{"id":3912,"date":"2018-05-21T13:27:04","date_gmt":"2018-05-21T13:27:04","guid":{"rendered":"http:\/\/shukalb.al\/?p=2092"},"modified":"2018-05-21T13:27:04","modified_gmt":"2018-05-21T13:27:04","slug":"call-for-identification-of-potential-trainers-and-moderators","status":"publish","type":"post","link":"https:\/\/shukalb.al\/?p=3912&lang=en","title":{"rendered":"Request for Expressions of Interest &#8211; Potential Trainers and Moderators"},"content":{"rendered":"<p><a href=\"http:\/\/shukalb.al\/wp-content\/uploads\/2018\/05\/Leterhead-Shqip.jpg\" rel=\"attachment wp-att-2085\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-2085 size-full\" src=\"http:\/\/shukalb.al\/wp-content\/uploads\/2018\/05\/Leterhead-Shqip.jpg\" alt=\"Leterhead Shqip\" width=\"1428\" height=\"184\" \/><\/a><\/p>\n<p style=\"text-align: center;\"><strong>Call for Identification of Potential Trainers and Moderators<\/strong><\/p>\n<p><strong>I. \u00a0Introduction<\/strong><\/p>\n<p>Water Supply and Sewerage Association (SHUKALB) has recently joined the <em>Regional Capacity <\/em><em>Development Network (RCDN) for Water and Sanitation Services (WSS) <\/em>project<em>, <\/em>implemented by International Association of Water Supply Companies in Danube River Catchment Areas (IAWD), Network Associations of Local Authorities of South East Europe (NALAS), and AQUASAN Network in Bosnia and Hercegovina (AQUASAN).<\/p>\n<p><em>RCDN <\/em>aims at increasing the effectiveness and efficiency of the water utilities in the Western Balkans, contributing to better service provision with larger numbers of population groups getting access to drinking water and sanitation services and meeting the EU environmental Acquis Communautaire.<\/p>\n<p>The project envisages establishment of RCDN Pool of Trainers and Moderators, comprised of experienced water and sanitation trainers and moderators from the Western Balkan countries (Albania, Bosnia and Hercegovina, Kosovo, Macedonia, Montenegro, Serbia,) who will be available to offer and support the RCDN partner associations, Local Government Associations (LGAs) and Association of Public Utility Companies (APUCs) and RCDN Project Implementation Team Associations NALAS, IAWD and AQUASAN, in the development and delivery of RCDN Capacity Development products.<\/p>\n<p><strong>II. \u00a0Aim of the Call<\/strong><\/p>\n<p>The aim of this call is to initiate the process of establishment of the RCDN Pool of Trainers and Moderators by identification of experienced water and sanitation trainers and moderators in the project countries, proposed by the partner associations. The shortlisted trainers and moderators will be further offered opportunities for cooperation and participation in the RCDN Pool of Trainers and Moderators and they will be pooled and further trained in order to deliver the RCDN products in the project countries by using RCDN Quality Standards.<\/p>\n<p><strong>III. \u00a0Required Profile and Competences of RCDN Trainers<\/strong><\/p>\n<p>1. The RCDN trainer is highly experienced, with hands-on knowledge of LGU and\/ or PUCs&#8217; \u00a0 \u00a0 \u00a0 \u00a0 \u00a0functioning and management, including processes, procedures, organizational aspects, the \u00a0 \u00a0 \u00a0current status and needs for human capacity development, and challenges, trends and \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0opportunities for improvements, particularly in the various specific areas related to water \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0and sanitation services.<\/p>\n<p>2. The RCDN trainer should possess the following competencies:<\/p>\n<p><strong><u>Sector competence:<\/u><\/strong> Experience in functioning of LGU\/PUC, with particular experience in or related to:<\/p>\n<ul>\n<li>Performance improvement of PUCs in water supply and sanitation sector, and\/or<\/li>\n<li>Efficient utility and\/or infrastructure management, and\/or<\/li>\n<li>Capacity Development, with focus on training and other human capacity development formats (e.g. peer exchange, peer learning, etc.);<\/li>\n<li>Experience in preparation and implementation of infrastructure investment projects of International Finance Institutions (IFIs) or various donors (e.g. EU programmes and funding mechanisms) is considered as an asset, and<\/li>\n<li>Working experience in the context of EU accession and integration will also be considered as an asset.