Objektivi i p\u00ebrgjithsh\u00ebm i k\u00ebtij projekti \u00ebsht\u00eb p\u00ebrmir\u00ebsimi i kapaciteteve t\u00eb stafit p\u00ebrgjegj\u00ebs n\u00eb bashki dhe t\u00eb shoq\u00ebrive t\u00eb uj\u00ebsjell\u00ebs kanalizime p\u00ebr ofrimin e sh\u00ebrbimeve t\u00eb furnizimit me uj\u00eb dhe kanalizimeve p\u00ebr qytetar\u00ebt, n\u00ebp\u00ebrmjet ofrimit t\u00eb produkteve t\u00eb zhvillimit t\u00eb kapaciteteve me cil\u00ebsi t\u00eb lart\u00eb dhe angazhimit si t\u00eb vendimmarr\u00ebsve n\u00eb bashki, ashtu edhe t\u00eb drejtuesve t\u00eb shoq\u00ebrive.\u00a0<\/span><span style=\"font-style: inherit;\">Fokusi i ve\u00e7ant\u00eb i pun\u00ebs s\u00eb SHUKALB \u00ebsht\u00eb sigurimi i zhvillimit t\u00eb kapaciteteve dhe produkteve p\u00ebr p\u00ebrmir\u00ebsimin e performanc\u00ebs. SHUKALB \u00ebsht\u00eb i angazhuar ndaj progresit n\u00eb fush\u00ebn e vet\u00eb-zhvillimit, duke shkuar drejt nj\u00eb reference komb\u00ebtare p\u00ebr zhvillimin e kapaciteteve n\u00eb Shqip\u00ebri.\u00a0<\/span><span style=\"font-style: inherit;\">Nd\u00ebr rezultatet specifike q\u00eb priten nga projekti \u00ebsht\u00eb dhe zhvillimi i Strategjis\u00eb s\u00eb Avokimit t\u00eb SHUKALB, e cila tashm\u00eb ka identifikuar disa tema prioritare p\u00ebr t\u00eb nxitur pun\u00ebn e avokimit t\u00eb organizat\u00ebs n\u00eb zhvillimin e kapaciteteve t\u00eb\u00a0<\/span><span style=\"font-style: inherit;\">sektorit t\u00eb ujit n\u00eb Shqip\u00ebri. Strategjia e avokimit pasohet nga zhvillimi i nj\u00eb Letre Pozicionimi p\u00ebr temat e identifikuara. Kjo Let\u00ebr Pozicionimi synon t\u00eb nxjerr\u00eb n\u00eb pah dobin\u00eb e roleve aktuale dhe t\u00eb ardhshme t\u00eb SHUKALB n\u00eb Zhvillimin e Kapaciteteve p\u00ebr tem\u00ebn e Investimeve Kapitale. Ajo p\u00ebrpiqet t\u00eb adresoj\u00eb komponentin e investimeve kapitale dhe masat e lidhura me t\u00eb si pjes\u00eb e nj\u00eb konteksti m\u00eb t\u00eb madh politikash dhe angazhimi t\u00eb donator\u00ebve. Letra vler\u00ebson dobin\u00eb dhe rolet konstruktive q\u00eb mund t\u00eb gjeneroj\u00eb angazhimi n\u00eb dialogun Qeveri- Donator\u00eb p\u00ebr sektorin e ujit, ve\u00e7an\u00ebrisht n\u00eb lidhje me masat e zhvillimit t\u00eb kapaciteteve.\u00a0<\/span><span style=\"font-style: inherit;\">Letra p\u00ebrqendrohet n\u00eb aspektet e zhvillimit t\u00eb kapaciteteve dhe nevojat institucionale duke avokuar mbi m\u00ebnyrat se si mund t\u00eb shp\u00ebrndahet dhe t\u00eb shfryt\u00ebzohet m\u00eb mir\u00eb oferta e SHUKALB n\u00eb zhvillimin e kapaciteteve p\u00ebr investimet kapitale, nga komuniteti i donator\u00ebve dhe bashkive.