Dit\u00ebn e premte, 29 prill, Kryeministri Edi Rama u takua me p\u00ebrfaq\u00ebsues t\u00eb pushtetit vendor p\u00ebr t\u00eb diskutuar mbi faz\u00ebn e dyt\u00eb t\u00eb reform\u00ebs n\u00eb sektorin e ujit.\u00a0 Kryeministri u ndal gjer\u00ebsisht n\u00eb reform\u00ebn n\u00eb sektorin e furnizimit me uj\u00eb dhe kanalizimeve.\u00a0 M\u00eb posht\u00eb \u00ebsht\u00eb fjala e plot\u00eb e Kryeministrit Rama, marr\u00eb nga faqja zyrtare e kryeministris\u00eb.<\/p>\n

\u201cKy \u00ebsht\u00eb nj\u00eb takim q\u00eb ka nj\u00eb r\u00ebnd\u00ebsi t\u00eb ve\u00e7ant\u00eb p\u00ebr faktin se sot, qeveria shqiptare, n\u00eb bashk\u00ebpunim me t\u00eb gjith\u00eb drejtuesit vendor\u00eb \u00e7el faz\u00ebn e dyt\u00eb t\u00eb Reform\u00ebs Komb\u00ebtare t\u00eb Ujit. \u00cbsht\u00eb nj\u00eb nga reformat e m\u00ebdha q\u00eb ka k\u00ebrkuar nj\u00eb faz\u00eb relativisht t\u00eb gjat\u00eb p\u00ebrgatitore n\u00ebn drejtimin e Ministrit t\u00eb Transportit dhe Infrastruktur\u00ebs dhe me mb\u00ebshtetjen e K\u00ebshillit Komb\u00ebtar dhe Sekretariatit Komb\u00ebtar t\u00eb Ujit, p\u00ebr t\u00eb hyr\u00eb n\u00eb k\u00ebt\u00eb faz\u00eb t\u00eb dyt\u00eb, ku \u00ebsht\u00eb e domosdoshme q\u00eb s\u00ebbashku t\u00eb fillojm\u00eb t\u00eb jet\u00ebsojm\u00eb k\u00ebt\u00eb reform\u00eb, q\u00eb nj\u00ebsoj si disa reforma t\u00eb m\u00ebdha t\u00eb qeveris\u00eb son\u00eb \u00ebsht\u00eb e vonuar prej 20 e kusur vitesh.<\/p>\n

N\u00eb m\u00eb shum\u00eb se 2 vjet qeverisje besoj q\u00eb ia kemi dal\u00eb t\u00eb sh\u00ebnojm\u00eb pik\u00ebn e nj\u00eb kthese transformuese dhe nj\u00eb progres t\u00eb preksh\u00ebm n\u00eb lidhje me rritjen e p\u00ebrmir\u00ebsimin e sh\u00ebrbimit t\u00eb ujitjes dhe t\u00eb kullimit p\u00ebr fermer\u00ebt, n\u00eb lidhje me ndryshimin strukturor t\u00eb menaxhimit t\u00eb sh\u00ebrbimit, p\u00ebr t\u00eb rritur efektshm\u00ebrin\u00eb dhe padyshim, edhe me rritjen e financimit q\u00eb ka sjell\u00eb si rezultat zgjerimin e sip\u00ebrfaqes s\u00eb ujitur dhe impaktin m\u00eb t\u00eb madh tek fermer\u00ebt t\u00eb k\u00ebtij transformimi.<\/p>\n

Rritja e investimeve direkt nga qeveria p\u00ebr sistemin e ujitjes dhe kullimit n\u00eb vitin 2016 sh\u00ebnon nj\u00eb hop t\u00eb r\u00ebnd\u00ebsish\u00ebm sasior, q\u00eb jemi t\u00eb bindur q\u00eb do t\u00eb sjell\u00eb nj\u00eb hop t\u00eb r\u00ebnd\u00ebsish\u00ebm cil\u00ebsor. Faktikisht, investimet sot jan\u00eb 8 her\u00eb m\u00eb shum\u00eb sesa mesatarja e 20 viteve t\u00eb fundit. Ka edhe k\u00ebtu nj\u00eb trash\u00ebgimi shum\u00eb t\u00eb r\u00ebnd\u00eb, pasi n\u00eb 20 vjet infrastruktura e ujitjes dhe kullimit ka degraduar \u00e7do vit dhe nd\u00ebrhyrjet e nj\u00ebpasnj\u00ebshme, t\u00eb reflektuara n\u00eb letra dhe raporte financiare, burimesh t\u00eb ndryshme, nuk kan\u00eb pasur si rezultat rritjen e sip\u00ebrfaqes s\u00eb ujitur.<\/p>\n

N\u00eb 2 vjet t\u00eb qeverisjes son\u00eb, sip\u00ebrfaqja e ujitjes shtohet me 42 mij\u00eb hektar\u00eb. Shqip\u00ebria ka pasur rreth 117 mij\u00eb hektar\u00eb tok\u00eb t\u00eb ujitshme, nd\u00ebrkoh\u00eb q\u00eb n\u00eb p\u00ebrfundim t\u00eb vitit 2016 do t\u00eb kemi prekur 160 mij\u00eb hektar\u00ebt dhe objektivi \u00ebsht\u00eb q\u00eb viti 2017 t\u00eb mbyllet me 200.000 hektar\u00eb, q\u00eb faktikisht \u00ebsht\u00eb pak a shum\u00eb dyfishimi i sip\u00ebrfaqes s\u00eb ujitur brenda nj\u00eb mandati qeveris\u00ebs.<\/p>\n

