SHUKALB Successfully Launches the First Workshop of the D-LeaP Access to Finance Program

On January 30–31, 2025, SHUKALB successfully launched the initial workshop of the D-LeaP Access to Finance Program, marking a significant step toward strengthening financial management capabilities in the water supply and sewerage sector. The event brought together representatives from the Water Supply and Sewerage Companies of Saranda, Berat, Gjirokaster, Shkoder, Elbasan, and Vlore, alongside representatives from the Water Regulatory Authority (ERRU) and the National Agency of Water Supply and Sewerage (AKUK). This initiative is supported by the Danube Learning Partnership (D-LeaP) and the RCDN+ project.
The program is designed to empower participants with the knowledge and tools needed to achieve financial sustainability and support decision-makers in making informed financial decisions for improved water service delivery.
Workshop Highlights
The workshop was facilitated by esteemed trainers Monika Vejseli, Valbona Paja, and Ariola Korreshi. Throughout the preparation and delivery of the training, SHUKALB and the trainers received valuable support from the technical partner IAWD.

Participants engaged in a range of critical topics, including:
Introduction to Water Services Finance
Unique Aspects of Water Services
Understanding Financial Statements of PUCs
Operating and Financial Performance of PUCs
Financial Concepts for Investment and Financing Decisions
Financial and Economic Analysis
In addition to the presentations, participants took part in interactive group exercises and were assigned practical homework to reinforce their learning and apply the concepts in real-world scenarios.
A Step Toward Sustainable Water Services
This workshop represents a critical milestone in SHUKALB’s efforts to build the financial management capacity of water service providers. By equipping participants with the skills to make informed financial decisions, the program contributes to the long-term sustainability and efficiency of water services in Albania.
