Me dat\u00eb 8 Maj 2018, n\u00eb Tiran\u00eb, Agjencia Komb\u00ebtare e Uj\u00ebsjell\u00ebs Kanalizimeve (AKUK) organizoi nj\u00eb takim me perfaq\u00ebsues t\u00eb shoq\u00ebrive uj\u00ebsjell\u00ebs kanalizime, pushtetit vendor, donator\u00eb, dhe aktor\u00eb t\u00eb tjer\u00eb t\u00eb sektorit.\u00a0 Q\u00ebllimi i takimit ishte t\u00eb prezantohej mbi ecurin\u00eb e zbatimit t\u00eb aksionit p\u00ebr ujin, sfidat dhe prioritetet e qeveris\u00eb, situat\u00ebn e p\u00ebrgjithshme dhe vler\u00ebsimin e performanc\u00ebs s\u00eb sektorit dhe shoq\u00ebrive t\u00eb Uj\u00ebsjell\u00ebs Kanalizimeve.<\/p>\n

N\u00eb takim mor\u00ebn pjes\u00eb Z. Damian Gjiknuri, Minist\u00ebr i Infrastruktur\u00ebs dhe Energjis\u00eb (MIE), dhe Z. Hantin Bonati, Zv. Minist\u00ebr i MIE,\u00a0 dhe u drejtua nga Z. Arben Sk\u00ebnderi, Drejtor i AKUK dhe Znj. Vilma Bibolli, Drejtore, Drejtoria e Monitorimit dhe Benchmarking, AKUK.<\/p>\n

Ministri Gjiknuri n\u00eb fjal\u00ebn e tij u ndal te rezultatet e \u201caksionit p\u00ebr ujin\u201d t\u00eb nd\u00ebrmarr\u00eb s\u00eb fundmi, duke theksuar se rezultatet kan\u00eb qen\u00eb t\u00eb ndryshme ku disa bashki kan\u00eb m\u00eb tep\u00ebr rezultat, nd\u00ebrsa t\u00eb tjera nuk kan\u00eb dh\u00ebn\u00eb shum\u00eb.\u00a0 \u201cDisa rezultate paraprake jan\u00eb dometh\u00ebn\u00ebse, pra jan\u00eb mbi 25 mij\u00eb e 300 kontrata t\u00eb reja t\u00eb lidhura. Jan\u00eb mbi 55 mij\u00eb uj\u00ebmat\u00ebs t\u00eb instaluar dhe nd\u00ebrkoh\u00eb duhen t\u00eb jen\u00eb edhe 300 mij\u00eb t\u00eb tjera q\u00eb duhet t\u00eb instalohen. \u00a0Jan\u00eb 9 milion\u00eb euro t\u00eb tjera t\u00eb ardhura nga aksioni<\/em>\u201d, \u2013 tha Ministri Gjiknuri.<\/p>\n

N\u00eb vazhdim, Ministri Gjiknuri theksoi nevoj\u00ebn p\u00ebr rritjen e kapaciteteve t\u00eb njer\u00ebzve q\u00eb punojn\u00eb n\u00eb shoq\u00ebrit\u00eb uj\u00ebsjell\u00ebs kanalizime, duke iu referuar pun\u00ebs q\u00eb SHUKALB po b\u00ebn n\u00eb partneritet me MIE n\u00eb kuad\u00ebr t\u00eb projektit t\u00eb financuar nga USAID, p\u00ebr krijimin e nj\u00eb Programi Certifikimi t\u00eb bazuar n\u00eb testim p\u00ebr stafin e shoq\u00ebrive uj\u00ebsjell\u00ebs kanalizime.\u00a0 \u201cMe donator\u00ebt po bashk\u00ebpunojm\u00eb p\u00ebr trajnimin e gjith\u00eb stafeve t\u00eb uj\u00ebsjell\u00ebsve sidomos stafeve manaxheriale dhe ka nj\u00eb program, nj\u00eb marr\u00ebveshje tashm\u00eb t\u00eb dakord\u00ebsuar edhe me USAID-in p\u00ebr certifikimin e tyre.\u00a0 Nuk mund t\u00eb jet\u00eb menaxher uj\u00ebsjell\u00ebsi nj\u00eb person i cili nuk ka dijeni minimale n\u00eb menaxhimin e nj\u00eb nd\u00ebrmarrjeje, qoft\u00eb nga pik\u00ebpamja mund t\u00eb jet\u00eb me background teknik inxhinier, po qoft\u00eb nga pik\u00ebpamja e menaxhimit ekonomik. Shpesh her\u00eb ndodhemi para fakteve q\u00eb stafi menaxherial aty nuk ka asnj\u00eb arsim apo eksperienc\u00eb q\u00eb mund t\u00eb p\u00ebrputhet me menaxhimin e nj\u00eb korporate publike<\/em>\u201d, \u2013 tha Ministri Gjiknuri.<\/p>\n