Nga ana tjet\u00ebr, rritja e investimeve dhe sidomos rritja e sip\u00ebrfaqes s\u00eb ujitshme impakton drejtp\u00ebrdrejt\u00eb prodhimin dhe t\u00eb ardhurat e rreth 160 mij\u00eb fermer\u00ebve dhe familjeve fermere, brenda k\u00ebtij viti.<\/p>\n

Ky vit \u00ebsht\u00eb viti i ndryshimit strukturor n\u00eb menaxhimin e sh\u00ebrbimit t\u00eb ujitjes dhe kullimit, duke shkuar me t\u00eb nj\u00ebjtin rit\u00ebm me reform\u00ebn e territorit dhe me decentralizimin e m\u00ebtejsh\u00ebm, p\u00ebr t\u2019i kaluar bashkive m\u00eb shum\u00eb p\u00ebrgjegj\u00ebsi, shoq\u00ebruar edhe me m\u00eb shum\u00eb financime. \u00a0P\u00ebr t\u00eb afruar sh\u00ebrbimin e ujitjes dhe kullimit me nevojat e fermer\u00ebve n\u00eb territor dhe orientimin e infrastruktur\u00ebs s\u00eb ujitjes dhe kullimit drejt qendrave t\u00eb prodhimit bujq\u00ebsor; P\u00ebr t\u00eb rritur numrin e operator\u00ebve t\u00eb sh\u00ebrbimit t\u00eb infrastruktur\u00ebs s\u00eb ujitjes dhe kullimit, tashm\u00eb jo m\u00eb n\u00eb 13 borde rajonale, por vet\u00ebm n\u00eb 4 t\u00eb tilla dhe n\u00eb 61 nj\u00ebsi bashkiake.<\/p>\n

Nj\u00eb hap i r\u00ebnd\u00ebsish\u00ebm q\u00eb n\u00eb nj\u00eb an\u00eb thellon centralizimin, nga ana tjet\u00ebr krijon mund\u00ebsin\u00eb q\u00eb duke filluar nga ky vit, si\u00e7 ka nisur, bashkit\u00eb t\u00eb jen\u00eb p\u00ebrgjegj\u00ebse p\u00ebr operimin dhe mir\u00ebmbajtjen e skemave t\u00eb plota t\u00eb ujitjes nga burimi ujor n\u00eb kanalet dhe veprat e artit dhe padyshim, edhe n\u00eb kullim nj\u00ebsoj si n\u00eb ujitje.<\/p>\n

Mb\u00ebshtetja e qeveris\u00eb p\u00ebr bashkit\u00eb ka qen\u00eb m\u00eb e madhja e k\u00ebtyre 25 viteve, p\u00ebrsa i p\u00ebrket paket\u00ebs financiare t\u00eb v\u00ebn\u00eb n\u00eb dispozicion t\u00eb ujitjes dhe t\u00eb kullimit. Shum\u00eb shpejt do t\u00eb vihen n\u00eb dispozicionin tuaj, edhe flota e re e mjeteve prej 61 ekskavator\u00ebsh t\u00eb rinj dhe t\u00eb standardeve m\u00eb t\u00eb larta teknike. Kjo i hap rrug\u00eb nj\u00eb transformimi rr\u00ebnj\u00ebsor t\u00eb logjistik\u00ebs, pas trash\u00ebgimis\u00eb absolutisht t\u00eb papranueshme t\u00eb nj\u00eb flote mjetesh t\u00ebr\u00ebsisht t\u00eb amortizuar, t\u00eb cil\u00ebs n\u00eb 15 vjet i \u00ebsht\u00eb shtuar vet\u00ebm nj\u00eb ekskavator i ri.<\/p>\n

Financimi nga buxheti p\u00ebr t\u00eb zgjeruar flot\u00ebn, q\u00eb \u00ebsht\u00eb e gjitha flot\u00eb bashkiake, nuk do t\u00eb mbaroj\u00eb me kaq. N\u00eb vitin e ardh\u00ebm, kjo flot\u00eb do t\u00eb fuqizohet edhe m\u00eb tej.<\/p>\n

Nd\u00ebrsa p\u00ebr pun\u00ebt e dit\u00ebs, ne e kemi v\u00ebn\u00eb n\u00eb dispozicionin tuaj nj\u00eb financim t\u00eb ve\u00e7ant\u00eb, p\u00ebr t\u00eb mb\u00ebshtetur marrjen me qera t\u00eb p\u00ebrkohshme t\u00eb mjeteve. N\u00eb besojm\u00eb q\u00eb vet\u00ebm n\u00eb\u00a0vitin 2016, financimi i sh\u00ebrbimit dhe projektet e investimit p\u00ebr rehabilitimin e kanaleve q\u00eb do t\u00eb rrisin sip\u00ebrfaqen e ujitur me 35 mij\u00eb hektar\u00eb t\u00eb rinj \u00ebsht\u00eb n\u00eb drejtimin absolutisht t\u00eb duhur, p\u00ebr t\u00eb impaktuar drejtp\u00ebrdrejt\u00eb prodhimin dhe pun\u00ebsimin n\u00eb gjith\u00eb hap\u00ebsir\u00ebn rurale t\u00eb bashkive.<\/p>\n

