N\u00eb p\u00ebrpjekje p\u00ebr t\u00eb arritur nj\u00eb grup sa m\u00eb t\u00eb gjer\u00eb aktor\u00ebsh, n\u00eb drit\u00ebn e reform\u00ebs territoriale administrative q\u00eb hyri n\u00eb fuqi n\u00eb vitin 2015, si dhe reformave t\u00eb sektorit t\u00eb ujit q\u00eb u miratuan s\u00eb fundmi nga Qeveria, SHUKALB zgjeroi ftesat edhe p\u00ebr shoq\u00ebrit\u00eb UK jo-an\u00ebtare n\u00eb rajonin e takimit, si dhe p\u00ebr p\u00ebrfaq\u00ebsues t\u00eb pushtetit lokal n\u00eb t\u00eb nj\u00ebjtin rajon.<\/p>\n

Takimet qen\u00eb nj\u00eb mund\u00ebsi e mir\u00eb p\u00ebr stafin e SHUKALB p\u00ebr t\u00eb prezantuar misionin dhe objektivat e SHUKALB, si dhe aktivitetet dhe projektet e saj. \u00a0Interes t\u00eb ve\u00e7ant\u00eb nga t\u00eb pranishmit ishte njohja me 10 kurset e trajnimit q\u00eb SHUKALB i ka zhvilluar p\u00ebrmes Grant Projektit t\u00eb financuar nga USAID. \u00a0K\u00ebto 10 kurse do t\u00eb jepen duke filluar nga muaji mars i k\u00ebtij viti. \u00a0Gjithashtu stafi i SHUKALB informoi an\u00ebtar\u00ebt dhe t\u00eb ftuarit rreth programit t\u00eb certifikimit t\u00eb operator\u00ebve bazuar n\u00eb testim, t\u00eb cilin Ministria e Transportit dhe Infrastruktur\u00ebs \u00ebsht\u00eb duke e propozuar p\u00ebr ta v\u00ebn\u00eb n\u00eb zbatim me mb\u00ebshtetjen e stafit t\u00eb SHUKALB dhe ekspert\u00ebve nd\u00ebrkomb\u00ebtar\u00eb.<\/p>\n

Pas prezantimit, n\u00eb secilin takim u zhvillua nj\u00eb sesion diskutimi ku t\u00eb pranishmit ngrit\u00ebn pyetje dhe \u00e7\u00ebshtje q\u00eb shqet\u00ebsonin pun\u00ebn e tyre. \u00a0N\u00eb t\u00eb kat\u00ebr takimet rajonale, shqet\u00ebsimet dhe diskutimet p\u00ebrfshinin \u00e7\u00ebshtje si: mbledhja e detyrimeve, nevoja p\u00ebr t\u00eb patur operator\u00eb t\u00eb trajnuar dhe ndikimi i reform\u00ebs territoriale n\u00eb struktur\u00ebn organizative t\u00eb shoq\u00ebrive UK.\u00a0 N\u00eb lidhje me \u00e7\u00ebshtjen e mbledhjes s\u00eb detyrimeve\u00a0 t\u00eb pranishmit diskutuan r\u00ebnd\u00ebsin\u00eb e ngritjes s\u00eb nj\u00eb fushate nd\u00ebrgjegj\u00ebsimi ndaj konsumator\u00ebve p\u00ebr t\u00eb paguar detyrimet e ujit, e nj\u00ebjt\u00eb me fushat\u00ebn nd\u00ebrgjegj\u00ebsuese p\u00ebr pages\u00ebn e detyrimeve t\u00eb energjis\u00eb elektrike.<\/p>\n