\u00a0<\/span><span style=\"font-style: inherit;\">Nj\u00eb Strategji e P\u00ebrbashk\u00ebt p\u00ebr Avokim \u00ebsht\u00eb zhvilluar gjithashtu n\u00eb partneritet me Shoqatat Shqiptare t\u00eb Bashkive, me q\u00ebllim trajtimin e temave t\u00eb p\u00ebrbashk\u00ebta q\u00eb i shqet\u00ebsojn\u00eb k\u00ebto tri shoqata.<\/span><\/p>\n<p>\n<\/div><div class=\"kc-elm kc-css-134549\" style=\"height: 20px; clear: both; width:100%;\"><\/div><div class=\"kc-elm kc-css-267075 kc_text_block\"><\/p>\n<h1><strong>2. <a name=\"_TOC_250007\"><\/a>Historiku i problemit<\/strong><\/h1>\n<p>\n<\/div><div class=\"kc-elm kc-css-230751 kc_text_block\"><\/p>\n<p>Pavar\u00ebsisht mb\u00ebshtetjes dhe nd\u00ebrhyrjeve t\u00eb b\u00ebra nd\u00ebr vite, infrastruktura e sektorit t\u00eb ujit n\u00eb Shqip\u00ebri mbetet kryesisht n\u00eb gjendje t\u00eb dob\u00ebt ose jo t\u00eb k\u00ebnaqshme p\u00ebr t\u00eb p\u00ebrmbushur objektivat e saj t\u00eb p\u00ebrgjithshme p\u00ebr sigurimin e ujit t\u00eb pijsh\u00ebm p\u00ebr popullat\u00ebn dhe trajtimin e uj\u00ebrave t\u00eb ndotura m\u00eb pas. Ndon\u00ebse vendi \u00ebsht\u00eb i pasur me burime ujore, ai vuan nga mungesa e furnizimit me uj\u00eb \u2014 nj\u00eb pjes\u00eb e konsiderueshme e rrjetit t\u00eb shp\u00ebrndarjes s\u00eb ujit \u00ebsht\u00eb i vjet\u00ebr dhe i p\u00ebrkeq\u00ebsuar r\u00ebnd\u00eb, dhe humbjet jan\u00eb t\u00eb larta. Rrjedhimisht, furnizimi me uj\u00eb \u00ebsht\u00eb jo i besuesh\u00ebm dhe cil\u00ebsia e ujit \u00ebsht\u00eb mjaft e dob\u00ebt. Furnizimi me uj\u00eb kufizohet mesatarisht n\u00eb 12 or\u00eb n\u00eb dit\u00eb, nd\u00ebrsa pothuajse nj\u00eb e treta e popullsis\u00eb nuk ka akses n\u00eb uj\u00eb t\u00eb pijsh\u00ebm t\u00eb sigurt dhe t\u00eb past\u00ebr. P\u00ebr shkak t\u00eb n\u00ebnfaturimit, anashkalimit t\u00eb mat\u00ebsve, lidhjeve t\u00eb paligjshme dhe pajisjeve mat\u00ebse t\u00eb pap\u00ebrshtatshme, pjesa e t\u00eb ashtuquajturit uj\u00eb pa t\u00eb ardhura \u00ebsht\u00eb e lart\u00eb, e llogaritur n\u00eb 65 p\u00ebr qind t\u00eb ujit t\u00eb pijsh\u00ebm t\u00eb prodhuar n\u00eb vitin 2017. Sh\u00ebrbimet e grumbullimit dhe trajtimit t\u00eb uj\u00ebrave t\u00eb ndotura mbeten prapa sh\u00ebrbimeve t\u00eb furnizimit me uj\u00eb; vet\u00ebm 50 p\u00ebrqind e popullsis\u00eb mbulohet nga sistemi i kanalizimeve publike, krahasuar me 78 p\u00ebrqind q\u00eb ka akses n\u00eb sistemin e furnizimit me uj\u00eb.\u00a0<span style=\"font-style: inherit;\">Mb\u00ebshtetja e m\u00ebparshme n\u00eb sektorin e ujit p\u00ebrfshinte asistenc\u00eb t\u00eb ndryshme teknike, pajisje dhe investime p\u00ebr harmonizimin me kuadrin rregullator t\u00eb gjer\u00eb dhe kompleks t\u00eb Bashkimit Evropian (BE) p\u00ebr mjedisin dhe ujin dhe p\u00ebr p\u00ebrmir\u00ebsimin e hartimit t\u00eb politikave. Asistenca e BE-s\u00eb p\u00ebr sektorin e ujit gjat\u00eb periudh\u00ebs 2007-2013 