Request for Expressions of Interest – Expert to Update SHUKALB Strategic Business Plan Document and Develop a Roadmap document exploring the opportunities for the Training Unit as a separate activity

SHUKALB has received financing for a Grant titled “Strengthened Responsive Services to the WSS Sector-Specific Needs in Albania through Capacity Development and Advocacy Activities” in the frame of the project Regional Capacity Development Network (RCDN +) for Water and Sanitation services in SEE.

The project “Regional Capacity Development Network (RCDN) for Water and Sanitation Services” aims at increasing the effectiveness and efficiency of the Associations of Public Utilities (APUCs) and of Local Governments (LGAs) in the six Western Balkan countries, which contributes to better service provision for and by their members, ultimately allowing to deliver equitable, safely managed drinking water and sanitation services to the population, in line with international standards.

Aim of the Assignment: The overall objective of this assignment is two folds: 1) update the five-year Strategic Business Plan for SHUKALB, and 2) Develop a roadmap document exploring the opportunities for the Training Unit as a separate activity.

The specific objectives of the assignment are to:

• Review SHUKALB’s offer to members and partners and explore additional areas for new services
• Review and analyze SHUKALB’s current Strategic Business Plan and update/ revise the specific objectives and other elements
• Update SHUKALB’s financial model identifying the financial needs over the course of five years, to fulfil its services towards its members and partners.
• To analyze the legal implications, financial model, and compliance to CET and ISO standards, related to SHUKALB’s Training unit as a separate activity.

SHUKALB invites eligible and qualified experts to indicate their interest in undertaking this assignment. Interested experts must provide information indicating that they possess the required competences to perform the services, and must submit an Expression of Interest, along with the detailed CV, indicating all past experience and similar assignments, as well as the contact details (email and telephone number) and a Financial Proposal that indicates the all-inclusive daily fee in euro.
