Dit\u00ebn e dyt\u00eb, m\u00eb 22 maj, u organizua nj\u00eb seminar p\u00ebr avantazhet e rregullimit ekonomik me pjes\u00ebmarrjen e p\u00ebrfaq\u00ebsuesve nga Organizata p\u00ebr Bashk\u00ebpunim Ekonomik dhe Zhvillim (OECD). \u00a0Diskutimi\u00a0 theksoi r\u00ebnd\u00ebsin\u00eb e krijimit t\u00eb rregullimit ekonomik n\u00eb nivel komb\u00ebtar dhe rajonal, si dhe sfidat konkrete me t\u00eb cilat ballafaqohen rregullator\u00ebt n\u00eb ushtrimin e kompetencave t\u00eb tyre.<\/p>\n

N\u00eb sesionin e par\u00eb, Ngritja e nj\u00eb rregullatori, <\/em>u diskutua mbi kushtet e nevojshme p\u00ebr krijimin e nj\u00eb rregullatori, bazuar n\u00eb p\u00ebrvoj\u00ebn n\u00eb Kroaci dhe Kosov\u00eb.\u00a0 Sesioni i dyt\u00eb, Ruajta e nj\u00eb rregullatori,<\/em> n\u00ebnvizoi sfidat m\u00eb urgjente p\u00ebr rregullator\u00ebt nga qeverit\u00eb, parlamentet dhe aktor\u00ebt komb\u00ebtar\u00eb, bazuar n\u00eb p\u00ebrvoj\u00ebn e Irland\u00ebs dhe Lituanis\u00eb. Sesioni i tret\u00eb, Avancimi i rregullimit ekonomik,<\/em> lejoi ndarjen e vizioneve mbi perspektivat e ardhshme p\u00ebr rregullimin ekonomik t\u00eb sh\u00ebrbimeve t\u00eb ujit, bazuar n\u00eb p\u00ebrvoj\u00ebn e Italis\u00eb dhe Portugalis\u00eb.<\/p>\n Sipas Presidentit t\u00eb WAREG, profesor Andrea Guerrini, “workshopi theksoi nevoj\u00ebn p\u00ebr nj\u00eb qasje t\u00eb p\u00ebrshtatshme ndaj rregullimit, pasi k\u00ebrkohet p\u00ebrshtatja e instrumentave rregullatore dhe strukturave organizative n\u00eb kontekstin specifik p\u00ebr secilin vend. \u00a0Duhet t\u00eb braktiset logjika “nj\u00eb form\u00eb p\u00ebr t\u00eb gjith\u00eb” t\u00eb pakt\u00ebn kur b\u00ebhet fjal\u00eb p\u00ebr rregullimin e sh\u00ebrbimeve t\u00eb sektorit t\u00eb ujit “.<\/p>\n Gjithashtu, gjat\u00eb Asambles\u00eb s\u00eb P\u00ebrgjithshme u miratua Plani Strategjik 3-vje\u00e7ar i WAREG 2020-2022.<\/p>\n Asambleja e P\u00ebrgjithshme e WAREG organizon takime t\u00eb rregullta me \u00e7\u00ebshtje specifike bazuar n\u00eb Planin Vjetor t\u00eb Veprimit. \u00a0ERRU po luan nj\u00eb rol aktiv n\u00eb aktivitetet e zhvilluara nga WAREG, dhe n\u00eb vitet e fundit ka qen\u00eb pjes\u00eb e Grupeve t\u00eb Pun\u00ebs, respektivisht me k\u00ebto tematika, \u201cAnaliz\u00eb e TKP-ve n\u00eb vendet an\u00ebtare t\u00eb WAREG (2017)\u201d; “Regjimet e monitorimit t\u00eb investimeve n\u00eb vendet an\u00ebtare t\u00eb WAREG (2018)”; “Pozicioni i WAREG mbi propozimin p\u00ebr nj\u00eb direktiv\u00eb t\u00eb Parlamentit Evropian dhe t\u00eb K\u00ebshillit mbi cil\u00ebsin\u00eb e ujit t\u00eb destinuar p\u00ebr konsum njer\u00ebzor (2018)”<\/em> dhe “Vendosja e tarifave – struktura dhe metodologjit\u00eb (2019)\u201d.<\/em><\/p>\n WAREG \u00ebsht\u00eb nj\u00eb grupim i rregullator\u00ebve ekonomik\u00eb evropian\u00eb i krijuar p\u00ebr t\u00eb m\u00ebsuar nga p\u00ebrvojat e nj\u00ebri-tjetrit dhe p\u00ebr t\u00eb mb\u00ebshtetur nje rregullim efektiv t\u00eb sektorit t\u00eb ujit pijsh\u00ebm dhe atyre t\u00eb ndotura n\u00eb Evrop\u00eb. \u00a0WAREG u themelua zyrtarisht n\u00eb nj\u00eb takim me disa rregullator\u00eb t\u00eb shteteve t\u00eb ndrysh\u00ebm n\u00eb Milano m\u00eb 23 prill 2015 ku Enti Rregullator i Ujit t\u00eb Shqip\u00ebris\u00eb (ERRU), si an\u00ebtar me t\u00eb drejta t\u00eb plota, ishte nj\u00eb nga rregullator\u00ebt e par\u00eb n\u00eb aktin e themelimit t\u00eb tij.<\/p>\n Sot, WAREG ka 31 an\u00ebtar\u00eb (26 an\u00ebtar\u00eb me t\u00eb drejta t\u00eb plota dhe 5 v\u00ebzhgues) nga vendet evropiane, t\u00eb cil\u00ebt ndajn\u00eb objektivat e bashk\u00ebpunimit t\u00eb tilla si: t\u00eb shk\u00ebmbejn\u00eb dhe t\u00eb ndajn\u00eb praktikat e p\u00ebrbashk\u00ebta; t\u00eb rrisin bashk\u00ebpunimin teknik dhe institucional midis an\u00ebtar\u00ebve t\u00eb WAREG; t\u00eb promovojn\u00eb ngritjen e kapaciteteve, rregullimin e q\u00ebndruesh\u00ebm dhe mbrojtjen e konsumatorit; t\u00eb zhvilloj\u00eb nj\u00eb dialog t\u00eb hapur me institucionet e BE-s\u00eb, si dhe me pal\u00ebt e interesit n\u00eb nivel evropian dhe nd\u00ebrkomb\u00ebtar. <\/em>[:en]On 21-22 May 2019, in Vilnius, Lithuania, the Association of European Water Regulators (WAREG) organized its 18th<\/sup> General Assembly. The event was hosted by the National Commission for Energy Control and Prices of Lithuania.