Edi Rama, nd\u00ebr t\u00eb tjera, u ndal dhe te reforma e ujit duke e cil\u00ebsuar si nj\u00eb element shum\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb procesit qeveris\u00ebs t\u00eb k\u00ebtij viti dhe shprehu vullnetin e qeveris\u00eb p\u00ebr ta \u00e7uar p\u00ebrpara k\u00ebt\u00eb reform\u00eb.<\/p>\n

Gjat\u00eb fjal\u00ebs s\u00eb tij, z. Rama dha mesazhe t\u00eb qarta p\u00ebr zbatimin e reform\u00ebs, ku theksoi: \u201cDje, me vendimin e qeveris\u00eb q\u00eb kemi marr\u00eb k\u00ebtu n\u00eb Lezh\u00eb kemi p\u00ebrcaktuar edhe mb\u00ebshtetjen financiare p\u00ebr t\u00eb gjitha familjet n\u00eb nevoj\u00eb p\u00ebr vendosjen e mat\u00ebsve falas dhe pastaj, p\u00ebr t\u00eb subvencionuar pages\u00ebn e ujit. \u00cbsht\u00eb e domosdoshme q\u00eb t\u00eb vazhdojm\u00eb t\u00eb rrisim ndjeshm\u00ebrin\u00eb lidhur me faktin se ky \u00ebsht\u00eb muaji i fundit n\u00eb t\u00eb cilin ata konsumator\u00eb, biznese apo familjar\u00eb q\u00eb kan\u00eb lidhje t\u00eb paligjshme t\u00eb legalizojn\u00eb lidhjet, t\u00eb vendosin mat\u00ebsit, pa asnj\u00eb penalizim. Nd\u00ebrkoh\u00eb q\u00eb duke filluar nga muaji shkurt, kjo gj\u00eb do t\u00eb b\u00ebhet, por do t\u00eb ket\u00eb penalizime dhe pasoja\u201d.<\/em><\/p>\n

Z.\u00a0Rama preku dhe disa nga problematikat q\u00eb kan\u00eb r\u00ebnduar sektorin e ujit, si\u00e7 \u00ebsht\u00eb tejpolitizimi i administrat\u00ebs s\u00eb shoq\u00ebrive uj\u00ebsjell\u00ebs kanalizime, duke i mbingarkuar me paga p\u00ebr individ\u00eb q\u00eb tejkalojn\u00eb nevojat e shoq\u00ebris\u00eb p\u00ebr staf dhe q\u00eb nuk kan\u00eb formimin apo aft\u00ebsit\u00eb e duhura.<\/p>\n

N\u00eb vazhdim fjal\u00ebn e mori Z. Damian Gjiknuri, Minist\u00ebr i Energjis\u00eb dhe Infrastruktur\u00ebs, i cili vler\u00ebsoi r\u00ebnd\u00ebsin\u00eb e ujit si nj\u00eb element jetik p\u00ebr qytetar\u00ebt por dhe infrastrukturor, pasi q\u00eb t\u00eb sigurojm\u00eb furnizimin me uj\u00eb nevojiten investime dhe komponent\u00eb t\u00eb till\u00eb q\u00eb e b\u00ebjn\u00eb t\u00eb mundur, duke e v\u00ebn\u00eb theksin te disiplina financiare p\u00ebr ta paguar dhe mir\u00ebadministrimin p\u00ebr t\u00eb mos e shp\u00ebrdoruar. \u00a0Z. Gjiknuri u t\u00ebrhoqi v\u00ebmendjen bashkive p\u00ebr t\u00eb marr\u00eb rolin e lidershipit n\u00eb k\u00ebt\u00eb proces pasi n\u00eb t\u00eb kund\u00ebrt do t\u00eb jet\u00eb shum\u00eb e v\u00ebshtir\u00eb. \u201cQeveria shqiptare nuk do t\u00eb subvencionoj\u00eb dhe nuk do t\u00eb investoj\u00eb n\u00eb ato nd\u00ebrmarrje uj\u00ebsjell\u00ebs kanalizime dhe n\u00eb ato bashki q\u00eb nuk veprojn\u00eb dhe q\u00eb e quajn\u00eb k\u00ebt\u00eb si nj\u00eb detyr\u00eb t\u00eb qeveris\u00eb<\/em>\u201d, \u2013 tha ministri Gjiknuri.<\/p>\n

