On 2, 3, 4 November, SHUKALB in cooperation with SHUKOS (The Water and Wastewater Works Association Kosovo) organized the 4th<\/sup> Balkans Joint Conference and Exhibition titled \u201cWater and Jobs\u201d, at Expocity in Tirana, Albania.\u00a0 The annual event proved again to be the major knowledge sharing and networking event in the Western Balkans water sector.<\/p>\n

With an audience of over 400 participants, coming from 22 different countries throughout the Balkans and Europe, and 70 moderators and speakers, the Conference reached its objective to stimulate the dialogue between different stakeholders.\u00a0 The Conference offered opportunities for water professionals, policymakers, and business professionals from the sector to discuss issues of concern, exchange information, and share their experiences in an effort to help the further development of the water supply and wastewater sector in the Greater Balkan Region.<\/p>\n

The 3-day event started with the Gala Reception held on 2 November, where the President of SHUKALB, Mr. Petrit Tare and the President of SHUKOS, Mr. Ismet Ahmeti, welcomed and greeted the participants.\u00a0 In their speeches, they stated that the Conference theme \u201cWater and Jobs\u201d <\/em>is one of the most discussed topics, which affects all of us who work in this sector and we need to cooperate more with each other and share our best practices.\u00a0 Water knows no state boundaries, and hence our cooperation must extend beyond these boundaries.<\/p>\n

During the Gala of our Annual Conference, it has been a practice of SHUKALB to give two awards, titled, \u201cBoard of Directors Award\u201d and \u201cA Lifetime in the Water Sector Award\u201d to individuals for their contribution to the water sector in Albania and their professional role. The \u201cBoard of Directors Award\u201d was given to Mr. Edmond Haxhinasto, former Minister of Transport and Infrastructure; and the \u201cA Lifetime in the Water Sector Award\u201d was given to Mr. Zef Maci, Director of Water Supply and Sewerage Company of Lezha.<\/p>\n

At the end of the Gala, the Presidents of SHUKALB and SHUKOS signed a joint Memorandum of Understanding, to establish a formal arrangement between the two Assoiations to achieve common objectives in the area of training and capacity development.\u00a0 Under this MOU, SHUKALB and SHUKOS agreed to cooperate in the development of an annual training course delivery schedule, initially based on the training course materials developed by SHUKALB under its USAID Project.<\/p>\n

The Technical Conference Program consisted of 16 thematically diverse sessions organized into 12 different Parallel Sessions and 4 Plenary Sessions, which addressed over 40 presentations. The 12 parallel sessions of the Conference were focused on overall management and technical issues of water supply and sewerage utilities in various aspects, capacity development in the region, challenges of local government in ensuring water and wastewater services, water resources management and emergencies, human resources management, financial gap analysis, drinking water quality management, water loss management, regulatory framework.<\/p>\n

The Conference was greeted at the opening of the first day by USAID\u2019s Representative for Albania, Dr. Catherine Johnson. In her speech, Dr. Johnson emphasized the importance of water and better management of it, while expressing USAID\u2019s support to SHUKALB\u2019s efforts in improving the overall performance of water supply and sewerage services for the citizens of Albania.<\/p>\n

The first keynote address was given by Prof. Guy Alaerts, from the Institute for Water Education in Netherlands. \u00a0Prof. Alaerts shared with the audience the current problems and challenges of the water sector with a focus on developing the workforce of tomorrow.<\/p>\n

The first Plenary Session, of the program was dedicated to \u201cAddressing the Water Sector Work Force Gap \u2013 An Avoidable Crisis\u201d. \u00a0The moderator, Dr. Silver Mugisha, Managing Director of the National Water and Sewerage Corporation of Uganda, opened the session with a presentation regarding the pending Work Force Gap, and the panelists who joined the discussions were representatives from different institutions such as Ms. Maria Teresa Gutierrez, International Labor Organization; Mr. Christopher McCord, Certification Expert, USA; Dorian Xhelili, Vlora Water and Sewerage Company, Albania; and Ms. Albana Idershai,\u00a0representing the Technical Secretariat of the National Water Council, Albania.<\/p>\n

Following the Plenary Session, the program continued with two parallel sessions, the first focused on the Challenges of Local Government in Ensuring Water Supply and Wastewater Services, and the second on Capacity Development in the Region. \u00a0In the next two parallel sessions, the topics of Water Resources Management and Emergencies, and Human Resources Management were presented and discussed.<\/p>\n

