On 3 October 2016, SHUKALB launched the first session of the training course, \u201cBusiness Planning for Performance Improvement\u201d.\u00a0 The course is extremely popular and important to water supply and sewerage utilities as they work to prepare their multi-year business plans for the period 2017-2021.\u00a0 Since the course is very intensive and requires a \u201cteam of senior managers\u201d from each participating utility.\u00a0 Each course requires four sessions over a two month period and therefore on course can only accommodate 5 five utilities.\u00a0 SHUKALB made an extra effort and organized two groups of five utilities each to support as many utilities as possible.\u00a0\u00a0 By the end of the training, the participants will have developed a draft Business Plan for their utility.<\/p>\n

The participants attending the training course were a combination of General Managers, Managers of Finance, Managers of Technical Operations, and Managers of Customer Service.\u00a0 The utilities participating in the first session included water utilities from Lezha, Vau i Dejes, Himara, Gramsh and Peqin. The second group of utilities started the training course on Monday, 10 October.\u00a0 This group consisted of Durres, Korca, Shkoder, Berat-Kucove, and Cerrik.\u00a0 In addition, a three person team from the Albanian Water Regulatory Authority also participated so that they will have a better understanding of the type of business plans that will be presented to the Regulatory Authority when the utilities are requesting a tariff adjustment.<\/p>\n

This training course is extremely important and relevant for water utilities, especially in the framework of the Water Sector Reforms initiated by the Ministry of Transport and Infrastructure, and approved by the Council of Ministers.\u00a0 Having a sound Business Plan that defines specific strategic goals for the utility, and is founded on quantitative performance and financial data is one of the fundamental aspects of moving towards improved management and commercial practices of the water supply and sewerage utilities in Albania.<\/p>\n

An important result of this training course, beyond the importance of the content of the material being presented, is that three of the participants (Himara, Peqin, Cerrik) were financially supported to take the course by the German International Development Agency (GIZ).\u00a0 This is the first time that a donor organization has \u201cpurchased\u201d a training course from SHUKALB for one of its client utilities.\u00a0 SHUKALB has always believed that if it could develop relevant training courses for the water sector, then the donor organizations would find it more cost-effective to integrate SHUKALB\u2019s courses into their overall technical assistance efforts.\u00a0 This therefore creates the ideal \u201cwin-win\u201d situation, since all of SHUKALB\u2019s trainers are local nationals, who develop a trainer-trainee relationship, and their further development adds to the development of the human resources of the country.[:]<\/p>\n","protected":false},"excerpt":{"rendered":"