arriti n\u00eb m\u00eb shum\u00eb se 110 milion\u00eb euro. Donator\u00eb t\u00eb ndrysh\u00ebm ofrojn\u00eb burime p\u00ebr t\u00eb mb\u00ebshtetur sektorin; nd\u00ebr to Institucionet Financiare Nd\u00ebrkomb\u00ebtare (IFIs) me kredi dhe grante nga Banka Bot\u00ebrore (BB), Banka Evropiane e Investimeve (IEB), Banka Evropiane p\u00ebr Rind\u00ebrtim dhe Zhvillim (BERZH), dhe donator\u00eb t\u00eb tjer\u00eb. Gjermania \u00ebsht\u00eb nj\u00eb kontribuese shum\u00eb e r\u00ebnd\u00ebsishme n\u00eb sektorin e ujit n\u00ebp\u00ebrmjet Kreditanstalt f\u00fcr Wiederaufbau (KfW), nd\u00ebrsa donator\u00eb t\u00eb tjer\u00eb jan\u00eb Italia, Japonia, Austria, Suedia, Zvicra dhe Kombet e Bashkuara (OKB). Veprimi n\u00eb kuad\u00ebr t\u00eb BE-s\u00eb u nd\u00ebrtua mbi Instrumentin p\u00ebr Asistenc\u00eb\u00a0<\/span><span style=\"font-style: inherit;\">Para-An\u00ebtar\u00ebsimit IPA 2016 q\u00eb do t\u00eb zgjerohet m\u00eb tej. Kapacitetet e rritura n\u00ebn mb\u00ebshtetjen e IPA 2016 p\u00ebr menaxhim m\u00eb t\u00eb mir\u00eb t\u00eb sektorit dhe infrastruktur\u00ebs operative dhe mir\u00ebmbajt\u00ebse do t\u00eb p\u00ebrforcohen m\u00eb tej, pasi veprimi i IPA 2018 shtrihet n\u00eb nj\u00eb afat m\u00eb t\u00eb gjat\u00eb kohor.<\/span><\/p>\n<p>\n<\/div><div class=\"kc-elm kc-css-98815\" style=\"height: 20px; clear: both; width:100%;\"><\/div><div class=\"kc-elm kc-css-220395 kc_text_block\"><\/p>\n<h3><strong>2.1 Konteksti<\/strong><\/h3>\n<p>\n<\/div><div class=\"kc-elm kc-css-857051\" style=\"height: 20px; clear: both; width:100%;\"><\/div><div class=\"kc-elm kc-css-914478 kc_text_block\"><\/p>\n<p>Ekzistojn\u00eb angazhime t\u00eb ndryshme politikash q\u00eb lidhen me sektorin e ujit n\u00eb Shqip\u00ebri t\u00eb nd\u00ebrthurura mes nj\u00eb hierarkie dokumentesh t\u00eb r\u00ebnd\u00ebsishme. Sektori i ujit pasqyrohet n\u00eb Strategjin\u00eb Komb\u00ebtare p\u00ebr Zhvillim dhe Integrim (NSDI) 2015-2020 n\u00eb Shtyll\u00ebn Uji p\u00ebr Njer\u00ebzit &#8211; me objektiva q\u00eb p\u00ebrfshijn\u00eb: (i) sigurimi i mbulimit me rrjet t\u00eb kanalizimeve n\u00eb zonat urbane dhe rurale; (ii) rritjen e numrit t\u00eb familjeve t\u00eb lidhura me trajtimin e uj\u00ebrave t\u00eb ndotura; (iii) zbatimin e parimit t\u00eb rikuperimit t\u00eb plot\u00eb t\u00eb kostos; (iv) rishikimin dhe rregullimin e struktur\u00ebs s\u00eb tarifave t\u00eb ujit; dhe (v) nd\u00ebrtimin e Impjanteve t\u00eb Trajtimit t\u00eb Uj\u00ebrave t\u00eb Ndotura (ITUN) n\u00eb p\u00ebrputhje me Master Planin Komb\u00ebtar p\u00ebr Furnizimin me Uj\u00eb dhe Kanalizime. N\u00eb vitin 2013, Qeveria e Shqip\u00ebris\u00eb kishte miratuar Strategjin\u00eb e Furnizimit me Uj\u00eb dhe Kanalizime (UK) 2011-2017 me asistenc\u00ebn e Bank\u00ebs