Water Utilities Continue to Progress With the “Asset Management in Water Supply and Sewerage Utilities of Albania” Project, Implemented by SHUKALB

Projekti Menaxhimi i Aseteve në Shoqëritë Ujësjellës Kanalizime në Shqipëri, të cilin SHUKALB po zbaton që nga muaji Mars 2019, vazhdon aktivitetet e tij në përputhje me rregullat e reja të vendosura nga qeveria Shqiptare në lidhje me situatën e pandemisë.

Shoqëritë UK po shohin impaktet edhe përfitimet e parë të programit Menaxhimi i Aseteve. Tashmë pjesa më e madhe e tyre ka krijuar një databazë të detajuar të dhënash me informacion teknik për cdo aset dhe i pasqyruar me referenca gjeografike.

Ky informacion është i unifikuar për cdo shoqëri UK pjesë e programit, pavarësisht kapaciteteve të shoqërisë apo madhësinë. Këto të dhëna janë lehtësisht të përdorshme dhe kanë shërbyer për të gjeneruar raporte në lidhje me disa kërkesa specifike që një Shoqëri mund të ketë, si për studime fizibiliteti apo për raportime në lidhje me disa asete të caktuara që një shoqëri disponon (si gjatësi linjash kryesore ose dytësore, etj).

Rrjeti i furnizimit me ujë për shumicën prej shoqërive është tashmë hedhur i plotë në programin EDAMS, cka e bën dhe më të thjeshtë implemetimin e fazës së dytë të programit për Menaxhimin e Mirëmbajtjes.

Gjatë muajit Korrikut 2020, stafi i projektit ka përshtatur aktivitetet e tij të trajnimit në përputhje me situatën me COVID – 19, duke kryer disa trajnime për shoqëritë Ujësjellës Kanalizime, nëpërmjet platformave online. Në vazhdimësi, dy anëtarët e stafit të projektit (Belortaja, Konsulente e GIS, dhe Elvis Ndreka, Inxhinier i Sistemit EDAMS) kanë organizuar vizita në terren në 5 shoqëri Ujësjellës Kanalizime, përfshirë Lushnjen, Kamzën, Pogradecin , Maliqin dhe Korçën. Këto shoqëri i janë bashkuar projektit për herë të parë këtë vit, dhe qëllimi i vizitave në terren ishte kryerja e trajnimeve të drejtpërdrejta për stafin e Shqërive UK për mënyrën e përdorimit të programit EDAMS, si dhe ndihma në mbledhjen e të dhënave dhe krijimin e regjistrave të aseteve.

Vizita e parë në terren u organizua më datë 8 Korrik 2020, në zyrat e shoqërisë UK Lushnje, ku stafi i projektit takoi Ersi Veliu, Drejtor Teknik dhe Altin Jongari, Inxhinier Hidroteknik, përgjegjës për projektin e Menaxhimit të Aseteve në shoqërinë UK Lushnje. Gjatë vizitës, stafi i projektit pranë SHUKALB kreu trajnimin për përdorimin e programit EDAMS për menaxhimin e të dhënave të rrjetit, duke marrë shembuj konkretë praktik të hedhjes së të dhënave dhe duke krijuar librari në përputhje me nevojat. Gjithashtu pjesë e vizitës ishte dhe hartimi i një plani pune, përfshirë të gjithë hapat e nevojshëm për avancimin e mëtejshëm të projektit. Plani përfshinte gjetjen e ortofotove, vizitat në terren brenda Shoqërisë UK, si dhe verifikimin dhe mbledhjen e të dhënave.