Nga ana tjet\u00ebr, sigurisht q\u00eb bashk\u00ebpunimi mes nesh n\u00ebnkupton edhe detyrime t\u00eb nd\u00ebrsjella. Ne jemi t\u00eb vet\u00ebdijsh\u00ebm p\u00ebr detyrimet tona, jemi t\u00eb vet\u00ebdijsh\u00ebm p\u00ebr nevojat tuaja q\u00eb jan\u00eb gjithmon\u00eb m\u00eb t\u00eb m\u00ebdha se sa mund\u00ebsit\u00eb tona, por edhe ju duhet t\u00eb jeni t\u00eb vet\u00ebdijsh\u00ebm p\u00ebr detyrimet tuaja.<\/p>\n

Ne kemi nj\u00eb objektiv q\u00eb duam q\u00eb t\u00eb jet\u00eb i p\u00ebrbashk\u00ebt dhe do t\u00eb punojm\u00eb bashk\u00eb me ju n\u00eb ekip, pa dallim partiak dhe pa dallim gjeografie, p\u00ebr t\u00eb siguruar uniformitetin e k\u00ebtij transformimi, me q\u00ebllim q\u00eb ta \u00e7ojm\u00eb sip\u00ebrfaqen e ujitshme n\u00eb 200.000 hektar\u00eb, t\u00eb cilat t\u00eb p\u00ebrfaq\u00ebsojn\u00eb t\u00eb gjitha zonat me intensitet t\u00eb prodhimit bujq\u00ebsor. Ajo q\u00eb k\u00ebrkohet prej jush \u00ebsht\u00eb t\u00eb fokusoheni n\u00eb zonat m\u00eb intensive t\u00eb prodhimit bujq\u00ebsor dhe t\u00eb hartoni dhe t\u00eb zbatoni projektet e mir\u00ebmbajtjes dhe t\u00eb rehabilitimit, me mb\u00ebshtetjen e qeveris\u00eb, q\u00eb ne t\u00eb arrijm\u00eb objektivin e p\u00ebrbashk\u00ebt.<\/p>\n

Ashtu sikund\u00ebr, nj\u00ebsit\u00eb bashkiake t\u00eb sh\u00ebrbimit t\u00eb infrastruktur\u00ebs s\u00eb ujit dhe kullimit, pa asnj\u00eb vones\u00eb duhet t\u00eb organizohen dhe t\u00eb vihen n\u00eb efektshm\u00ebri t\u00eb plot\u00eb, n\u00eb var\u00ebsi me specifikat e tyre, natyrisht. Nga tjet\u00ebr, performanca e bashkive mbi treguesit e ujitjes dhe kullimit do t\u00eb jet\u00eb pik\u00ebnisja e mb\u00ebshtetjes financiare p\u00ebr vitin tjet\u00ebr. Nuk do t\u00eb japim vitin e ardhsh\u00ebm, t\u00eb jemi shum\u00eb t\u00eb qart\u00eb n\u00eb k\u00ebt\u00eb pik\u00eb, mb\u00ebshtetje uniforme t\u00eb asnj\u00eb natyre. \u00c7far\u00eb rezultatesh do t\u00eb b\u00ebni sot, do t\u00eb jet\u00eb baza p\u00ebr t\u00eb marr\u00eb financimin nes\u00ebr. Jeni zgjedhur drejtp\u00ebrdrejt\u00eb nga populli n\u00eb t\u00eb gjitha bashkit\u00eb tuaja, keni b\u00ebr\u00eb premtimet tuaja. P\u00ebrsa i takon qeveris\u00eb, qeveria do t\u2019ju siguroj\u00eb t\u00eb gjith\u00eb mb\u00ebshtetjen p\u00ebr realizimin e objektivave t\u00eb p\u00ebrbashk\u00ebta, por askush nuk duhet ta marr\u00eb mb\u00ebshtetjen financiare t\u00eb qeveris\u00eb si t\u00eb padiskutueshme.<\/p>\n

N\u00eb k\u00ebt\u00eb sektor, mb\u00ebshtetja financiare do t\u00eb kusht\u00ebzohet nga rezultatet. Ne jemi t\u00eb vet\u00ebdijsh\u00ebm q\u00eb ajo q\u00eb ka ndodhur me ujitjen dhe me kullimin, por edhe me sektorin e ujit n\u00eb p\u00ebrgjith\u00ebsi, – u fokusova n\u00eb fillim tek ky projekt i madh i ujitjes dhe kullimit, por do flas dhe p\u00ebr ujin e pijsh\u00ebm, – \u00ebsht\u00eb se parat\u00eb e hedhur n\u00eb 20 e kusur vite do t\u00eb kishin mjaftuar jo p\u00ebr t\u00eb ristrukturuar infrastruktur\u00ebn e trash\u00ebguar t\u00eb ujitjes dhe kullimit, por p\u00ebr ta b\u00ebr\u00eb at\u00eb nga e para, sikur Shqip\u00ebria mos t\u00eb kishte asnj\u00eb kanal.<\/p>\n

Fakti q\u00eb ato para nuk kan\u00eb realizuar as objektivin e rikonstruktimit t\u00eb plot\u00eb lidhet drejtp\u00ebrdrejt\u00eb me nj\u00eb korrupsion t\u00eb patreguesh\u00ebm n\u00eb k\u00ebt\u00eb sektor dhe padyshim, me faktin q\u00eb nuk ka pasur asnj\u00eb sistem t\u00eb besuesh\u00ebm kontrolli. P\u00ebr k\u00ebt\u00eb arsye, ne besojm\u00eb se dh\u00ebnia e qart\u00eb e kompetenc\u00ebs tek bashkit\u00eb, duke i dh\u00ebn\u00eb fund gjith\u00eb mbivendosjeve dhe n\u00ebnvendosjeve me shoqata uji dhe histori tjera pafund, \u00ebsht\u00eb hapi i par\u00eb.<\/p>\n