Shoq\u00ebrit\u00eb UK an\u00ebtare vler\u00ebsuan pun\u00ebn q\u00eb SHUKALB ka nd\u00ebrmarr\u00eb n\u00eb bashk\u00ebpunim me Ministrin\u00eb e Transportit dhe Infrastruktur\u00ebs, p\u00ebr krijimin e nj\u00eb programi certifikimi bazuar n\u00eb testim p\u00ebr punonj\u00ebsit e sektorit t\u00eb ujit. \u00a0Ata theksuan r\u00ebnd\u00ebsin\u00eb e k\u00ebtij programi p\u00ebr zhvillimin e kapaciteteve t\u00eb burimeve njer\u00ebzore, t\u00eb cil\u00ebt punojn\u00eb p\u00ebr t\u00eb ofruar sh\u00ebrbimet jetike t\u00eb furnizimit me uj\u00eb dhe menaxhimin e uj\u00ebrave t\u00eb ndotur, nd\u00ebrkoh\u00eb q\u00eb nga ana tjet\u00ebr ata duhet t\u00eb mbrojn\u00eb dhe p\u00ebr t\u00eb ruajn\u00eb asetet e infrastruktur\u00ebs s\u00eb ujit. \u00a0An\u00ebtar\u00ebt theksuan gjithashtu r\u00ebnd\u00ebsin\u00eb q\u00eb SHUKALB t\u00eb b\u00ebhet m\u00eb aktive n\u00eb advokimin e interesave t\u00eb shoq\u00ebrive uj\u00ebsjell\u00ebs kanalizime n\u00eb \u00e7\u00ebshtjet me interes p\u00ebr sektorin.<\/p>\n

SHUKALB do t\u00eb vazhdoj\u00eb me organizimin e nj\u00eb Mbledhje t\u00eb Asambles\u00eb n\u00eb fillim t\u00eb muajit shkurt, p\u00ebr t\u00eb shpallur rezultatet e zgjedhjeve t\u00eb Bordit n\u00eb kategorin\u00eb e shoq\u00ebrive uj\u00ebsjell\u00ebs kanalizime, si dhe t\u00eb an\u00ebtar\u00ebve t\u00eb sektorit privat dhe individ\u00ebve profesionist\u00eb.[:en]

In compliance with its Statute, SHUKALB undertook a process for the election for new members to its Board of Directors for the three year term, 2016-2018. In order to conduct the voting process for utility members, and to also to be closer to its members, SHUKALB organized four regional meetings with its member utilities in Tirana, Lezha, Vlora and Korca.<\/p>\n

In an effort to reach out to a wider stakeholder group, in light of the Territorial Administrative Reforms that took effect in 2015, and the Water Sector Reforms that have been recently approved by the Government, SHUKALB also \u00a0extended invitations to non-member utilities in the region of the meeting, as well as local government representatives in the same region.<\/p>\n

The meetings provided a good opportunity for the staff of SHUKALB to present the mission and objectives of SHUKALB, as well as its activities and projects. \u00a0The participants showed a special interest toward the introduction of the 10 training courses that SHUKALB has developed through the Project Grant financed by USAID.\u00a0 These 10 courses will be delivered starting in March of this year.\u00a0 The SHUKALB staff also briefed the members and guests regarding the test-based operator certification program that the Ministry of\u00a0Transport and Infrastructure is proposing to\u00a0implement with the support of SHUKALB staff\u00a0and international experts.<\/p>\n

After the presentations, each meeting was opened to a discussion session where the participants raised questions and issues concerning their work. At the four regional meetings, the concerns and discussions included issues like: debt collection, necessity to have trained operators, and the impact of the territorial administrative reform on the utility organizational structure.\u00a0 Regarding the debt collection issue, all the participants discussed the importance of building an awareness campaign addressed to customers to pay their water bills, similar to the campaign conducted for electric bill payment.<\/p>\n

Member utilities appreciated the work that SHUKALB has undertaken in partnership with the Ministry of Transport and Infrastructure, for establishing a test-based certification program for the workforce of the water sector.\u00a0 They stressed the importance of this program in developing the capacities of the human resources, who work to deliver the vital services of water supply and wastewater management, while on the other hand they have to protect and maintain the water infrastructure assets.\u00a0 The members also stressed the importance for SHUKALB to become more active in advocating the interests of water utilities in issues of concern for the sector.<\/p>\n

SHUKALB will follow up with an Assembly Meeting in the beginning of February, to announce the results of the Board elections from the utility member category, as well as private sector members and professional individuals.[:]<\/p>\n","protected":false},"excerpt":{"rendered":"
