Un\u00eb e rekomandoj shum\u00eb p\u00ebr organet Bashkiake<\/em>&#8220;.<\/p>\n<p>Kursi eLearning kombinon nj\u00eb s\u00ebr\u00eb mjetesh t\u00eb t\u00eb m\u00ebsuarit, t\u00eb tilla si prezantimi, grafika, mjete shtes\u00eb t\u00eb pun\u00ebs, testet e kontrollit t\u00eb njohurive, pyetjet t\u00eb reflektimit dhe diskutimit, dhe fjalorin, t\u00eb cilat e b\u00ebjn\u00eb p\u00ebrvoj\u00ebn e t\u00eb m\u00ebsuarit efektiv dhe t\u00eb k\u00ebndsh\u00ebm. \u00a0Pjes\u00ebmarr\u00ebsit u angazhuan n\u00eb diskutime dhe adresuan pyetje teknike, gj\u00eb q\u00eb \u00ebsht\u00eb nj\u00eb ve\u00e7ori shtes\u00eb pozitive e kursit t\u00eb m\u00ebsimit n\u00eb distanc\u00eb.<\/p>\n<p>Pjes\u00ebmarr\u00ebsit e vler\u00ebsuan shum\u00eb kursin, si i leht\u00eb, i dobish\u00ebm dhe interesant. \u00a0P\u00ebrgjigjet e p\u00ebrgjithshme rreth p\u00ebrmbajtjes, dizajnit dhe metodologjis\u00eb, logjistik\u00ebs dhe ndikimit t\u00eb perceptuar ishin shum\u00eb pozitive. \u00a0Pjes\u00ebmarr\u00ebsit theksuan p\u00ebrfitimet e leximit n\u00eb koh\u00ebn dhe ritmin e tyre, dhe leximit para dhe pas t\u00eb materialit sa her\u00eb q\u00eb ishte e nevojshme. \u00a0Ata identifikuan dhe konfirmuan zbatimin e veprimeve specifike p\u00ebr p\u00ebrmir\u00ebsimin dhe adresimin e problemeve n\u00eb vendin e pun\u00ebs. \u00a0Mark Molla, Administrator i Shoq\u00ebris\u00eb Ujesjell\u00ebs Kanalizime Shkod\u00ebr citoi: &#8220;<em>Kursi ishte i vlefsh\u00ebm dhe ilustrues, pavar\u00ebsisht se ndeshemi me k\u00ebto \u00e7\u00ebshtje dhe problematika \u00e7do dit\u00eb.\u00a0 Gjithashtu kishte informacion risi si\u00e7 \u00ebsht\u00eb PPP.\u00a0 Nga ana tjet\u00ebr informacioni i dh\u00ebn\u00eb nga kursi ishte i bollsh\u00ebm p\u00ebr t\u00eb p\u00ebrvet\u00ebsuar e p\u00ebrmir\u00ebsuar njohurit\u00eb e p\u00ebrgjithshme dhe m\u00eb t\u00eb detajuara<\/em>&#8220;.<\/p>\n<p>Kjo ishte p\u00ebrvoja e par\u00eb e SHUKALB me m\u00ebsimin n\u00eb distanc\u00eb, nd\u00ebrkoh\u00eb q\u00eb kjo form\u00eb e ofrimit t\u00eb trajnimeve \u00ebsht\u00eb b\u00ebr\u00eb mjaft popullore vitet e fundit, kryesisht n\u00eb vendet e zhvilluara. \u00a0Arsyet p\u00ebr k\u00ebt\u00eb lidhen kryesisht me komoditetin q\u00eb u ofron pjes\u00ebmarr\u00ebsve, ku trajnimi mund t\u00eb merret nga vendndodhja e pjes\u00ebmarr\u00ebsve dhe ritmin e ndjekjes s\u00eb trajnimit e zgjedh vet\u00eb pjes\u00ebmarr\u00ebsi. P\u00ebrve\u00e7 k\u00ebsaj, kjo form\u00eb e ofrimit t\u00eb trajnimit eliminon kostot e udh\u00ebtimit dhe akomodimit t\u00eb lidhura n\u00eb p\u00ebrgjith\u00ebsi me ofrimin klasik t\u00eb trajnimit n\u00eb klas\u00eb. \u00a0N\u00ebse kjo do t\u00eb jet\u00eb e ardhmja e ofrimit t\u00eb trajnimeve p\u00ebr SHUKALB apo jo, \u00ebsht\u00eb akoma shum\u00eb her\u00ebt p\u00ebr ta parashikuar. Megjithat\u00eb, SHUKALB do ta p\u00ebrdor\u00eb k\u00ebt\u00eb p\u00ebrvoj\u00eb t\u00eb par\u00eb t\u00eb suksesshme dhe do t\u00eb ofroj\u00eb kursin e trajnimit n\u00eb distanc\u00eb &#8220;Udh\u00ebzimet praktike p\u00ebr an\u00ebtar\u00ebt e K\u00ebshillit t\u00eb Administrimit t\u00eb shoq\u00ebrive aksionare uj\u00ebsjell\u00ebs kanalizime&#8221; p\u00ebr t\u00eb gjith\u00eb individ\u00ebt e interesuar, si pjes\u00eb e kalendarit t\u00eb rregullt vjetor t\u00eb trajnimit.[:en]<a href=\"http:\/\/shukalb.al\/wp-content\/uploads\/2018\/10\/Distance-Learning.jpg\" rel=\"attachment wp-att-2268\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-2268\" src=\"http:\/\/shukalb.al\/wp-content\/uploads\/2018\/10\/Distance-Learning-300x222.jpg\" alt=\"Distance Learning\" width=\"300\" height=\"222\" \/><\/a>SHUKALB has successfully implemented, for the first time in its history of training development and delivery, a distance-learning training course on \u201cPractical Guidelines for the Administrative Council Members of Water Supply and Sewerage Utilities&#8221;.\u00a0 The pilot distance-learning training course was developed and implemented in the framework of SHUKALB\u2019s USAID funded Project \u201cSustainable Water Sector Capacity Development in Albania\u201d with joint support from the aforementioned project, as well as a Grant Project funded by the International Association of Water Supply Companies in the Danube River Catchment Area (IAWD).