Nga ana tjet\u00ebr, qoft\u00eb n\u00eb sektorin e ujitjes dhe kullimit, qoft\u00eb n\u00eb sektorin e ujit t\u00eb pijsh\u00ebm, k\u00ebto jan\u00eb nd\u00ebrmarrje dhe duhet t\u00eb funksionojn\u00eb si nd\u00ebrmarrje, me t\u00eb nj\u00ebjtat kritere dhe t\u00eb nj\u00ebjt\u00ebn efektshm\u00ebri. K\u00ebto nuk jan\u00eb lop\u00eb p\u00ebr t\u2019u mjel\u00eb nga korrupsioni. Jan\u00eb nd\u00ebrmarrje q\u00eb k\u00ebrkojn\u00eb burime njer\u00ebzore t\u00eb kualifikuara, q\u00eb k\u00ebrkojn\u00eb plane strategjike t\u00eb qarta, q\u00eb k\u00ebrkojn\u00eb nj\u00eb funksionim financiar t\u00eb rregullt dhe q\u00eb do t\u00eb vler\u00ebsohen n\u00eb baz\u00eb t\u00eb rezultateve.<\/p>\n

T\u00eb gjith\u00eb duhet t\u00eb jeni t\u00eb bindur q\u00eb mb\u00ebshtetja jon\u00eb do t\u00eb jet\u00eb e pakufizuar dhe e pakusht\u00ebzuar, e p\u00ebrs\u00ebris, as nga ngjyrat politike, as nga gjeografia.<\/p>\n

Vitin e ardhsh\u00ebm, ju do t\u00eb mb\u00ebshtesni k\u00ebrkes\u00ebn tuaj p\u00ebr m\u00eb shum\u00eb mb\u00ebshtetje, me rezultate. Kush nuk do t\u00eb b\u00ebj\u00eb rezultat, nuk do t\u00eb marr\u00eb asnj\u00eb qindark\u00eb nga qeveria p\u00ebr k\u00ebt\u00eb projekt dhe do t\u00eb p\u00ebrgjigjet atje, p\u00ebrpara popullit q\u00eb e ka zgjedhur, pse nuk ka b\u00ebr\u00eb rezultat. K\u00ebshtu funksionon kudo, k\u00ebshtu do funksionoj\u00eb edhe n\u00eb Shqip\u00ebri.<\/p>\n

P\u00ebrsa i p\u00ebrket uj\u00ebsjell\u00ebs-kanalizimeve, Shqip\u00ebria \u00ebsht\u00eb nj\u00eb nga vendet m\u00eb t\u00eb pasura n\u00eb Europ\u00eb p\u00ebr burimet ujore p\u00ebr frym\u00eb. Kapaciteti aktual i burimeve ujore t\u00eb Shqip\u00ebris\u00eb e tejkalon me her\u00eb, nevoj\u00ebn q\u00eb ka Shqip\u00ebria p\u00ebr uj\u00eb. Edhe k\u00ebtu, trash\u00ebgimia \u00ebsht\u00eb jasht\u00ebzakonisht e r\u00ebnd\u00eb dhe furnizimi me uj\u00eb i qytetar\u00ebve ka ende probleme t\u00eb madhe, sikund\u00ebr ju t\u00eb gjith\u00eb jeni d\u00ebshmitar\u00eb, megjith\u00ebse sistemi i furnizimin me uj\u00eb prodhon 28% m\u00eb shum\u00eb uj\u00eb, sesa \u00ebsht\u00eb nevoja p\u00ebr furnizim. Sot, ky sistem, me gjith\u00eb nevojat q\u00eb ka, prodhon 28% uj\u00eb m\u00eb shume sesa \u00ebsht\u00eb nevoja p\u00ebr uj\u00eb e popullsis\u00eb. P\u00ebr rreth 67% t\u00eb prodhimit t\u00eb ujit n\u00eb vend nuk ark\u00ebtohen t\u00eb ardhura, duke e r\u00ebnduar \u00e7do vit, gjendjen financiare dhe duke rritur \u00e7do vit, humbjet. M\u00eb shum\u00eb se gjysma e humbjeve nuk jan\u00eb teknike, por jan\u00eb vet\u00ebm si pasoj\u00eb e keqadministrimit dhe e vjedhjes. N\u00eb k\u00ebto kushte, 20% e kostove totale operative t\u00eb sistemit jan\u00eb t\u00eb pambuluara nga t\u00eb ardhurat q\u00eb gjeneron sot sistemi.<\/p>\n

Ne kemi investuar n\u00eb k\u00ebto dy vite rreth 160 milion\u00eb dollar\u00eb n\u00eb k\u00ebt\u00eb sektor, nga Shkodra n\u00eb Peshkopi, n\u00eb Elbasan, Berat, apo n\u00eb impiante t\u00eb p\u00ebrpunimit t\u00eb uj\u00ebrave t\u00eb p\u00ebrdoruara n\u00eb Tiran\u00eb, Shkod\u00ebr p\u00ebrs\u00ebri, Durr\u00ebs, etj.. Investimet vazhdojn\u00eb edhe k\u00ebt\u00eb vit. \u00cbsht\u00eb zgjeruar rrjeti i uj\u00ebsjell\u00ebsit me 680 kilometra dhe ai i kanalizimeve me 160 kilometra. Jan\u00eb 50 mij\u00eb lidhje t\u00eb reja n\u00eb rrjetin e uj\u00ebsjell\u00ebsit n\u00eb qytet dhe rreth 7 mij\u00eb lidhje t\u00eb reja n\u00eb fshat dhe 22 mij\u00eb lidhje t\u00eb reja n\u00eb rrjetin e kanalizimeve. 57 mij\u00eb mat\u00ebs konsumi jan\u00eb vendosur.<\/p>\n