Vizita e dytë në terren u krye në shoqërinë UK Kamëz, më 27 Korrik 2020. Stafi i projektit takoi Sokol Rambi, Drejtor Teknik, Qani Plaku, Inxhinier Hidroteknik dhe Eni Pellumbi, Koordinatore e Projektit. Qëllimi i vizitës ishte identifikimi i të dhënave të rrjetit të furnizimit me ujë nga projektet ekzistuese në shoqëri. Një pjesë e konsiderueshme e rrjetit të furnizimit me ujë u sigurua nga stafi i shoqërisë në formatin AutoCAD dhe formatin pdf. Pas vizitave, stafi i shoqërisë do të vazhdojë me mbledhjen e të dhënave dhe do t’ia paraqesë ato stafit të projektit pranë SHUKALB, në mënyrë që të bëhet hedhja e një pjesë të konsiderueshme të rrjetit të furnizimit me ujë në programin EDAMS.

Tre vizitat e tjera në terren u organizuan gjatë datave 28 dhe 29 Korrik në shoqëritë UK Pogradec, Maliq dhe Korçë.

Në shoqërinë UK Pogradec, stafi i projektit u prit nga Albert Tavanxhiu, Drejtor Teknik, Valjona Saro, Koordinatore e Projektit dhe Fatjon Pilinci, Inxhinier IT. Stafi i shoqërisë mori trajnimin për përdorimin e programit EDAMS duke punuar me të dhënat ekzistuese të rrjetit të furnizimit me ujë të Pogradecit. Gjithashtu, u diskutua mbi avantazhet dhe nevojën e ortofotove si dhe opsionet e mundshme për gjetjen e tyre, si dhe organizimin e vizitave në terren brenda shoqërisë për të mbledhur dhe verifikuar të dhënat e marra.

Vizitat vazhduan me shoqërinë UK Maliq. Stafi i projektit u takua me Fatjon Braimllari, Inxhinier IT, personi përgjegjës për projektin pranë shoqërisë. Qëllimi i vizitës ishte instalimi i pogramit EDAMS dhe puna me të dhënat e disponueshme të rrjetit të furnizimit me ujë në zonën e Maliqit. Gjithashtu, pjesë e axhendës ishte hartimi i një plani pune për marrjen e të dhënave në terren, dhe hedhjen e tyre në programin EDAMS, si dhe disa udhëzime për mbledhjen e tyre.

Vizita e fundit u krye në shoqërinë UK Korçës. Stafi i shoqërisë kishte organizuar një mbledhje me stafin e projektit pranë SHUKALB, dhe pjesë e tij ishte Elia Pendavinji, Drejtore Tregtare, Ediola Osman, Marrëdhënie me Publikun, Ilir Papa, Kryeinxhinier, Niko Shumka, Inxhinier IT dhe Mario Grabocka, Inxhinier Mjedisi. Qëllimi i këtij takimi ishte një prezantim i përgjithshëm i programit dhe hapat që duhen ndjekur për të avancuar më tej me zbatimin.  Si pjesë e vizitës, stafi i projektit, kreu trajnimin për stafin teknik të shoqërisë mbi përdorimin e programit EDAMS, duke përdorur të dhëna nga rrjeti i furnizimit me ujë i shoqërisë. Në vazhdimësi, u diskutua për mbledhjen dhe përmirësimin e të dhënave ekzistuese të gjeneruara në program.

Projekti ofrohet në kuadër të Programit “Shërbime Këshillimore për Menaxhimin e Aseteve në Shoqëritë Ujësjellës Kanalizime në Evropën Juglindore”, i cili zbatohet nëpërmjet një partneriteti midis Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH – GIZ, Kompanisë Hydro-Comp në Qipro, dhe Shoqatës Ndërkombëtare të Kompanive Ujësjellës Kanalizime në Zonën e Mbulimit të Lumit Danub (IAWD).  Programi është pjesë e Partneritetit të Danubit (D-Leap), një nismë rajonale, e integruar dhe e qëndrueshme për ngritjen e kapaciteteve të shoqatave kombëtare të ujësjellësve dhe IAWD.[:en]

The Asset Management in Water Supply and Sewerage Utilities of Albania Project which SHUKALB has been implementing since March 2019, has continued its activities complying with the new rules set by the Albanian government in regard of the pandemic situation.

