin e të gjithë rrjetit të furnizimit me ujë. Kjo evidentohet nga shqyrtimi i studimeve të mëparshme, shqetësimet e Kryetarit të Bashkisë z. Beqir Nuredini, drejtorit të UK Rrogozhinë, Ing. Bujar Meraj, si dhe te banorëve të qytetit.

Nisur nga konstatimet e mësipërme dhe analiza të ndryshme, ka nisur puna për zbatimin e projektit për ndërtimin e rrjetit të ri të furnizimit me ujë.  Objektivat që synohen të arrihen si dhe parimet bazë ku mbështet projekti i ri janë:

• Shtrirja e rrjetit në të gjitha zonat e urbanizuara brenda qytetit duke përfshirë këtu edhe zonat periferike të tij. Kufizimet do të jenë deri në shtëpitë e vendosura mbi depot eksistuese në veri, deri në dalje të qytetit në lindje, deri tek fabrika e tubave në jug dhe deri afër rreth rrotullimit pranë autostradës në perëndim;
• Projekti do të sigurojë presionin e nevojshëm duke bërë nje ndarje racionale të prurjeve që dërgohen në secilën prej depove dhe zonave që ato mbulojnë, për të patur një balancë optimale të sasisë së ujit që pompohet për nivele të ndryshme dhe presioneve që përfitohen pas daljes nga depo. Kjo do të përdorte në mënyrën më efiçente të mundshme energjinë elektrike të nevojshme për pompim;
• Dizenjimi i rrjetit do të jetë unazor në mënyrë që të sigurojë prurjen dhe presionin e nevojshëm në çdo pikë të rrjetit, në oraret e pikut dhe në raste të avarive lokale;

• 

  Do të rritet kapaciteti akumulues i depove për të përballuar volumin e nevojshëm, për furnizimin 24 orë në ditë i të gjithë popullsisë, por edhe duke përballuar nevojën për ujë në oraret e pikut;

• Do t’i kushtohet vëmendje përdorimit më efikas të mundshëm i aseteve aktuale të ujësjellësit, të cilat mund të shfrytëzohen ende;
• Rrjeti ekzistues i tubacioneve duhet të rinovohet i gjithë dhe të zëvendësohet me tuba PE 100 sipas standarteve Shqiptare dhe Europiane.
• Do të merren masat e nevojshme për të trajtuar ujin e puseve aktuale, duke ulur fortësinë e tij në 20 gradë gjermane dhe më poshtë. Përveç kësaj do të shqyrtohen burime të tjera alternative për të siguruar sasinë dhe cilësinë e nevojshme në kohë të ujit;
• Projekti parashikon rishikimin e normës së rritjes së popullsisë nga 2.5% të vendosur gjatë projektimit, në 1.5 % duke marrë shkas edhe nga tendenca negative e rritjes së popullsisë gjatë 15 viteve të fundit, por edhe nga studimet e INSTAT.

The Municipality of Rrogozhina has undertaken a project for reconstruction of the water supply network.  The problems with the current network are mainly related to the depreciation and malfunction of the current pipelines partially extended to the city’s area.  The water supply pipeline does not cover all the central residential area of the city and in particular the suburbs area, urbanized in recent years.

Based on the recent reports done by the Rogozhina WSSC, it turns out that in the areas covered by the water supply network it is not possible to supply more than 75% of the customers. The metered water connections count for 63% of customers who are supplied. The production of drinking water is 107.3 liters/ inhabitant/ day, or 30% less than the norm of 150 l/b/d, and this deficit gets bigger if the current water produced would be offered to the urbanized area as well.  If we refer to the continuity of water supply it turns out to be 5.32 hours, which is lower than the national average of 11 hours, and much lower than the 24 hour standard for which the water supply networks are designed.

Investments by the central government in Rrogozhina’s water supply network have been missing for more than 20 years. The last investment for the rehabilitation of the network dates back to 1994. In years 2000 and 2005 some minor investments extended the water supply network with a new pipeline of 1,500 m, which makes up for nearly 10% of the total water supply pipelines. Currently the transmission and distribution lines are highly depreciated.  This situation is not only as a result of the lack of investments, illegal connections, but also the depreciation and corrosion of the existing pipelines. Part of these pipelines is cast-iron and steel, that have been installed since over 20 years ago.

Considering the inability to provide the service across the urban area, limited water delivery schedules, inadequate water quality reaching the customers, and the low pressure, the Rrogozhina WSSC has noted a decrease in the number of active contracts with the water utility.  Several families have drilled their own wells by providing water independently, even though this way of supply is out of control regarding the drinking water standards, as well as the quantity and sanitary conditions of these wells.  This situation makes it difficult for the water utility to collect the water supply service fees, as in the absence of a continuous service, water supply from wells and lack of meters, families refuse to pay the flat rate as defined by the relevant legislation.

The city of Rrogozhina urgently needs the rehabilitation of the entire water supply network. This is evidenced by the examination of previous studies, the concerns of the Mayor Mr. Beqir Nuredini, Director of UK Rrogozhina, Ing. Bujar Meraj as well as the citizens.

Based on the above findings and various analyses, UK Rrogozhina has started the works on the implementation of the project for the construction of the new water supply network.  The objectives to be achieved and the basic principles for the implementation of the new project are:

• The new network will cover all the urban areas within the city, including the suburbs. The extension of the network will reach the residential area above the current reservoirs in the north, the east part for the city, up to the pipes factory in the south and up to the roundabout close to the highway in the west;
• The project will provide the proper water supply pressure by making a rational separation of the water flows sent to each of the reservoirs and their coverage areas, in order to have an optimal balance of the water quantity pumped for different levels and pressures obtained after exiting the reservoir. This would enable to use the electricity needed for pumping in the most efficient way;
• The network is designed to be ring-shaped in order to provide the necessary water flow and pressure at each of network connection, at peak times, and in case of any failure;

• 

  The accumulative storage capacity will be increased to cover the required water volume, for achieving the 24 hours a day water supply to all customers, and to cover the water needs at peak times;

• Attention will be paid to the most efficient use of existing water utility assets, that can still be used;
• The existing pipeline network will be renewed and replaced with PE 100 pipes according to Albanian and European standards;
• The necessary measures will be taken to treat the current well water, by reducing its hardness up to 20 German degree and lower. In addition other alternative sources will be explored to ensure the required water quantity and quality in time;
• The project foresees a revision of the population growth rate from 2.5% to 1.5%, due to the negative trend of population growth over the last 15 years, as well as based on the data from the Albanian Institute of Statistics (INSTAT).