Por t\u00eb gjitha k\u00ebto shifra nuk duan t\u00eb thon\u00eb faktikisht asgj\u00eb, sepse n\u00eb fund t\u00eb dit\u00ebs, gjith\u00eb ato kilometra investime nuk mund t\u00eb p\u00ebrkthehen n\u00eb nj\u00eb histori suksesi, n\u00ebse nuk administrohen. Mbi t\u00eb gjitha, ky sektor nuk mund t\u00eb dal\u00eb nga gjendja e falimentit ku \u00ebsht\u00eb, n\u00ebse bashkit\u00eb, t\u00eb cilat kan\u00eb marr\u00eb sot t\u00eb plot\u00eb p\u00ebrgjegj\u00ebsin\u00eb, nuk do t\u00eb nd\u00ebrtojn\u00eb nd\u00ebrmarrje me efi\u00e7enc\u00eb, n\u00ebse n\u00eb sistemin e administrimit t\u00eb uj\u00ebsjell\u00ebsve nuk do t\u00eb b\u00ebhet e nj\u00ebjta gj\u00eb q\u00eb u b\u00eb m\u00eb OSHEE-n\u00eb, ku militantizmi absurd partiak i la vendin p\u00ebrpjekjes s\u00eb p\u00ebrditshme p\u00ebr t\u00eb rritur profesionalizimin dhe p\u00ebr t\u00eb rritur kapitalin njer\u00ebzor me burime njer\u00ebzore t\u00eb vlefshme.<\/p>\n

\u00cbsht\u00eb nj\u00eb proces q\u00eb nuk ka p\u00ebrfunduar dhe do k\u00ebrkoj\u00eb ende disa vite p\u00ebr t\u00eb arritur aty ku duhet, por padyshim duhet filluar me urgjenc\u00eb edhe n\u00eb sistemin e uj\u00ebsjell\u00ebs-kanalizimeve. Un\u00eb nuk besoj se ka shum\u00eb zona n\u00eb Shqip\u00ebri me v\u00ebshtir\u00ebsit\u00eb, por dhe me nivelin e varf\u00ebris\u00eb s\u00eb Mbishkodr\u00ebs. Besoj q\u00eb, nuk mund t\u00eb thot\u00eb kush q\u00eb aty jan\u00eb t\u00eb pasur, p\u00ebrkundrazi, por modeli i menaxhimit \u00ebsht\u00eb i till\u00eb q\u00eb ka garantuar rritjen m\u00eb t\u00eb madhe t\u00eb numrit t\u00eb abonent\u00ebve dhe uljen m\u00eb t\u00eb madhe t\u00eb humbjeve n\u00eb rang vendi, n\u00eb raport me gjith\u00eb nd\u00ebrmarrjet e tjera t\u00eb uj\u00ebsjell\u00ebs-kanalizimeve. Kjo, p\u00ebr nj\u00eb arsye shum\u00eb t\u00eb thjesht\u00eb q\u00eb ne e kemi par\u00eb shum\u00eb qart\u00eb edhe tek beteja p\u00ebr t\u00eb rivendosur ligjshm\u00ebrin\u00eb n\u00eb sektorin e furnizimit me energji elektrike. T\u00eb ndryshojm\u00eb sistemin, \u00e7ka e parasheh gjith\u00eb kjo skem\u00eb, t\u00eb vendosni njer\u00ebzit e duhur n\u00eb krye t\u00eb sistemit dhe jeni t\u00eb sigurt q\u00eb suksesi \u00ebsht\u00eb i garantuar pa asnj\u00eb lloj rezistence, p\u00ebrkundrazi, me mb\u00ebshtetje dhe solidaritet nga njer\u00ebzit, t\u00eb cil\u00ebt sa m\u00eb t\u00eb thjesht\u00eb, sa m\u00eb t\u00eb zakonsh\u00ebm, aq m\u00eb t\u00eb gatsh\u00ebm dhe t\u00eb ndersh\u00ebm, n\u00eb raport me shtetin dhe me bashkin\u00eb. T\u00eb jeni t\u00eb sigurt p\u00ebr k\u00ebt\u00eb.<\/p>\n

Brenda vitit, ne do t\u00eb formalizojm\u00eb programin komb\u00ebtar t\u00eb kapaciteteve dhe t\u00eb certifikimit t\u00eb stafit, si dhe kuadrin ligjor p\u00ebr t\u00eb. Ne nuk do t\u00eb lejojm\u00eb q\u00eb nd\u00ebrmarrjet e uj\u00ebsjell\u00ebsit t\u00eb jen\u00eb fole parazit\u00ebsh, hajdut\u00ebsh dhe njer\u00ebzish pa profesionin e duhur p\u00ebr t\u00eb punuar aty. Sipas ligjit dhe kuadrit t\u00eb k\u00ebsaj reforme, qeveria ka t\u00eb drejt\u00ebn t\u00eb marr\u00eb nj\u00eb nd\u00ebrmarrje n\u00eb zot\u00ebrim, n\u00eb rast se bashkia nuk performon, sepse \u00ebsht\u00eb nj\u00eb sh\u00ebrbim jetik p\u00ebr t\u00eb cilin nuk mund t\u00eb themi \u201cnuk ka problem, le t\u00eb ngelen njer\u00ebzit pa uj\u00eb fare\u201d, me justifikimin se \u00ebsht\u00eb nj\u00eb kryetar bashkie q\u00eb nuk e kupton fare p\u00ebrgjegj\u00ebsin\u00eb e vet, apo \u00ebsht\u00eb i paaft\u00eb q\u00eb ta nxis\u00eb nd\u00ebrmarrjen n\u00eb rrug\u00ebn e transformimit dhe t\u00eb performanc\u00ebs.<\/p>\n

