Agjencia e Zbatimit t\u00eb k\u00ebtij programi \u00ebsht\u00eb Fondi Shqiptar i Zhvillimit (FSHZH).<\/p>\n<p>FSHZH dhe Konsulenti Poch &amp; Partners q\u00eb implementojn\u00eb projektin \u201cP\u00ebrgatitja dhe Studimet e Fizibilitetit p\u00ebr Nd\u00ebrtimin\/Rind\u00ebrtimin e Sistemeve t\u00eb Furnizimit me Uj\u00eb n\u00eb Zonat Rurale\u201d organizojn\u00eb nj\u00eb <strong>Thirrje t\u00eb Hapur<\/strong> p\u00ebr projekte q\u00eb kontribuojn\u00eb n\u00eb p\u00ebrmir\u00ebsimin e furnizimit me uj\u00eb t\u00eb popullsis\u00eb rurale t\u00eb bashkive t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>Programi do t\u00eb jet\u00eb i hapur p\u00ebr aplikime nga bashkit\u00eb, n\u00eb bashk\u00ebpunim me shoq\u00ebrit\u00eb Uj\u00ebsjell\u00ebs Kanalizime.\u00a0 Projektet q\u00eb do t\u00eb finacohen do t\u00eb jen\u00eb projekte rehabilitimi ose \/ dhe nd\u00ebrtime t\u00eb reja t\u00eb sistemeve t\u00eb furnizimit me uj\u00eb n\u00eb zona rurale dhe n\u00ebse \u00ebsht\u00eb e aplikueshme, masa emergjente p\u00ebr kanalizimet n\u00eb zonat rurale nga e gjith\u00eb Shqip\u00ebria.<\/p>\n<p>Ky program synon kryesisht rehabilitimin\/nd\u00ebrtimin e skemave t\u00eb m\u00ebdha t\u00eb furnizimit me uj\u00eb q\u00eb i sh\u00ebrbejn\u00eb fshatrave\/grup-fshatrave me nj\u00eb num\u00ebr minimal prej 200 banor\u00ebsh t\u00eb p\u00ebrhersh\u00ebm dhe q\u00eb pritet t\u00eb arrij\u00eb n\u00eb nj\u00eb num\u00ebr prej 75.000 banor\u00ebsh n\u00eb total.\u00a0 Bashkive do t\u2019i k\u00ebrkohet t\u00eb paguajn\u00eb nj\u00eb kontribut minimal prej 10% t\u00eb vler\u00ebs s\u00eb investimit dhe m\u00eb pas t\u00eb organizojn\u00eb funksionimin dhe mir\u00ebmbajtjen e skemave t\u00eb furnizimit me uj\u00eb, n\u00ebp\u00ebrmjet nj\u00eb operatori t\u00eb licensuar duke zbatuar tarifa sociale q\u00eb t\u00eb mbulojn\u00eb t\u00eb pakt\u00ebn koston operacionale t\u00eb sh\u00ebrbimit t\u00eb uj\u00ebsjell\u00ebsit.<\/p>\n<p>P\u00ebrmir\u00ebsimi i furnizimit me uj\u00eb t\u00eb zonave rurale do t\u00eb p\u00ebrputhet me Direktiv\u00ebn 98\/83\/ t\u00eb K\u00ebshillit t\u00eb Evrop\u00ebs n\u00eb 90% t\u00eb fshatrave t\u00eb caktuar , n\u00eb t\u00eb pakt\u00ebn 80% t\u00eb popullsis\u00eb s\u00eb zon\u00ebs s\u00eb projektit dhe 80% e skemave duhet t\u00eb funksionojn\u00eb dhe mir\u00ebmbahen me tarifa t\u00eb pranueshme sociale.<\/p>\n<p>Masat q\u00eb do t\u00eb nd\u00ebrmerren n\u00eb kuad\u00ebr t\u00eb programit p\u00ebrfshijn\u00eb rehabilitimin dhe nd\u00ebrtimin e skemave t\u00eb furnizimit me uj\u00eb t\u00eb cilat p\u00ebrb\u00ebhen nga k\u00ebto komponente:<\/p>\n<ul>\n<li>Nd\u00ebrtimi i skemave t\u00eb reja t\u00eb furnizimit me uj\u00eb me gravitet<\/li>\n<li>Rehabilitimi i skemave ekzistuese t\u00eb furnizimit me uj\u00eb.<\/li>\n<li>Masa emergjente p\u00ebr kanalizimet e uj\u00ebrave t\u00eb zeza me vler\u00eb investimi deri n\u00eb 10% t\u00eb vler\u00ebs totale t\u00eb projekteve.<\/li>\n<\/ul>\n<p>Programi nuk p\u00ebrfshin masa p\u00ebr p\u00ebrpunimin e ujit por vet\u00ebm dezinfektimin e tij.