Bot\u00ebrore, e cila p\u00ebrdit\u00ebsoi Strategjin\u00eb e Sektorit t\u00eb vitit 2003 me vizionin e zhvillimit t\u00eb politikave t\u00eb duhura dhe angazhimit t\u00eb burimeve t\u00eb mjaftueshme p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar ofrimin e sh\u00ebrbimeve t\u00eb uj\u00ebsjell\u00ebs kanalizimeve p\u00ebr t\u00eb shkuar drejt pajtueshm\u00ebris\u00eb me standardet e BE-s\u00eb. Pasi e p\u00ebrcaktoi p\u00ebr donator\u00ebt se sektori i ujit duhet t\u00eb jet\u00eb fokusi kryesor n\u00eb mb\u00ebshtetjen e infrastruktur\u00ebs n\u00eb t\u00eb ardhmen, Qeveria e Shqip\u00ebris\u00eb m\u00eb pas p\u00ebrgatiti nj\u00eb Master Plan gjith\u00ebp\u00ebrfshir\u00ebs t\u00eb investimeve kapitale p\u00ebr sektorin me mb\u00ebshtetjen e KfW. Megjithat\u00eb, n\u00eb nivel komb\u00ebtar, ekziston nevoja p\u00ebr p\u00ebrmir\u00ebsimin\/zgjerimin e dokumenteve kryesore strategjike t\u00eb sektorit. Gjithashtu, ekziston nevoja p\u00ebr t\u00eb zbatuar si\u00e7 duhet Strategjin\u00eb e Menaxhimit t\u00eb Integruar t\u00eb Burimeve Ujore 2018-2027, si dhe p\u00ebr t\u00eb miratuar dhe zbatuar Programin gjith\u00ebp\u00ebrfshir\u00ebs t\u00eb Sektorit Komb\u00ebtar p\u00ebr Ujin, 2018-2030.<\/p>\n<p>\n<\/div><div class=\"kc-elm kc-css-994599\" style=\"height: 20px; clear: both; width:100%;\"><\/div><div class=\"kc-elm kc-css-398264 kc_text_block\"><\/p>\n<h1><strong>2.2 Statusi aktual<\/strong><\/h1>\n<h3><strong>2.2.1 Investimet kapitale dhe nevoja p\u00ebr financim<\/strong><\/h3>\n<p>\n<\/div><div class=\"kc-elm kc-css-930478\" style=\"height: 20px; clear: both; width:100%;\"><\/div><div class=\"kc-elm kc-css-278987 kc_text_block\"><\/p>\n<p>Sektori UK karakterizohet nga kapaciteti i dob\u00ebt i planifikimit dhe programimit duke rezultuar n\u00eb nj\u00eb nivel t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb ul\u00ebt investimesh n\u00eb sistemet e furnizimit me uj\u00eb dhe grumbullimit dhe trajtimit t\u00eb uj\u00ebrave t\u00eb ndotura, krahasuar me k\u00ebrkes\u00ebn e madhe t\u00eb vler\u00ebsuar n\u00eb Strategjin\u00eb UK 2011-2017 (868 milion\u00eb euro p\u00ebr investime kapitale plus z\u00ebvend\u00ebsimin e menj\u00ebhersh\u00ebm t\u00eb infrastruktur\u00ebs s\u00eb d\u00ebmtuar).\u00a0<span style=\"font-style: inherit;\">Ekziston nj\u00eb Kuad\u00ebr Buxhetor Afatmes\u00ebm, q\u00eb mbulon sektorin n\u00eb p\u00ebrgjith\u00ebsi dhe fondet e ndara n\u00eb m\u00ebnyr\u00eb specifike p\u00ebr ministrit\u00eb p\u00ebrgjegj\u00ebse t\u00eb linj\u00ebs . Megjithat\u00eb, buxhetet p\u00ebr sektorin e ujit jan\u00eb ose konstante ose n\u00eb r\u00ebnie, gj\u00eb q\u00eb nuk \u00ebsht\u00eb n\u00eb p\u00ebrputhje me nevojat e sektorit p\u00ebr kapacitete me qellim reformimin e tij, duke p\u00ebrfshir\u00eb