Skema e k\u00ebsaj reforme e lejon bashkimin, pra, uj\u00ebsjell\u00ebs t\u00eb suksessh\u00ebm mund t\u00eb marrin uj\u00ebsjell\u00ebs m\u00eb pak t\u00eb suksessh\u00ebm. N\u00ebse ajo nd\u00ebrmarrje uj\u00ebsjell\u00ebsi performon, ka t\u00eb drejt\u00ebn me ligj dhe n\u00eb kuadrin e k\u00ebsaj reforme t\u00eb marr\u00eb dhe t\u00eb bashkohet me t\u00eb tjera nd\u00ebrmarrje. Uj\u00ebsjell\u00ebsi i Mal\u00ebsis\u00eb s\u00eb Madhe, mund t\u00eb bashkohet me uj\u00ebsjell\u00ebsin e Shkodr\u00ebs, mund t\u00eb blej\u00eb aksione t\u00eb uj\u00ebsjell\u00ebsit t\u00eb Lezh\u00ebs, etj.. I believe that we have managed in more than 2 years of being in office to mark a transformation turning point and tangible progress in terms of boosting and improving the irrigation and drainage service for farmers, structural change of service management, efficiency increase and, certainly, in terms of the increased funding, which has resulted in the expansion of the irrigated area and in the greatest impact of this transformation on the farmers.<\/p>\n

Increasing of investment directly by the government to the irrigation and drainage system in 2016 marks an important quantitative step, for which we are convinced that it will lead to a significant qualitative step. In fact, the investments today are 8 times more than the average of the past 20 years. This sector has also inherited very serious problems, because the irrigation and drainage infrastructure has kept increasingly deteriorating every year over 20 years, while successive interventions as reflected in papers and financial reports and various sources have failed to result in the expansion of the irrigated land.<\/p>\n

Over 2 years of our government, the irrigation area increased by 42,000 hectares. \u00a0Albania had about 117,000 hectares of irrigated land, while at the end of 2016 we will have addressed 160 thousand hectares and the target is to close 2017 with 200,000 hectares, which is actually more or less doubling of irrigated land within a government term.<\/p>\n

On the other hand, the increase of investments and, especially, the expansion of irrigated area have a direct impact on the production and income of around 160,000 farmers and farming families during this year.<\/p>\n

This year is the year of structural change in terms of the management of irrigation and drainage service by going forward with the same pace of the territorial reform and further decentralization to transfer more responsibilities to municipalities combined with more funding to accomplish the following, bring irrigation and drainage services closer to the needs of farmers in the field and guide irrigation and drainage infrastructure towards agricultural production centers; increase the number of service operators of irrigation and drainage infrastructure not in 13 regional boards as it is organized at present, but only 4 such ones and in 61 municipalities.<\/p>\n

An important step, which, on one hand enhances centralization, while on the other it creates the possibility that starting as of this year, just like it has already started, is that municipalities are going to be responsible for the operation and maintenance of the full irrigation schemes from the water source to the canals and works and, undoubtedly, they will be responsible even for the drainage in the same way as for the irrigation.<\/p>\n

Government support for municipalities was the largest of these 25 years in terms of the financial package, which has been made available to irrigation and drainage. The new vehicle fleet of 61 brand new and of the highest technical standards backhoes will be put at your disposal in the very near future. This paves the way to a radical transformation of logistics after the absolutely unacceptable legacy of a fully outdated fleet of vehicles, to which only on backhoe has been added in 15 years.<\/p>\n

Funding from the budget to expand the fleet, which is all a municipal fleet, will not end here. In the next year, this fleet will be even further boosted.<\/p>\n

In the mean time, we have put at your disposal a special financing to support temporary renting of vehicles in terms of daily operations. We believe that financing of the services and investment projects for the channels rehabilitation will increase the irrigated surface area by 35,000 new hectares only in 2016. This is running in the absolutely right direction in order to have a direct impact on the production and employment throughout the rural area of the municipalities.<\/p>\n

On the other hand, cooperation between us certainly implies mutual obligations. We are aware of our obligations, we are aware of your needs, which are always larger than our possibilities, but you should also be aware of your obligations.<\/p>\n

We have a target, which we want to share it together and we will work with you in a team without any political party or geographic distinction in order to ensure the uniformity of this transformation and in order to bring the surface of irrigated land to 200,000 hectares, which includes all areas of agricultural production intensity. What is required of you is to focus on the most intensive areas of agricultural production and to draft and implement maintenance and rehabilitation projects with the government support so that we reach the common target.<\/p>\n

The municipal units of irrigation and drainage service infrastructure must be organized and made fully efficient without any delay by depending certainly on their specifications. On the other hand, the performance of municipalities in terms of irrigation and drainage indicators will be the starting point of the financial support for next year. Let\u2019s be very clear on this point that we will not provide a uniform support of any kind in the next year. The achievements of today will be the basis of getting financing tomorrow. You are directly elected by the people in all your municipalities and you have made your promises. As far as the government is concerned, it will provide all the support to achieve the goals, but no one should consider the government financial support as indisputable.<\/p>\n