<\/li>\n<\/ul>\n<p>The RCDN trainer should demonstrate professional experience of at least 5 years in one of the areas mentioned above (presented in her\/his\u2019 Curriculum Vitae (CV) in EU template and proved with corresponding references).<\/p>\n<p><strong><u>Methodological competence:<\/u><\/strong> Experience within the field of Capacity Development (focus training) at the local level, with specific working experience in delivery of trainings as well as facilitation focusing on:<\/p>\n<ul>\n<li>Participatory approaches;<\/li>\n<li>Didactic and pedagogical knowledge, with focus on adult-oriented learning approach;<\/li>\n<li>Training concept development and design of training measures; and<\/li>\n<li>Delivery of training measures and other competence development measures.<\/li>\n<\/ul>\n<p>The RCDN trainer should demonstrate that she\/he has delivered at least 10 trainings to LGU\/PUC participants (proved with corresponding references).<\/p>\n<p><em>Note:<\/em> The shortage in the number of delivered trainings might be compensated with demonstration of strong technical experience.<\/p>\n<p><strong><u>Language skills:<\/u><\/strong> Fluency in English. Ability to conduct trainings in English is an asset;<\/p>\n<p><strong><u>IT skills:<\/u><\/strong> MS Office (Word, Excel, PowerPoint).<\/p>\n<p>3. The RCDN trainer should have a University Degree in an area relevant to the improvement \u00a0 \u00a0 \u00a0 of water and sanitation service sector in LGAs and PUCs (e.g. social sciences, public \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 administration, business administration, water and sanitation engineering and management).<\/p>\n<p>4. Participation in Generic Training of Trainers (ToT) will be considered as an asset.<\/p>\n<p><strong>IV. \u00a0 Required Profile and Competences of RCDN Moderators<\/strong><\/p>\n<p>1. The RCDN moderator is highly experienced in moderation of events specifically related to \u00a0 \u00a0 \u00a0 \u00a0 \u00a0LGU and\/ or PUCs&#8217; functioning and management, as well as challenges, trends and \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0opportunities for improvements, particularly in the various specific areas related to WSS.<\/p>\n<p>2. The RCDN moderator should possess the following competencies: <strong><u>Sector competence:<\/u><\/strong>\u00a0 \u00a0 \u00a0 \u00a0 \u00a0Knowledge in functioning of LGU\/PUC, in particular related to:<\/p>\n<ul>\n<li>Performance improvement of PUCs in WSS sector, and\/or<\/li>\n<li>Efficient utility and\/or infrastructure management, and\/or<\/li>\n<li>Local governance, and<\/li>\n<li>Capacity Development, with focus on training and other human capacity development formats (e.g. peer exchange, peer learning, forum, community of practice, stakeholders dialogue, conference and etc.);<\/li>\n<li>Experience in preparation and implementation of infrastructure investment projects of International Finance Institutions (IFIs) or various donors (e.g. EU programmes and funding mechanisms) is considered as an asset, and<\/li>\n<li>Working experience with various donors in the context of EU accession and integration will also be considered as an asset.<\/li>\n<\/ul>\n<p>The RCDN moderator should demonstrate professional experience of at least 5 years in one of the areas mentioned above (presented in her\/his\u2019 Curriculum Vitae (CV) in EU template and proved with corresponding references).<\/p>\n<p><strong><u>Methodological competence:<\/u><\/strong> Experience in moderation of CD measures, specifically on:<\/p>\n<ul>\n<li>Participatory approaches;<\/li>\n<li>Didactic and pedagogical knowledge, with focus on adult-oriented learning approach;<\/li>\n<li>Concept development and design for moderation of competence development measures; and<\/li>\n<li>Moderation of events and other competence development measures.<\/li>\n<\/ul>\n<p>The RCDN moderator should demonstrate that she\/he has moderated at least 10 events with LGU\/PUC participants (proved with corresponding references). Experience with moderation of specific events with large number of participants (more than 50) and different stakeholders including high level positions, will be considered as and asset.<\/p>\n<p><strong><u>Language skills<\/u><\/strong><u>:<\/u> Fluency in English. Ability to moderate events in English is an asset; <strong><u>IT skills:<\/u><\/strong> MS Office (Word, Excel, PowerPoint).<\/p>\n<p>3.