rritjen e performanc\u00ebs, p\u00ebrmbushjen e k\u00ebrkesave ligjore dhe harmonizimin progresiv me direktivat e BE-s\u00eb p\u00ebr ujin. Gjithashtu, financat e disponueshme nuk jan\u00eb n\u00eb p\u00ebrputhje me arritjen e objektivave t\u00eb strategjive komb\u00ebtare. Par\u00eb nga perspektiva\u00a0<\/span><span style=\"font-style: inherit;\">buxhetore afatmesme, nj\u00eb pjes\u00eb e konsiderueshme financohet n\u00ebp\u00ebrmjet IFI dhe donator\u00ebve t\u00eb huaj. Kanali komb\u00ebtar i vet\u00ebm i investimeve parashikon nj\u00eb list\u00eb nevojash p\u00ebr investime afatmesme dhe afatgjata (dymb\u00ebdhjet\u00eb projekte t\u00eb propozuara n\u00eb fush\u00ebn UK q\u00eb arrijn\u00eb n\u00eb 648 milion\u00eb euro), por k\u00ebto projekte nuk jan\u00eb finalizuar, nuk kan\u00eb afate kohore dhe as ndonj\u00eb lidhje t\u00eb qart\u00eb me objektivat dhe buxhetet komb\u00ebtare, si dhe kapacitetet komb\u00ebtare p\u00ebrthith\u00ebse t\u00eb financimit<\/span><sup style=\"font-style: inherit;\">1<\/sup><span style=\"font-style: inherit;\">. Megjithat\u00eb, politika komb\u00ebtare e sektorit t\u00eb ujit n\u00eb lidhje me furnizimin me uj\u00eb dhe kanalizimet \u00ebsht\u00eb e r\u00ebnd\u00ebsishme dhe k\u00ebrkon p\u00ebrpjekje t\u00eb r\u00ebnd\u00ebsishme p\u00ebr adresimin e kufizimeve dhe dob\u00ebsive kryesore, ve\u00e7an\u00ebrisht n\u00ebp\u00ebrmjet mekanizmave t\u00eb koordinimit dhe monitorimit t\u00eb sektorit.\u00a0<\/span><span style=\"font-style: inherit;\">Nj\u00eb zbatim progresiv i investimeve parashikohet n\u00eb kuad\u00ebr t\u00eb IPA p\u00ebr Shqip\u00ebrin\u00eb. N\u00eb nj\u00eb faz\u00eb t\u00eb hershme, investimet planifikohen t\u00eb adresojn\u00eb bashkit\u00eb e paracaktuara sipas kritereve t\u00eb\u00a0<\/span><span style=\"font-style: inherit;\">vendosura, duke p\u00ebrfshir\u00eb bashkit\u00eb\u00a0<\/span><span style=\"font-style: inherit;\">Berat-Ku\u00e7ov\u00eb, Elbasan, Fier, Gjirokast\u00ebr, Lezh\u00eb, Lushnj\u00eb, Sarand\u00eb, Shkod\u00ebr, Kam\u00ebz dhe Vlor\u00eb. Vendet ku do t\u00eb zhvillohen p\u00ebrfundimisht projektet dhe objekti i tyre do t\u00eb p\u00ebrcaktohet n\u00eb baz\u00eb t\u00eb studimeve t\u00eb fizibilitetit n\u00eb vazhdim e sip\u00ebr. N\u00eb faz\u00ebn pasuese mund t\u00eb nevojiten fonde shtes\u00eb, si dhe nj\u00eb mekaniz\u00ebm koordinimi n\u00eb shkall\u00eb komb\u00ebtare p\u00ebr p\u00ebrzgjedhjen, zhvillimin dhe zbatimin e projekteve t\u00eb infrastruktur\u00ebs s\u00eb sektorit t\u00eb ujit. Q\u00ebllimi \u00ebsht\u00eb q\u00eb t\u00eb ngrihet nj\u00eb mekaniz\u00ebm i hapur dhe efektiv, i cili mund t\u00eb kanalizoj\u00eb fondet shtes\u00eb n\u00eb bashki p\u00ebr investime t\u00eb q\u00ebndrueshme n\u00eb k\u00ebt\u00eb sektor.