Financial support in this sector will be conditioned by the outcomes. We are aware of what has happened to irrigation and drainage, but also to the water sector in general. I first focused on this major project of irrigation and drainage, but I will speak also about drinking water. The money that has been allocated for 20 years or more would have been enough not only to restructure the inherited irrigation and drainage infrastructure, but also to build it from scratch as if Albania has had no channel at all.<\/p>\n

The fact that this money failed to not even reach the target of the complete reconstruction is directly related to an unspeakable corruption in this sector and, of course, to the fact that there was no reliable oversight system at all. For this reason, we believe that step number one is providing the clear power to the municipalities by putting an end to all overlaps and underlaps with water utilities and other never-ending stories.<\/p>\n

On the other hand, both the irrigation and drainage sector, or the drinking water sector, these are companies and they should operate as companies under the same criteria and the same effectiveness. These are not cows to be milked by corruption; they are, instead, companies, which seek trained human resources, which require clear strategic plans, which require regular financial performance and, which will be assessed based on the outcomes.<\/p>\n

We should all be convinced that our support will be unlimited and unconditional, I hereby repeat, not based at all either on any political affiliation or geography.<\/p>\n

Next year, you will back up your application for more support with results. Those who will fail to achieve any results will not receive a single penny from the government for this project and will render account for this failure in front of the people who voted for them. This is how it works everywhere and this is how it will work also in Albania.<\/p>\n

With regard to water and sanitation, Albania is one of the richest countries in Europe in regard to water resources per capita. Albania\u2019s existing capacity of water resources exceeds Albania’s need for water several times. Once again, the inherited conditions and circumstances in this sector included very serious problems and water supply for citizens includes even more serious problems as you all know, although the water supply system produces 28% more water than it needs to supply. Today, this system, despite the needs it has, it produces 28% more water than is necessary for the supply. No revenues are collected for about 67% of water generation of the country, thus deteriorating the financial condition every year and increasing losses every year. More than half the losses are not technical, but only as a result of water mismanagement and stealing. Under these conditions, 20% of the total operating costs of the system are uncovered by the income generated by the system today.<\/p>\n

We have invested in these two years about 160 million dollars in this sector starting from Shkodra and continuing with Peshkopia, Elbasan, Berat, or in waste water treatment plants in Tirana, Shkodra again, Durres, etc. Investments are continuing also this year. The water supply system has expanded with 680 kilometers while the sewer system has expanded by 160 kilometers. 50, 000 new connections have been added to the water supply system in the urban areas and about 7,000 new connections have been added in rural areas and 22,000 new connections to the sewer system. 57,000 water meters have been installed.<\/p>\n

Nevertheless, all these figures actually mean nothing, because at the end of the day, all those kilometers of investment can\u2019t be translated into success stories if they fail to be managed. Above all, this sector can\u2019t emerge from the bankruptcy situation where it is plunged at present if the municipalities, which have now taken full responsibility, fail to establish efficient water utilities, and if the water utilities management will not undergo the same thing like Electrical Energy Distribution Operator (OSHEE), where senseless political partisanship was substituted by the daily efforts to enhance professionalism and human resource capacity building with valuable human resources.<\/p>\n

It is a process that is not finished yet and it will still require several years to reach where it should go. It\u2019s necessary to urgently start with the water supply and sewer system. There can be no systems for political parties\u2019 parasites; there can be no systems to fake employment of persons in paper and to pay salaries to people who do not show up at all at work, or who have no connection at all with the work, which requires such a complex undertaking as is the case of water supply. Therefore, the radical improvement of the management system is the first requirement. Investments should be organized on a new model based on performance, which should be the axis, on which management improvement will rely.<\/p>\n

It is necessary to reach an agreement to implement an action plan where we will give all our support to fundamentally change the situation in the service management, to change financial performance, to increase the hours and quality of supply. There are success models in Albania, which indicate that this is fully possible. There is an excellent model in Kor\u00e7a, there is an excellent model in the Upper Shkodra area where only the managerial capacity has made the difference, and there are also other cases. These are the models, on which we should rely to build the success story.<\/p>\n

Construction of the accountability model for the management and service by the mayor is the principal basis of this reform. The mayor is directly accountable to provide this vital service to citizens and as such, he is directly accountable for the quality of the organization, management and the service of the water utility.<\/p>\n

Support with investments for municipalities in this sector will be based on the individual performance of water utilities of each municipality. Each municipality will compete to benefit from the performance grant, which has a clear formula of distribution, on the basis of which there will be a performance contract on two levels between the central government and the municipality, between the mayor and the director of the water utility that will be appointed there according to the criteria.<\/p>\n

There will be a new approach vis-\u00e0-vis the support with the subsidies for water utilities of the municipalities. Operating subsidies, which are provided to cover operating costs due to losses, mismanagement, etc., which are now for free, that is to say, no matter whether you manage it or not, no matter whether you supply water to the people or not, you bear no responsibility for the expansion of the financial losses gap, you continue to receive subsidy \u2026 this game is over!<\/p>\n

We will replace it only with social subsidy, not a single penny more. Beneficiaries of social subsidy will be only citizens in need who don\u2019t deserve to suffer lack of access to drinking water; citizens who have difficulties to pay their water, for which the government will pay. This will make it possible that these people will be okay like everyone else and not become a burden on municipal water utilities, while it will also get rid of the excuse for failing to subscribe every household as a customer within the service area.<\/p>\n

