An Avoidable Crisis.<\/strong><\/li>\n<\/ul>\n<p>This Plenary Session will tackle the regional and global issues that the water sector \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 workforce is facing in terms of shortage of skilled professionals and the lack of \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 comprehensive strategies for recognizing and addressing this issue.<\/p>\n<ul>\n<li><strong>Plenary Session 2. EU Water Directive &#8211; Can the Western Balkans Afford to Comply?<\/strong><\/li>\n<\/ul>\n<p>The second Plenary Session will focus on issues of concern to countries, such as Albania, \u00a0 \u00a0 \u00a0 \u00a0 \u00a0as well as other neighboring countries that are in the EU pre-accession phase. The \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0session will mix the perspectives and challenges faced by the different actors that are \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0involved in this process to include central government, local government, water utility, as \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0well as regulatory agencies.<\/p>\n<ul>\n<li><strong>Plenary Session 3. Utility Aggregation and Local Government: Getting Corporate Governance Right.<\/strong><\/li>\n<\/ul>\n<p>The third Plenary Session will bring focus to the importance of applying corporate \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0governance principles in the management and oversight of water utilities, and the role of \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0local governance in guaranteeing that these principles are respected.\u00a0 The panel will \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0present the experiences of relevant professionals from the region.<\/p>\n<ul>\n<li><strong>Plenary Session 4. Water Supply and Sewerage Access and Services: Who Pays for the Poorest of the Poor?<\/strong><\/li>\n<\/ul>\n<p style=\"text-align: left;\">The final Plenary Session will address a delicate and very practical issue, not only for \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 Albania and Kosovo, but the region as well.