\u00a0<\/span><span style=\"font-style: inherit;\">Duke u mb\u00ebshtetur tek Programet e Infrastruktur\u00ebs Bashkiake I-IV, Faza V \u00ebsht\u00eb vendosur nga Qeveria e Shqip\u00ebris\u00eb dhe KfW, me kontribute t\u00eb parashikuara nga donator\u00eb nga\u00a0<\/span><span style=\"font-style: inherit;\">BE-ja dhe Zvicra, me q\u00ebllim rritjen e financimit n\u00eb sektor p\u00ebr zbatimin e investimeve prioritare\u00a0<\/span><span style=\"font-style: inherit;\">t\u00eb identifikuara n\u00eb Master Planin Komb\u00ebtar t\u00eb Uj\u00ebsjell\u00ebs Kanalizimeve dhe kontributin n\u00eb zhvillimin n\u00eb nivel korporate. Master Plani e llogarit nevoj\u00ebn p\u00ebr investime n\u00eb 5 miliard\u00eb euro deri n\u00eb vitin 2040, e barabart\u00eb me 160 milion\u00eb euro kapital n\u00eb vit. Nuk zhvillohen trajnime t\u00eb mjaftueshme t\u00eb punonj\u00ebsve t\u00eb UK-ve, ve\u00e7an\u00ebrisht t\u00eb stafit teknik. Ndihma e dh\u00ebn\u00eb nga donator\u00ebt \u00ebsht\u00eb mjaft e fragmentuar ose e cop\u00ebzuar n\u00eb kuptimin e kapaciteteve dhe zhvillimit institucional.\u00a0<\/span><span style=\"font-style: inherit;\">Pavar\u00ebsisht fondeve t\u00eb dh\u00ebna, nevojat p\u00ebr ndihm\u00eb teknike jan\u00eb shum\u00eb t\u00eb m\u00ebdha.\u00a0<\/span><span style=\"font-style: inherit;\">Vler\u00ebsimet e b\u00ebra p\u00ebr Shqip\u00ebrin\u00eb n\u00eb Master Plan p\u00ebr nj\u00eb afat kohor t\u00eb parashikuar prej 28 vjet\u00ebsh (2013-2040) arrijn\u00eb deri n\u00eb 762 milion\u00eb euro (Tabela 1).<\/span><\/p>\n<p>Sipas vler\u00ebsimit t\u00eb BE-s\u00eb p\u00ebr qasjen ndaj k\u00ebtij sektori, procesi i reform\u00ebs s\u00eb sektorit sa u p\u00ebrket masave institucionale, historikut dhe angazhimit politik \u00ebsht\u00eb nj\u00eb proces i besuesh\u00ebm. Nj\u00eb instrument i till\u00eb do t\u00eb ndihmonte m\u00eb tej n\u00eb p\u00ebrmir\u00ebsimin e sistemit joadekuat t\u00eb shp\u00ebrndarjes (Rehabilitimi dhe P\u00ebrmir\u00ebsimi), dhe do t\u00eb ndihmonte pal\u00ebt e interesuara p\u00ebr t\u00eb p\u00ebrcaktuar m\u00eb mir\u00eb kapacitetin teknik t\u00eb nevojsh\u00ebm p\u00ebr fushat ku do t\u00eb drejtohet investimi.\u00a0<\/span><span style=\"font-style: inherit;\">Shqip\u00ebria me mb\u00ebshtetjen e KfW tashm\u00eb ka miratuar nj\u00eb Master Plan prioritar p\u00ebr vitet n\u00eb vijim deri n\u00eb vitin 2040, dhe ndarja e roleve n\u00eb lidhje me investimet b\u00ebhet sipas nj\u00eb strukture gjysm\u00eb t\u00eb decentralizuar, ku vet\u00eb bashkit\u00eb merren me mbi 80% t\u00eb pun\u00ebs s\u00eb investimeve, kurse Fondi Shqiptar i Zhvillimit (FSHZH) merret me 20% t\u00eb pjes\u00ebs tjet\u00ebr t\u00eb investimeve t\u00eb t\u00eb gjith\u00eb fondeve n\u00eb dispozicion p\u00ebr Investime Kapitale.