I do not believe there are many areas in Albania facing the difficulties and the level of poverty like Upper Shkodra. I believe that no one can say that they are rich, but, on the contrary, the management model is the one that has guaranteed the largest increase of the number of customers and the largest reduction of losses in the whole country compared to the rest of water utilities. This is for a very simple reason that we have seen very clearly in the battle to restore legality in the electrical power supply sector. The problem is not the ordinary citizens. The problem is the unprofessional and corrupt persons who manage totally primitive and unreformed structures. The problem is the resource management system. Let\u2019s change system, which all this scheme foresees, assign the right people in charge of the system and be sure that success is guaranteed without any resistance at all, but, on the contrary, it will enjoy the support and solidarity of the people, who the less complicated and more ordinary, the more willing and honest they are in relation to the state and the municipality. Be sure of that.<\/p>\n

We will formalize within a year the national program of capacity and staff certification in addition to the legal framework for it. We will not allow water utilities to be safe heavens for parasites, thieves and people without proper training to work there. Therefore, we will make available to all municipalities this national program of capacity and staff certification and we will strongly support this process through the National Water Supply and Sewerage Agency.<\/p>\n

Next year will be the year of full decentralization of the water supply fund. This means that the government will actually increase direct funding, but it will also increase the oversight over the funding efficiency and certainly this funding will increase based on performance. We will not support corrupt and nonperforming structures, which only incur losses. We will take them under possession instead. Under the law and the framework of this reform, the government has the right to take a water utility under its possession, if the municipality fails to perform, because it is a vital service, for which we can\u2019t say “no problem, let the people remain without water at all” on the grounds that it is a mayor who doesn\u2019t understand his or her responsibility at all, or is unable to encourage the utility to embark on the path of transformation and performance.<\/p>\n

The scheme of this reform allows for merging, therefore, a successful water utility can merge with a less successful water utility. Let me return to Upper Shkodra example. I suggest to everyone to send people there and look at the reality itself how a completely hopeless situation, with all the problems that rural areas of Albania have, with illegal constructions, the demolitions and everything else, is turning into a management model. I am not suggesting Kor\u00e7a where the situation is a little more compact and advanced in social terms, but I am describing a social situation in Albania that is very typical. If a water utility is performing well, then it is entitled by law and under the framework of this reform to take and merge with the other water utility. The water utility of Mal\u00ebsia e Madhe can merge with Shkodra water utility; it can buy the shares of Lezha water utility, etc., therefore operate as a company in the market likewise in the rest of Europe. If Kavaja water utility performs well, it can expand and buy shares from the others. This is the way how things can change based on performance and on the operation rules of companies. These are companies and they are not a partisan unit, or warehouses and shelters for political charity benefits. Our goal is to transform them together with you into real enterprises.<\/p>\n

Municipalities should advance rapidly with the organization and aggregation, with the merger under the new territorial division, where we have decided to start under the principle of not prejudicing anyone.<\/p>\n

There has been much discussion at this stage. We have consulted with international expertise, we have seen all the previous discussions, we have seen all the previous studies, reports strategies, etc.<\/p>\n

Of course, 61 water utilities in a country like Albania are too much. Keep in mind that the water reform across Europe continues and it only merges. Ireland has at present only one water utility for the entire territory in order to increase efficiency, compactness and so on. The reason why we chose this principle is to provide each water utility and municipality with the opportunity to perform and grow by themselves. There are lots of cases in Europe where a very small municipality may have a water utility that covers even larger cities and makes a profit, which is higher than that of the others, because it is the owner. Others receive only the service, while the municipality makes profit as the owner of it. Thus, a very small municipality manages to be a regional water utility.<\/p>\n

We believe that there are other experiences in the country that can be very successful.\u00a0 We can\u2019t tell, for example, the water utility of Mal\u00ebsia e Madhe that you are not a utility anymore, because the water utility will be in Shkodra for the entire north of Albania. This may happen tomorrow, but it should occur as a result of the strongest and the best, which integrates the most vulnerable and less performing to enhance the performance quality across the entire territory.<\/p>\n

We should get prepared starting from now on for the financial support process for funding from the performance based support fund. The criteria are very clear. General Directorate of Water Supply and Sewerage is available to provide you with the entire basis, on which to evaluate performance. It will be an appraisal and not a subjective evaluation where we can say that we are giving more to Shkodra and less to Lezha. Absolutely not! Each utility will receive financial support according to performance.<\/p>\n

Each municipality must start today to cooperate with the Ministry and the Directorate to prepare the social subsidy scheme, from which people in need will directly benefit.<\/p>\n

This has to do with all the illegal connections, but it it\u2019s you who will draft and execute the action plan in terms of how you will handle illegal connections to reduce losses, increase billing and collection, which are the connections to be “legalized” or, which are these connections to be cut off.<\/p>\n

It is a colossal work. Our support is absolute. This reform is a priority for us and we will not remain indifferent, but we will intervene instead under the law in all cases when we will find water utilities failing to perform and we have the right to mediate, to suggest to a successful municipality to take a an unsuccessful water utility and incorporate it in its water utility. And we will do this, no matter whether the mayor is willing or not, because this is a vital service. Anyone who wants the water utility should keep it and make it successful. This is the fundamental and the common goal and I am convinced that this is what every one of you wants, but the work is extremely complex and it really requires experts and very high determination”.[:]<\/p>\n","protected":false},"excerpt":{"rendered":"
