Por ka edhe sfida t\u00eb natyr\u00ebs organizative, administrative, financiare e teknike q\u00eb duhet t\u00eb p\u00ebrballohen n\u00ebse duam q\u00eb t\u00eb arrihet ekonomia e n\u00eb zhvillimin e planeve gjith\u00ebp\u00ebrfshir\u00ebse 5-vje\u00e7are t\u00eb veprimit p\u00ebr p\u00ebrmir\u00ebsimin e performanc\u00ebs p\u00ebr secil\u00ebn Bashki Model.[:en]Albania\u2019s recent Territorial Administrative Reform (TAR) will result in many changes to the water supply and sewerage services of the country\u2019s newly reorganized Local Government Units (LGUs).\u00a0 Before TAR, water services in each urban area were handled by a single utility under the authority of the Municipal Council, while rural areas had multiple approaches to providing water and sewerage services.\u00a0 In some cases water management was provided by a water utility, in others, by the rural Commune itself and in others by community members organizing voluntarily to manage the community\u2019s water supply.\u00a0 Historically, rural areas were not fully covered by water supply services and the utilities operating in those territories were not financially sustainable.<\/p>\n<figure id=\"attachment_780\" aria-describedby=\"caption-attachment-780\" style=\"width: 309px\" class=\"wp-caption alignright\"><a href=\"http:\/\/shukalb.al\/wp-content\/uploads\/2016\/02\/USAID-Model-1.bmp\" rel=\"attachment wp-att-780\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-780 size-full\" src=\"http:\/\/shukalb.al\/wp-content\/uploads\/2016\/02\/USAID-Model-1.bmp\" alt=\"USAID Model 1\" width=\"309\" height=\"196\" \/><\/a><figcaption id=\"caption-attachment-780\" class=\"wp-caption-text\">Presentation by USAID to Mayor Armando Subashi in Fier<\/figcaption><\/figure>\n<p>Now, post-TAR, the new LGUs are responsible for water supply and sewerage services for their entire urban and rural populations, requiring a complete reconsideration of the municipality\u2019s water services infrastructure and management. \u00a0For most LGUs, the recommended approach is to merge the urban and various rural water service providers into a single entity, which offers the benefits of economies of scale.\u00a0 But, there are challenges \u2013 managerial, technical and financial \u2013 that must be addressed if those economies are to be achieved.<\/p>\n<figure id=\"attachment_774\" aria-describedby=\"caption-attachment-774\" style=\"width: 296px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/shukalb.al\/wp-content\/uploads\/2016\/02\/USAID-Model-2.bmp\" rel=\"attachment wp-att-774\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-774 size-full\" src=\"http:\/\/shukalb.al\/wp-content\/uploads\/2016\/02\/USAID-Model-2.bmp\" alt=\"USAID Model 2\" width=\"296\" height=\"230\" \/><\/a><figcaption id=\"caption-attachment-774\" class=\"wp-caption-text\">Presentation by USAID to Mayor Fatos Tushe in Lushnje<\/figcaption><\/figure>\n<p>Over the last months, USAID has worked closely with the Municipality of Elbasan in countering these challenges by assisting local officials with the preparation of a comprehensive, five-year water services transition plan.