<\/p>\n<p>Realizimi i objektivit p\u00ebr p\u00ebrmir\u00ebsimin e furnizimit me uj\u00eb t\u00eb zonave rurale, n\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb n\u00ebnkupton nj\u00eb sh\u00ebrbim t\u00eb furnizimit me uj\u00eb q\u00eb siguron:<\/p>\n<ul>\n<li>Furnizim me uj\u00eb t\u00eb pijsh\u00ebm higjienikisht t\u00eb past\u00ebr;<\/li>\n<li>Furnizim t\u00eb vazhduesh\u00ebm 24 or\u00eb\/dit\u00eb;<\/li>\n<li>Furnizim t\u00eb q\u00ebndrush\u00ebm, pa nd\u00ebrprerje dhe me presion sipas standardeve;<\/li>\n<li>Sh\u00ebrbim t\u00eb funksionimit dhe t\u00eb mir\u00ebmbajtjes t\u00eb licensuar dhe me tarifa t\u00eb pranueshme sociale t\u00eb cilat mbulojn\u00eb t\u00eb pakten Koston Operacionale.<\/li>\n<\/ul>\n<p>Fondi Shqiptar i Zhvillimit ka l\u00ebshuar nje Thirrje p\u00ebr aplikim n\u00eb dat\u00eb 11 mars 2016, drejtuar 61 bashkive n\u00eb vend.\u00a0 Gjithashtu ka organizuar 4 seminare informimi (n\u00eb Tiran\u00eb: 3 Qarqe 15 NjQV, n\u00eb Kor\u00e7\u00eb: 1 Qark dhe 6 NjQV; n\u00eb Shkod\u00ebr: 4 Qarqe dhe 15 NjQV dhe n\u00eb Vlor\u00eb: 4 Qarqe dhe 25 NjQV), dhe trajnimi t\u00eb stafit t\u00eb bashkiv\u00eb cil\u00ebt do t\u00eb b\u00ebjn\u00eb aplikimin online.\u00a0 P\u00ebr her\u00eb t\u00eb par\u00eb, aplikimi nga NjQV-t\u00eb, ne lidhje me nevojat q\u00eb kan\u00eb p\u00ebr p\u00ebrmir\u00ebsim t\u00eb infrastruktur\u00ebs s\u00eb uj\u00ebsjell\u00ebsve rural, do t\u00eb b\u00ebhet on-line. Afati i fundit i aplikimit, \u00ebsht\u00eb data 25 prill 2016.<\/p>\n<p>&nbsp;<\/p>\n<p>P\u00ebr informacion t\u00eb m\u00ebtejsh\u00ebm, ju lutemi kontaktoni n\u00eb adres\u00ebn e m\u00ebposhtme:<\/p>\n<p>Adresa: Rruga Ismail Qemali 43\/1 kat 7, Tiran\u00eb<br \/>\nEmail: rws@pap.co.at<br \/>\nTel: 04 2243519<\/p>\n<p>&nbsp;[:en]<a href=\"http:\/\/shukalb.al\/wp-content\/uploads\/2016\/04\/ADF.jpg\" rel=\"attachment wp-att-916\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-916\" src=\"http:\/\/shukalb.al\/wp-content\/uploads\/2016\/04\/ADF.jpg\" alt=\"ADF\" width=\"249\" height=\"74\" \/><\/a>The Rural Water Supply Program III (RWSP III) is a continuation of the two previous programs RWSP I and II, and the overall objective is \u201c<strong>To improve the living conditions of the inhabitants in rural areas and support the economic development by improving the supply of drinking water in these areas\u201d<\/strong>.\u00a0 This program is funded by the German Development Bank-KfW, the European Union through the IPA Program, and the Albanian Government. \u00a0The Implementing Agency of this program is the Albanian Development Fund (ADF).<\/p>\n<p>ADF and the Consultant Company, Poch &amp; Partners, are implementing the project, \u201cPreparation and Feasibility Studies for Construction \/ Reconstruction of Water Supply Systems in Rural Areas \u201c.\u00a0 They have organized an <strong>Open Call<\/strong> for projects that contribute to the improvement of water supply to the rural population of Albanian municipalities.