M\u00eb pas Z. Gjiknuri b\u00ebri t\u00eb ditur se investimet n\u00eb sektor do t\u00eb b\u00ebhen n\u00eb baz\u00eb t\u00eb perfomanc\u00ebs, prandaj \u00ebsht\u00eb e nevojshme mir\u00ebadministrimi i shoq\u00ebrive uj\u00ebsjell\u00ebs kanalizime. \u201cNdryshe n\u00ebse k\u00ebto uj\u00ebsjell\u00ebsa nuk do t\u00eb mir\u00ebadministrohen ne po p\u00ebrgatisim dhe paket\u00ebn ligjore q\u00eb k\u00ebto uj\u00ebsjell\u00ebsa t\u00eb agregohen, t\u2019i bashkohen uj\u00ebsjell\u00ebsave m\u00eb t\u00eb suksessh\u00ebm, dhe vet\u00eb shteti do t\u00eb marr\u00eb nj\u00eb rol q\u00eb k\u00ebta uj\u00ebsjellesa t\u00eb jen\u00eb performues<\/em>\u201d, \u2013 tha n\u00eb fjal\u00ebn e tij ministri Gjiknuri. \u00a0N\u00eb p\u00ebrfundim, ai falenderoi drejtorin e Uj\u00ebsjell\u00ebs Kanalizime Lezh\u00eb, z. Zef Ma\u00e7i, duke e cil\u00ebsuar si shum\u00eb bashk\u00ebpunues dhe duke e vler\u00ebsuar p\u00ebr mendimet shum\u00eb t\u00eb vyera n\u00eb aspekt t\u00eb reform\u00ebs.\u00a0 \u201cSi\u00e7 kemi shembuj t\u00eb mir\u00eb k\u00ebtu, kemi dhe shembuj\u00a0 negativ\u00eb. K\u00ebto na vlejn\u00eb p\u00ebr t\u2019i treguar t\u00eb tjer\u00ebve se ku ka vullnet dhe ku ka menaxhim t\u00eb mir\u00eb, at\u00ebher\u00eb dhe kjo pun\u00eb q\u00eb quhet m\u00eb e v\u00ebshtir\u00eb jam i bindur q\u00eb do t\u00eb realizohet<\/em>\u201d, \u2013 e mbylli fjal\u00ebn ministri.<\/p>\n

M\u00eb pas fjal\u00ebn e mori z. Zef Ma\u00e7i, Drejtor i UK Lezh\u00eb, i cili deklaroi se fal\u00eb projektit shum\u00eb serioz t\u00eb qeveris\u00eb Shqiptare, qeveris\u00eb Zvicerane, Bank\u00ebs Gjermane p\u00ebr Zhvillim dhe mb\u00ebshtetjes s\u00eb pakursyer t\u00eb bashkis\u00eb Lezh\u00eb, \u00ebsht\u00eb realizuar nj\u00eb projekt strategjik dhe shum\u00eb i r\u00ebnd\u00ebsish\u00ebm i cili prek 45,000 banor\u00eb dhe siguron furnizimin 24 or\u00eb me uj\u00eb t\u00eb pijsh\u00ebm.\u00a0 Z. Ma\u00e7i u ndal te reforma e ujit ku tregoi se jan\u00eb kryer t\u00eb gjitha praktikat ligjore p\u00ebr kalimin ish uj\u00ebsjell\u00ebsave t\u00eb ish nj\u00ebsive administrative pran\u00eb UK Lezh\u00eb, ku kan\u00eb p\u00ebrfunduar kontabilizimet, inventarizimet, jan\u00eb lidhur t\u00eb gjitha kontratat p\u00ebr abonent\u00ebt dhe faturat elektronike me TVSH, konform ligjit. \u00a0Gjat\u00eb vitit 2017 jan\u00eb lidhur 4,500 kontrata t\u00eb reja, jan\u00eb vendosur 4,700 mat\u00ebsa t\u00eb rinj dhe q\u00eb nga 1 n\u00ebntori \u00ebsht\u00eb ngritur nj\u00eb ekip q\u00eb ka studjuar me thell\u00ebsi dhe n\u00eb m\u00ebnyr\u00eb profesionale praktikat q\u00eb do t\u00eb ndiqen p\u00ebr reform\u00ebn, ku po grumbullohen t\u00eb gjitha dokumentat ligjore e administrative q\u00eb reforma t\u00eb jet\u00eb e suksesshme.<\/p>\n

N\u00eb p\u00ebrfundim, drejtor Ma\u00e7i tha: \u201cKjo nuk \u00ebsht\u00eb reforma jon\u00eb n\u00eb fakt, por p\u00ebr njer\u00ebzit. \u00a0N\u00eb k\u00ebt\u00eb reform\u00eb jan\u00eb qytetar\u00ebt q\u00eb do t\u00eb p\u00ebrfitojn\u00eb nd\u00ebrsa ne do t\u00eb marrim p\u00ebrgjegj\u00ebsit\u00eb.\u00a0 N\u00eb rradh\u00eb t\u00eb par\u00eb do t\u00eb reformojm\u00eb uj\u00ebsjell\u00ebsat dhe besoj q\u00eb jemi n\u00eb rrug\u00ebn e duhur. \u00a0Ne kemi ulur humbjet e ujit, jemi nj\u00eb kompani q\u00eb kemi patur nj\u00eb trend rritjeje gjat\u00eb t\u00eb gjith\u00eb viteve p\u00ebrsa i p\u00ebrket treguesve t\u00eb performanc\u00ebs<\/em>\u201d.<\/p>\n