The water utilities are seeing the impacts and initial benefits of the Asset Management program. The major part of the utilities have already created a detailed database with technical information for each asset and geographical reference of their water system.

This information is unified for each water utility that is part of the program, regardless of the capacities and size of the utility.  The data is easily accessible from the Utility, and useful to generate reports for different needs of the utility, such as feasibility studies or reporting on specific assets that the Utility owns (as length of the main line or secondary network etc).

The most of the water utilities that are part of the project, the water system data has already been converted in EDAMS Software, which makes the implementation of the second phase, on the Maintenance Management program even simpler.

During July 2020, the project team has adapted its training activities in compliance to the COVID – 19 situation, by conducting several trainings for water utilities through online platforms.  In addition, two members of the Project team (Belina Belortaja, GIS Data Analysis Expert, and Elvis Ndreka, EDAMS System Engineer) organised field visits at five Water Supply and Sewerage Companies (WSSC) to include Lushnja, Kamez, Pogradec, Maliq and Korca. These utilities have joined the Project for the first time this year, and the aim of these field visits was to conduct direct trainings to water utility staff on the use of EDAMS Software, as well as to assist them in data collection and establishing of the asset registry.

The first field visit was organized on 8^th July 2020, at the premises of Lushnja WSSC, where the project team met with Ersi Veliu, Technical Director and Altin Jongari, Hydrotechnical Engineer, both responsible for the Asset Management project at Lushnja WSSC. During their visit the project team delivered training on the use of the EDAMS Software for the Network Data Management, providing practical examples of data entry and creating libraries according to the needs of the Lushnja WSSC. In addition, the Project Team together with the professional staff of the utility drafted a work plan including all the necessary steps to further progress with the project. This plan includes field visits to verify the data and further data collection.

The second field visit was conducted at Kamez WSSC on 27^th July 2020. The project team met with Sokol Rambi, Technical Director, Qani Plaku, Hydrotechnical Engineer, and Eni Pellumbi, Project Coordinator. The aim of the visit was to identify the data of the water supply network from the current projects of the utility. A substantial part of the water supply network information was provided by the utility staff in AutoCAD and pdf format. After this visit the utility staff will continue with the data collection and will submit it to SHUKALB project team for further processing of the data into EDAMS software.

The other three field visits were organized during 28^th and 29^th July at the WSSC of Pogradec, Maliq and Korca.

At the Water Utility of Pogradec the project team was received by Albert Tavanxhiu, Technical Director, Valjona Saro, Project Coordinator, and Fatjon Pilinci, IT Engineer. The utility staff attended the training on the use of EDAMS Software working on the existing data of the water supply network of Pogradec. In addition, it was discussed on the advantages of the orthophotos and the possible options to obtain them, as well as the plan to continue with data collection and the verification of the data captured.

The visit continued to Maliq WSSC where the project team met with Fatjon Braimllari, IT Engineer and other utility personel that are involved in the project. The aim of the visit was the installation of the EDAMS Software and to start working with the available data of the water supply network of Maliq area. Also, part of the agenda was to draft a work plan regarding the collection of data in the field and their entry into the Software, as well as to provide some guidelines on data collection.

The last filed visit was in Korca WSSC. The staff of the utility organized a meeting with the project team and part of it was Elia Pendavinji, Commercial Director, Ediola Osman, Public Relations, Ilir Papa, Chief Engineer, Niko Shumka, IT Engineer and Mario Grabocka, Environmental Engineer. The aim of the visit was to provide an overall presentation of the program and the steps to be followed in order to further progress with the implementation. As part of the field visit, the Project Team delivered training to the technical staff of Korca WSSC on the use of EDAMS software, using data from the utility’s network. In addition, it was discussed on the data collection and the improvement of the existing data generated in the system.