Pas fjal\u00ebs s\u00eb Ministrit Gjiknuri takimi vazhdoi sipas pikave t\u00eb axhend\u00ebs ku u prezantua analiza e performanc\u00ebs s\u00eb sektorit p\u00ebr vitin 2017, e paraqitur n\u00eb m\u00ebnyr\u00eb grafike n\u00eb powerpoint, duke u ndalur n\u00eb tema si:\u00a0 bilanci i ujit t\u00eb pijsh\u00ebm, zgjerimi i sh\u00ebrbimeve, struktura e kostos, situata financiare e sektorit, investimet sipas natyr\u00ebs dhe burimit t\u00eb financimit, impakti i investimeve n\u00eb zgjerimin a sh\u00ebrbimeve UK dhe ITUN, vler\u00ebsimi krahasues i performanc\u00ebs s\u00eb shoq\u00ebrive UK, etj.[:en]

On May 8th<\/sup>, 2018, in Tirana, the National Water Supply and Sewerage Agency (AKUK) organized a meeting with representatives of water supply and sewerage utilities, local government, donors, and other stakeholders in the water sector in Albania.<\/p>\n

The purpose of the meeting was to present on the progress of the action for water implementation, government\u2019s challenges and priorities, the general situation and performance evaluation of the sector and water supply and sewerage companies.<\/p>\n

The meeting was attended by Mr. Damian Gjiknuri, Minister of Infrastructure and Energy (MIE) and Mr. Hantin Bonati, Deputy Minister of MIE, and it was chaired by Mr. Arben Skenderi, Director of AKUK and Ms. Vilma Bibolli, Director, Directorate of Monitoring and Benchmarking, AKUK.<\/p>\n

In his speech Minister Gjiknuri focused on the results of the recent \u201caction for water\u201d, pointing out that some municipalities have achieved good results, while others haven\u2019t done much. \u00a0“Some preliminary results are significant. There have been signed over 25,300 new contracts, over 55,000 water meters have been installed, while 300,000 more need to be installed. In total, there are 9 million Euro revenues collected from the action<\/em>“, – said Minister Gjiknuri.<\/p>\n

In addition, Minister Gjiknuri addressed the need for raising the capacities of the people who work in the water supply and sewerage companies, referring to work that SHUKALB is doing in partnership with MIE in the framework of its USAID funded project, for the establishment of a Test-based Certification program for the staff of the water supply and sewerage utilities.\u00a0 “We are collaborating with donors to train all the staff of water utilities, especially management staff, and there is a program already agreed with USAID for their certification. \u00a0No one should be appointed as manager of a water utility if he doesn\u2019t have the minimal knowledge regarding the management of a utility. We are often faced with situations that the managerial staff has not the proper education or experience that complies with the management of a public corporation<\/em>“, – said Minister Gjiknuri.<\/p>\n

After the speech of Minister Gjiknuri, the meeting continued as per the agenda where the sector performance analysis for 2017 was presented through powerpoint presentations, focusing on main topics such as: water balance, service area expansion, cost structure, financial situation of the sector, report on investments according to their nature and source of funding, comparative performance assessment of water utilities, etc.[:]<\/p>\n","protected":false},"excerpt":{"rendered":"