<\/p>\n The Water Regulator Authority of Albania (ERRU), a full member of WAREG since its founding, was represented at the General Assembly by its Chair Mr. Ndricim Shani, who participated among 20 other Regulatory Authorities for water and wastewater services.<\/p>\n During the General Assembly it was represented a report on the role of economic regulators in addressing the capital investment challenges faced by water and wastewater services utilities, that identified a number of key drivers of investment in water infrastructures in Europe, such as: security, sustainability and resilience of water supply, effective wastewater treatment and compliance with environmental standards, appropriate water quality with respect to EU environmental standards, ageing and\/or inadequate infrastructure.<\/p>\n On the second day, 22 May, a workshop was organized about the advantages of economic regulation with the participation of speakers also from the Organization Economic Cooperation and Development (OECD). \u00a0The debate highlighted the rationale of establishing economic regulation at national and regional level, as well as the concrete challenges faced by Regulators in exercising their powers.<\/p>\n The workshop was organized within 3 sessions based on national experiences in Europe.\u00a0 The first session, setting-up a regulator,<\/em> debated the necessary conditions to establish a regulator, based on the experience in Croatia and Kosovo.\u00a0 The second session, maintaining a regulator,<\/em> highlighted the most urging challenges for regulators from governments, parliaments and national stakeholders, based on the experience of Ireland and Lithuania; The third session, advancing economic regulation,<\/em> allowed to share visions on future perspectives for economic regulation of water services, based on the experience of Italy and Portugal.<\/p>\n According to WAREG President, Professor Andrea Guerrini, \u201cthe workshop outlined the need for a contingent approach to regulation, as adapting regulatory tools and organizational structures to each country context is required. \u00a0The \u2018one size fits all\u2019 logic has to be abandoned, at least when dealing with the regulation of the water service\u201d.<\/p>\n Also, during the General Assembly it was approved the 3 Year Strategic Plan 2020-2022 of WAREG.<\/p>\n The General Assembly of WAREG organizes regular meetings with specific issues based on the annual action plan. \u00a0The Water Regulator Authority of Albania plays an active role in the activities developed by WAREG, and during last years, it has been part of some Task Forces respectively in the following topics, \u201cAn analysis of water efficiency KPIs in WAREG members countries (2017), \u201cInvestment monitoring regimes in WAREG Member Countries (2018)\u201d, \u201cWAREG position on the proposal for a directive of the European Parliament and of the Council on the quality of the water intended for human consumption (2018)\u201d, <\/em>and \u201cTariff setting – structures and methodologies (2019).<\/em><\/p>\n The Association of European Water Regulators (WAREG) is a group of economic regulators assembled to learn from each other\u2019s experiences and support the development of the effective regulation of the water and wastewater industry in Europe. \u00a0It was formally established at a meeting of the initial participants in Milan on 23rd <\/sup>April 2015. \u00a0The Water Regulatory Authority of Albania (ERRU), as a full member was one of the first regulators which participated at this time.<\/p>\n Today, WAREG has 31 members (26 full members and 5 observers) from European countries that share objectives of cooperation such as exchange and share common practices;