Pas p\u00ebrfundimit t\u00eb takimit, i cili trajtoi dhe \u00e7\u00ebshtje t\u00eb tjera si turizmi, agro-turizmi, infrastruktura, energjia etj, u zhvillua nj\u00eb vizit\u00eb n\u00eb ambjentet e shoq\u00ebris\u00eb UK Lezh\u00eb, ku u vler\u00ebsua me nota shum\u00eb pozitive investimet e kryera dhe mir\u00ebadministrimi i shoq\u00ebris\u00eb.<\/p>\n

On January 12, 2018, in the city of Lezha, the government of Albania organized the first meeting of its cabinet for the year 2018, and on the following day held a meeting with the head of the central and local institutions of Lezha. \u00a0During the meeting, the Prime Minister, Edi Rama, among other issues, focused on the recent water reform as a very important element of this year\u2019s governing process and expressed the determination of the central government towards the progress of this reform.<\/p>\n

During his speech, Prime Minister Rama conveyed clear messages on the implementation of the water reform, emphasizing: \u201cWe determined by government decision here in Lezha to provide financial support to all families in need for installing water meters free of charge and afterwards, in order to subsidize water payments it is necessary to continue awareness increase related to the fact that this is the last month when those consumers, both businesses or families who have illegal water connections to make them legal, place water meters without any penalty. It will be acted similarly, kicking off from February, but penalties and consequences are involved pursuant to the law to all those caught under water-theft criminal offense\u201d.<\/em><\/p>\n

Prime Minister Rama addressed some other issues that have aggravated the water sector, such as the over-politicization of the water utilities administration by overloading them with salaries for individuals who exceed the needs of the company for staff and who do not possess the necessary training or professional skills.<\/p>\n

Further on, Damian Gjiknuri, Minister of Energy and Infrastructure, stressed the importance of water as a vital element for citizens as well as the infrastructure element, since the provision of water supply requires investments and other components to make it possible, emphasizing the discipline of the citizens to pay the bills and to not misuse water.<\/p>\n

Minister Gjiknuri drew attention to municipalities to take the leadership in this process as otherwise it will be very difficult. \u00a0“The Albanian government will not subsidize and will not invest in those water utilities and in those municipalities that do not take the necessary actions and consider it as a task of the local government<\/em>“, – said Minister Gjiknuri.<\/p>\n

Continuing, Minister Gjiknuri said that the investments in the sector will be made based on the utility\u2019s performance, so it\u2019s necessary the proper administration of water utilities.\u00a0 “Otherwise, if these water utilities will be poorly administered, we are preparing the legal framework for these water utilities to be merged and join the most successful utilities, where the Government will have a role in this process<\/em>“, – said in his speech Minister Gjiknuri.<\/p>\n

At the end, he thanked the director of Lezha Water Supply and Sewerage Company (Lezha WSSC), Zef Maci, for his collaboration and appreciated him for the good advice in regard to the reform. “As we have good examples here (in Lezha), we have negative ones as well. These serve us to show to other utilities that if there is good will and management, then even this process that is called the hardest one, I\u2019m convinced it will be achieved<\/em>“, – closed his speech the minister.<\/p>\n

The meeting continued with the speech of Zef Maci, director of Lezha WSSC, who stated that thanks to the serious project co-financed by the Albanian government, Swiss government and German Bank for Development (KfW), as well as with the strong support of Lezha municipality, a strategic and very important project has been implemented which affects 45,000 inhabitants, providing them with 24 hour water supply, seven days a week.<\/p>\n

Mr. Maci focused on the water reform and the work that Lezha WSSC has done to complete all the legal procedures for the transition of the water schemes of former administrative units to Lezha WSSC.\u00a0 During 2017, have been signed 4,500 new contracts and 4,700 new meters have been installed, and since 1st<\/sup> of November, the utility has established a dedicated team that has been managing all the necessary procedures, collection of the legal and administrative documents, with the clear objective: the success of the water reform.<\/p>\n

In conclusion of his speech, director Maci said: “Actually, this is not our reform but for the people. Those who will benefit by this reform are the citizens while we will take the responsibilities.\u00a0 First of all, we will reform the water utilities and I believe that we\u2019re on the right track.\u00a0 We have reduced water losses and our company has achieved a growth trend over the years in terms of key performance indicators.<\/em>”<\/p>\n

After the meeting, which addressed as well other issues such as tourism, agro-tourism, infrastructure and energy, the government cabinet made a visit to the premises of the Lezha WSSC, where they highly appraised the investments done and the good administration of the utility.[:]<\/p>\n","protected":false},"excerpt":{"rendered":"
