Mark Shepherd<\/em><em>.\u00a0 P\u00ebr informacion t\u00eb m\u00ebtejsh\u00ebm mbi IWA-n\u00eb dhe artikuj t\u00eb tjer\u00eb interesant\u00eb, ne ju sugjerojm\u00eb t\u00eb vizitoni linkun<\/em><em>\u00a0<\/em><a href=\"http:\/\/www.iwa-network.org\/\"><em>www.iwa-network.org<\/em><\/a><em>.<\/em>[:en]<img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1744 alignleft\" src=\"http:\/\/shukalb.al\/wp-content\/uploads\/2017\/10\/treguesit-300x227.png\" alt=\"treguesit\" width=\"300\" height=\"227\" \/><\/p>\n<p>High levels of water losses in distribution systems (both real and apparent losses) continue to burden water companies and customers around the world: water losses vary from very low to unsustainably high. \u00a0Pressure management, and finding and fixing leaks to reduce real (physical) losses are part of a straight forward way of addressing water quality issues, as well as addressing water conservation. \u00a0Despite much progress being made towards addressing water losses in distribution systems, losses continue to exceed economic levels.<\/p>\n<p>At the recent IWA Specialist Conference on Benchmarking and Performance Assessment in Vienna, Austria, it was stated that, \u201c<em>Everyone knows the percentage of System Input Volume\u00a0must not be used for target-setting and\/or making technical comparisons<\/em>\u201d. Nevertheless, the percentage of System Input Volume (SIV) and percentage of Water Supplied (equal to SIV minus the water exported) continue to be used for these purposes, predominantly because they are traditional and easy to calculate.<\/p>\n<p>The 3<sup>rd<\/sup>\u00a0Edition of the IWA Manual of Best Practice\u00a0<em>Performance Indicators for Water Supply Systems,<\/em>\u00a0published this year, lists three reliable indicators that are available for real losses:<\/p>\n<ul>\n<li>Real Losses per connection (liters\/conn\/day when system is pressurized) for urban distribution systems;<\/li>\n<li>Real Losses per main length (liters\/km\/day when system is pressurized) for bulk supply and low service connection density (rural) distribution systems; and<\/li>\n<li>Infrastructure Leakage Index (ILI): the ratio between actual real losses and an estimate of the minimum real losses \u2013 calculated using the Unavoidable Annual Real Losses (UARL) formula \u2013 that could be technically achieved for the system operating pressure, average service connection length, and service connection density.<\/li>\n<\/ul>\n<p>This message is supported by the European Union\u2019s\u00a0<em>Good Practices on Leakage Management<\/em>, which conforms to the IWA indicators. It also provides additional guidance on \u2018Fit for Purpose\u2019 performance indicators for differing operational objectives and a footnote assists in choice of urban systems or rural systems.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-1745 alignleft\" src=\"http:\/\/shukalb.al\/wp-content\/uploads\/2017\/10\/chart1-300x128.png\" alt=\"chart1\" width=\"270\" height=\"115\" \/><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-1746\" src=\"http:\/\/shukalb.al\/wp-content\/uploads\/2017\/10\/chart2-300x124.png\" alt=\"chart2\" width=\"269\" height=\"111\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>The Fit for Purpose performance indicators are increasingly accepted within Europe and available to be used internationally as volumetric performance indicators for target-setting and tracking progress; the ILI for technical performance comparisons between systems; and the UARL as a measure \u2018how low can you go\u2019.<\/p>\n<p>As water professionals, we have a duty to reinforce earlier international messages, which have been discussed for more than three decades, that expressing real losses as the percentage of SIV gives a misleading perspective of true performance because it is strongly influenced by changes and differences in consumption, which may vary substantially seasonally and from one year to another, and is not under the control of the utility; it does not make allowance for any system-specific key factors (see second Table above); and gives misleading perspective of true performance.<\/p>\n<p>Water Loss Control professionals have recently launched a new initiative aimed at ending the use of the percentage of SIV in the sector.\u00a0 <a href=\"http:\/\/www.leakssuite.com\/kpis-fit-for-purpose\/pros-abandon-percents-of-siv\/\"><strong>Professionals Abandon Percentages of SIV<\/strong><\/a>\u00a0contains numerous international examples showing that using the percentage of SIV is a misleading performance indictor for leakage.