<\/p>\n<p>The Program will be open for applications from municipalities, in cooperation with their water supply and sewerage companies.\u00a0 Projects that will be funded will be reconstruction and\/ or new construction of water supply systems in rural areas and, if applicable, emergency measures for sewerage in rural areas across Albania.<\/p>\n<p>This Program is aimed mainly at the reconstruction\/construction of large scheme water supply systems serving villages or groups of village with a minimum of 200 permanent residents, and it is expected to reach a total of 75,000 inhabitants when completed.\u00a0 Municipalities will be asked to contribute a minimum of 10% of the capital investment\u2019s value, and to manage the operation and maintenance of water supply schemes through a licensed operator, applying social fees covering at least the operations and maintenance cost of water supply service.<\/p>\n<p>Improvement of water supply service in rural areas is in compliance with Directive 98\/83\/ of Council of Europe in 90% of defined villages, at least to 80% of the population of the project\u2019s area and 80% of schemes should be operated and maintained through socially acceptable fees.<\/p>\n<p>Measures to be taken under the Program include the reconstruction and\/or construction of water supply systems, which consist of the following components:<\/p>\n<ul>\n<li>Construction of new gravity water supply schemes<\/li>\n<li>Reconstruction of the existing schemes of water supply<\/li>\n<li>Emergency measures for the wastewater sewerage investment with a value up to 10% of the total project value<\/li>\n<\/ul>\n<p>The program does not include measures for water treatment, but only for disinfection.<\/p>\n<p>Achievement of the objective for the improvement of water supply in rural areas, particularly means a water supply service that ensures:<\/p>\n<ul>\n<li>Supply of hygienically clean drinking water<\/li>\n<li>Continuous supply for 24 hours\/day<\/li>\n<li>Sustainable service, without interruptions and with the right water supply pressure, as per the standards<\/li>\n<li>Licensed operation and maintenance service with socially acceptable fees covering at least the operations and maintenance costs.<\/li>\n<\/ul>\n<p>The Albanian Development Fund issued a Call for Applications on 11th March 2016, which it addressed to the 61 municipalities in the country. \u00a0It has also organized four informational workshops (in Tirana: 3 Regions \/15 LGUs; in Korca: 1 Region \/ 6 LGUs; in Shkodra: 4 Regions \/ 15 LGUs; and in Vlora: 4 Regions \/ 25 LGUs), as well as training workshops for the municipal staff that will do the on-line applications. \u00a0For the first time, the application of the LGUs, based on their needs to improve the rural water supply infrastructure, will be done on-line. \u00a0The application deadline is <u>25th April 2016<\/u>.<\/p>\n<p>Further information may be received at the following address:<\/p>\n<p>Address:Str.
