Paul Bishop, Drejtor Ekzekutiv i Shoqat\u00ebs s\u00eb Bordeve t\u00eb Certifikimit (ABC) n\u00eb SHBA, pati mund\u00ebsin\u00eb t\u00eb ndante dhe t\u00eb prezantonte p\u00ebrqasjen dhe eksperienc\u00ebn e SHBA\u00a0 n\u00eb Certifikimin e Operator\u00ebve. Detaje teknike n\u00eb lidhje me certifikimin e operator\u00ebve u prezantuan n\u00eb vijim t\u00eb takimit nga Z. Christopher McCord, Menaxher i Trajnimeve dhe Certifikimit, nga Shteti i Washingtonit, i cili po punon me projektin p\u00ebr t\u00eb zhvilluar modelin e Certifikimit Bazuar n\u00eb Testim p\u00ebr Shqip\u00ebrin\u00eb. Performanc\u00ebs<\/li>\n<\/ul>\n<p>SHUKALB planifikon t\u00eb jap\u00eb disa prej k\u00ebtyre kurseve n\u00eb vitin 2016, nd\u00ebrkoh\u00eb q\u00eb Projekti do t\u00eb vazhdoj\u00eb pun\u00ebn n\u00eb zhvillimin e grupit t\u00eb dyt\u00eb t\u00eb kurseve t\u00eb trajnimit t\u00eb identifikuara n\u00eb fillim t\u00eb projektit.[:en]The Project Grant \u201cSustainable Water Sector Capacity Development\u201d awarded to SHUKALB by USAID in October 2014, has completed its first year of implementation.\u00a0 The focus of the Project during this first year has been on development of skills training courses, as well as laying of the foundation for establishing of a test-based certification program for the water supply and sewerage utilities in Albania.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-685\" src=\"http:\/\/shukalb.al\/wp-content\/uploads\/2015\/12\/foto1-300x180.jpg\" alt=\"foto1\" width=\"300\" height=\"180\" \/>The most significant and important accomplishment of the Project during this first year was the signing of a Memorandum of Understanding (MoU) between SHUKALB, the Ministry of Transport and Infrastructure, and USAID, with the purpose of formalizing the commitment of the Government of Albania toward establishing a National Program of Test-Based Certification for the water supply and sewerage sector, with specific requirements for the workforce.\u00a0 Following the signing of the MoU, the Ministry established a Working Group, composed of representatives of the major relevant institutions.\u00a0 The Working Group, under the leadership of the Ministry, and with technical support from the Project, is working to develop the technical aspects, as well as the institutional and legislative ones, for establishing of the certification program.<\/p>\n<p>Another important step in this first year was the establishment of a working partnership between SHUKALB and the Association of Boards of Certification (ABC), which is the organization responsible for setting standards for certification programs in the water and sewerage utilities in the USA.\u00a0 Through this partnership, the Project and SHUKALB as an implementing party is receiving support and know-how from the ABC team in developing the Albanian certification program model.<\/p>\n<p><strong><em>Workshops<\/em><\/strong><\/p>\n<p>Following the partnership with ABC, and with the purpose of raising awareness and sharing information with the concerned parties in the sector and beyond, the Ministry, jointly with SHUKALB, organized several meeting.\u00a0<img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-686\" src=\"http:\/\/shukalb.al\/wp-content\/uploads\/2015\/12\/foto2-300x200.jpg\" alt=\"foto2\" width=\"300\" height=\"200\" \/><\/p>\n<p>The most recent one was the workshop organized on the 9<sup>th<\/sup> of November 2015 with the participation of the donor community in the water sector in Albania, as well as the major institutional stakeholders.\u00a0 The purpose of this workshop was to inform the participants on the progress with the work to establish a Test-based Certification for the operational managers of water supply and sewerage utilities, as well as to lay out the next steps to be taken in this regard.<\/p>\n<p>The meeting was opened and led by the Minister of Transport and Infrastructure, Mr. Edmond Haxhinasto, who said that one of the important components of the reform that the Government of Albania has undertaken in the Water Sector, is the capacity building of the workforce, which provides the vital services of water supply and sewerage.<\/p>\n<p>During the Workshop, Mr. Paul Bishop, Chief Executive Officer of ABC (USA), had the opportunity to share and present the USA approach and experience with Operator Certification.