\u00a0 In addition, IAWD provided SHUKALB with a space in its Danube Learning Partnership (D-LeaP) Academy, where the distance-learning training course was implemented.<\/p>\n<p>The distance\u2013learning course was developed and adapted from an existing training course by a group of local subject matter experts. The first group of participants took the course during 10 September to 5 October, and they included the Administrative Council Members, Municipality Council, General and Technical Utility Directors and other engineers interested in the water supply and sewerage services. Eight (8) out of fourteen participants, have fully completed the learning requirements of the course and they will be awarded Certificates.<\/p>\n<p>The distance-learning course helped the participants, to:<\/p>\n<ul>\n<li>Be acquainted with the organization and functions of the governing bodies of the Water Supply and Sewerage Utilities, the Utilities\u2019 legal form and the legislation framework that regulates them in Albania.<\/li>\n<li>Learn the Utility Administrator\u2019 competences, the authority and the procedures that are established for exercising his function.<\/li>\n<li>Understand the legislative, regulatory and institutional aspects that affect the Utility organization and management.<\/li>\n<li>Understand the Water Regulatory Entity role and functions and the legislation framework governing the regulatory function of the Entity.<\/li>\n<li>Learn the basic elements of a water supply and sewerage system infrastructure, and the function that these elements perform in providing water supply and sewerage services.<\/li>\n<li>Understand the basic concepts of designing a five year Business Plan as it is applied to Water Supply and Sewerage Utilities.<\/li>\n<li>Understand the instruments and methodologies for monitoring the performance of Water Supply and Sewerage Utilities.<\/li>\n<li>Understand the \u201cPrivate Sector Participation\u201d, as an opportunity to provide water supply and sewerage services and improve Utilities\u2019 performance.<\/li>\n<\/ul>\n<p>Agron Haxhimali, Executive Director of the Albanian Municipalities Association, quoted on the course: \u201c<em>The course offers very practical guidelines on all the key areas for the administrative council members, in order to exert their duties knowledgeably in managing the Water Supply and Sewerage Utility. I highly recommend it for the Municipal bodies<\/em>\u201d.<\/p>\n<p>The eLearning course combines a whole array of learning tools, such as presentation, graphics, additional work toolkits, knowledge check tests, reflection and discussion questions, and glossary, which make the learning experience, effective and pleasant. The participants engaged in discussions and addressed technical questions, which is an additional positive feature of the distance learning course.<\/p>\n<p>The participants highly appreciated the course as being an easy, useful, and interesting course. The overall feedback on the content relevancy, design and methodology, logistics and perceived impact was very positive. The participants stressed the benefits of reading on their own time and pace, and going back and forth to the material as many times as needed. They identified and confirmed on implementing specific improvement actions, in addressing workplace problems. Mark Molla, Administrator of the Shkoder WSS Utility quoted: \u201c<em>The course was useful and illustrative, despite the fact we deal with these issues every day; the course offered new information such as PPP. Overall, there was plenty of information to acquire and to improve the general knowledge into a more detailed one<\/em>\u201d.<\/p>\n<p>This was SHUKALB\u2019s first experience with distance-learning, while this form of training delivery has become quite popular in the last few years, mainly in developed countries.\u00a0 The reasons for that are related mainly to the comfort that it provides to participants, where training can be taken from participants location, and at the pace that the participant chooses. In addition, this form of training delivery eliminates the travel and accommodation costs generally associated with the classical in class training delivery.\u00a0 Whether this will be the future of training delivery for SHUKALB or not, it is still too early to predict.
