SHUKALB is excited to announce the opening of registration for the D-LeaP Access to Financing Program. The delivery of the program is jointly supported by the Danube Learning Partnership (D-LeaP) as well as the Regional Capacity Development Network (RCDN).

Program Objectives and Structure

The D-LeaP Access to Financing Program is designed to provide participants with a comprehensive understanding of fundamental financial management concepts. These skills are essential for the effective administration of revenues, ensuring cost coverage, implementing sound accounting practices, managing assets, setting tariffs, evaluating investments, and accessing external financing.

The program will follow the standard three-workshop D-LeaP cycle, complemented by homework and continuous support from trainers. It comprises initial and intermediate Capacity Development (CD) events designed separately for each target group—training sessions for upper management and peer exchanges for decision-makers. The final event is a joint peer exchange for both groups to collectively summarize outcomes, exchange insights, and agree on the way forward.

Key Dates and Participation

Please note that this program will be delivered exclusively in November 2024. To ensure a place in the program, early registration is crucial, as spots are limited to 5 WSS companies, with a maximum of 4 participants per company. The registration deadline is 31 October 2024.

Target Group

This program is designed for decision-makers and upper management in municipal and WSS companies, including:

• Mayors, municipal counsellors, heads of financial departments, members of supervisory boards
• Heads of communal affairs departments, heads of planning and analysis departments, heads of development departments
• Specialists from economic and finance departments, heads of accounting departments, financial specialists

Participation Fees

Thanks to financial support from the D-LeaP and RCDN+ projects, which cover the costs of trainers and other direct program expenses, we are pleased to offer a reduced participation fee:

• SHUKALB members: 25,000 Lek/person + VAT
• Non-Members: 30,000 Lek/person + VAT