The second Plenary Session \u201cEU Water Directives \u2013 Can the Western Balkans Afford to Comply\u201d was moderated by Ms. Patricia Lopez of the Danube Water Program and The World Bank, who raised the issues focused on the challenges and opportunities for the Balkans and compliance with the EU Water Directives. \u00a0The discussion continued with Mr. Ylber Mirta, Ministry of Environment and Physical Planning, Macedonia; Mr. Afrim Lajci, Inter-Ministerial Water Council, Kosova; and Ms. Evis Gjebrea, Water Supply and Sewerage Company of Tirana, Albania. \u00a0Applications of Financial Gap Analysis and Drinking Water Quality Management were the last sessions treated during the first working day of the Conference.<\/p>\n

Ms. Besa Zogaj Gashi, Deputy Minister of Ministry of Economic Development, Kosova<\/em><\/figcaption><\/figure>\n

Ms. Besa Zogaj Gashi, Deputy Minister of Ministry of Economic Development in Kosova, opened the second working day of the Conference. \u00a0The third Plenary Session, \u201cUtility Aggregation and Local Government: Getting Corporate Governance Right\u201d was moderated \u00a0by Mr. Baton Begolli, Advisor to the\u00a0 Office of\u00a0 the Prime Minister in Kosova, who opened the session talking about Utilities and Local Government aggregation. \u00a0To discuss this theme, the invited panelists were Ms. Lindita Sotiri, Ministry of Transport and Infrastructure, Albania; Ms. Jadranka Ivanova, Ministry of Environment and Physical Planning, Macedonia; and Silviu Lacatusu, Romanian Water Association, Romania. The program continued with the Governance and Management of Water Utilities and the Water Loss Management parallel sessions. \u00a0Second parallel sessions were focused on Regulatory Framework, and Commercial and Operational Efficiency.<\/p>\n

The final Plenary Session addressed Water Supply and Sewerage Access and Services: Who Pays for the Poorest of the Poor, which was moderated by Mr. Philip Giantris. \u00a0The Conference program ended with the two last Parallel Sessions \u201cAsset and Infrastructure Management of Water Supply and Sewerage Utilities\u201d and \u201cWastewater Treatment and Environmental Protection\u201d.<\/p>\n

USA Experts involved at \u201cMeet the Experts<\/em><\/figcaption><\/figure>\n

A very interesting event organized by SHUKALB during the 2nd<\/sup> and 3rd<\/sup> day of the Conference, was \u201cMeet the Experts\u201d event which created opportunities for interested Conference participants to meet and exchange ideas and knowledge with the group of USA Experts, who are involved in SHUKALB\u2019s USAID funded Project \u201cSustainable Water Sector Capacity Development in Albania\u201d.\u00a0 The Experts brought different backgrounds and expertise to include water quality, wastewater treatment, utility management, and operator certification.<\/p>\n

Technical Exhibition a Real Success! <\/u><\/strong><\/p>\n

\"Exhibition\"<\/a>Participants at the Conference had the opportunity to visit the largest Technical Exhibition in the history of our annual Conferences.\u00a0 The Exhibition officially opened on the 2nd<\/sup> of November, after the Gala Reception, and continued for two days in parallel with the Technical Program on the 3rd<\/sup> and 4th<\/sup> of November.<\/p>\n

The venue of the event (ExpoCity Albania), which was carefully chosen by the Conference Organizers, proved to be the right choice.\u00a0 It offered the exhibiting companies a wider space of around 800 square meters, and the opportunity for the Conference participants to walk freely and visit the booths.<\/p>\n

The Exhibition gathered 26 private companies coming from nine (9) different countries from the Balkan region, Europe, as well as Israel, which showcased their very latest products, from pipes, pumps, meters, software to engineer consulting and management contractors, ensuring visitors to the event were treated to the best of what this innovative industry has to offer.<\/p>\n

SHUKALB\u2019s Booth Truly Served as a Place to Meet and Greet Friends and Colleagues<\/em><\/figcaption><\/figure>\n

One of exciting experience during the Exhibition was SHUKALB\u2019s Exhibit Booth, which was placed right in the center of the Exhibition Area. \u00a0It offered participants information on many activities conducted by the Association, membership, training courses, programs and projects.\u00a0 Participants were welcomed by the SHUKALB\u2019s staff that was pleased to inform every visitor on the good work the Association is doing in the efforts to improve the water sector in Albania, and answering all questions related to the Association\u2019s activities.\u00a0 Conference participants had the opportunity to look through and review over 30 training course manuals already developed by SHUKALB, as a part of its USAID funded Project, \u201cSustainable Water Sector Capacity Development in Albania\u201d.[:]<\/p>\n","protected":false},"excerpt":{"rendered":"
