Q\u00ebllimi kryesor i workshopit ishte t\u00eb rriste nd\u00ebrgjegjshm\u00ebrin\u00eb dhe njohurin\u00eb p\u00ebr r\u00ebnd\u00ebsin\u00eb e programeve t\u00eb certifikimit bazuar n\u00eb testim n\u00eb vendet e zhvilluara dhe ato n\u00eb zhvillim. \u00a0N\u00eb workshop mor\u00ebn pjes\u00eb p\u00ebrfaq\u00ebsues t\u00eb Agjencive Rregullatore t\u00eb Ujit, Ministrit\u00eb e linj\u00ebs, Shoqatat e Ujit, si dhe Shoqatat e Qeverisjes Vendore nga Maqedonia, Mali i Zi, Kosova, Bosnja e Hercegovina si dhe Serbia. \u00a0Pjes\u00ebmarr\u00ebs t\u00eb tjer\u00eb n\u00eb k\u00ebt\u00eb workshop ishin p\u00ebrfaq\u00ebsues nga agjencit\u00eb donatore n\u00eb rajon dhe Shqip\u00ebri si GIZ, Ambasada Zvicerane, SECO, BE.<\/p>\n

Petrit Tare, President i SHUKALB, workshopi vazhdoi me prezantimet e dy modeleve t\u00eb programeve t\u00eb certifikimit q\u00eb tashm\u00eb jan\u00eb n\u00eb fuqi dhe n\u00eb p\u00ebrdorim n\u00eb SHBA dhe Austri. P\u00ebrkat\u00ebsisht, z. Paul D. Bishop, President dhe Drejtor Ekzekutiv, Shoqata e Bordeve t\u00eb Certifikimit (ABC), SHBA prezantoi modelin e certifikimit t\u00eb operatorit n\u00eb SHBA, nd\u00ebrsa z. Philip Weller, Udh\u00ebheq\u00ebsi i Sekretariatit Teknik, IAWD – Programi i Danubit p\u00ebr Ujin, paraqiti modelin Austriak t\u00eb certifikimit n\u00eb sektorin e ujit.<\/p>\n

Workshopi vazhdoi me nj\u00eb prezantim nga znj. Lindita Sotiri, Drejtore, Programet e Zhvillimit n\u00eb Fush\u00ebn e Uj\u00ebsjell\u00ebs Kanalizimeve dhe Mbetjeve, Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb s\u00eb Shqip\u00ebris\u00eb, mbi hapat q\u00eb qeveria shqiptare ka nd\u00ebrmarr\u00eb p\u00ebr krijimin e baz\u00ebs ligjore p\u00ebr Programin Komb\u00ebtar Trajnimi dhe Certifikimi Bazuar n\u00eb Testim p\u00ebr stafin e Shoq\u00ebrive Uj\u00ebsjell\u00ebs Kanalizime n\u00eb Shqip\u00ebri, n\u00eb partneritet me SHUKALB dhe mb\u00ebshtetjen e USAID-it. Z. Pavle Donev, GIZ ORF MMS, gjithashtu ndau me pjes\u00ebmarr\u00ebsit mund\u00ebsit\u00eb p\u00ebr mb\u00ebshtetjen e iniciativave q\u00eb fokusohen n\u00eb zhvillimin e kapaciteteve t\u00eb njer\u00ebzve q\u00eb punojn\u00eb n\u00eb sektorin e ujit p\u00ebrmes Rrjetit Rajonal t\u00eb Zhvillimit t\u00eb Kapaciteteve (RCDN).<\/p>\n

Pjes\u00ebmarr\u00ebsit n\u00eb wokshop pat\u00ebn mund\u00ebsin\u00eb t\u00eb angazhoheshin n\u00eb diskutime me prezantuesit, dhe gjithashtu midis nj\u00ebri tjetrit, n\u00eb diskutime n\u00eb grupe t\u00eb vogla. \u00a0Tema e certifikimit \u00ebsht\u00eb nj\u00eb tem\u00eb shum\u00eb e r\u00ebnd\u00ebsishme dhe rilevante pasi lidhet me p\u00ebrpjekjet e vazhdueshme n\u00eb rajon nga shoqatat uj\u00ebsjell\u00ebs kanalizime dhe ato t\u00eb qeverisjes vendore, t\u00eb mb\u00ebshtetura nga donator\u00ebt, p\u00ebr t\u00eb rritur nd\u00ebrgjegj\u00ebsimin mbi nevoj\u00ebn p\u00ebr zhvillimin e kapaciteteve t\u00eb njer\u00ebzve t\u00eb cil\u00ebt punojn\u00eb n\u00eb sektorin e ujit, si nj\u00eb mjet p\u00ebr t\u00eb siguruar sh\u00ebrbime t\u00eb sigurta dhe t\u00eb besueshme t\u00eb furnizimit me uj\u00eb dhe kanalizimeve.[:en]

Prior to the Balkans Joint Conference, on 7 November, SHUKALB jointly with the Ministry of Infrastructure and Energy (MIE) of Albania organized a Regional Workshop on the subject “Establishing a National Training and Test Based Certification Program for Operational Managers in the Water Supply and Sewerage Sector in Albania- A Pathway to Professional Management and Improved Performance”.\u00a0 The workshop was organized in the framework of the \u201cSustainable Water Sector Capacity Development\u201d Project implemented by SHUKALB, with support from USAID, under which SHUKALB has been working in partnership with MIE to develop and establish a National Program of Training and Test-Based Certification Program for the staff of Water and Sewerage Utilities in Albania.\u00a0 The workshop was also supported by the Regional Capacity Development Network (RCDN) and the International Association of Water Utilities in the Danube River Catchment Area (IAWD).<\/p>\n

The main objective of the workshop was to build awareness and knowledge of the importance of Test Based Certification Programs in developed and developing countries. Participants included representatives of Water Regulatory Agencies, line Ministries, Water Associations as well as Local Government Associations from Macedonia, Montenegro, Kosova, Bosnia Herzegovina as well as Serbia. Other participants to the workshop were representatives from donor agencies in the region and Albania such as GIZ, Swiss Embassy, SECO, EU.<\/p>\n

After the opening from Ms. Elisabeta Poci, Deputy Executive Director of SHUKALB and Mr. Petrit Tare, President of SHUKAL, the workshop continued with presentations of two models of certification programs already in place and functioning in the USA, and Austria.\u00a0 Respectively, Mr. Paul D. Bishop, President and Chief Executive Officer of the Association of Boards of Certification, United States of America (ABC) presented the US model of operator certification, while Mr. Philip Weller, Head of Technical Secretariat IAWD – Danube Water Program presented the Austrian model of certification in the water sector.<\/p>\n

The workshop continued with a presentation from Mrs. Lindita Sotiri, Director of European Integration, Ministry of Infrastructure and Energy of Albania, on the steps that the Albanian Government has taken for establishing the legal basis for the National Program of Training and Test-Based Certification Program for the Staff of Water and Sewerage Utilities in Albania, in partnership with SHUKALB and the support of USAID.\u00a0 Mr. Pavle Donev, GIZ ORF MMS, shared also with participants the opportunities for supporting initiatives that focus on capacity development of people working in the water sector, through the Regional Capacity Development Network (RCDN).<\/p>\n

The workshop participants had the opportunity to engage in discussions with the presenters, and also among themselves, in small group discussions. The certification topic is a very important and relevant topic as it relates to the ongoing efforts in the region by the associations of water utilities as well as those of local government, supported by donors, to raise awareness on the need for capacity development of people who work in the water sector, as a means to ensure safe and reliable services of water supply and sewerage.[:]<\/p>\n","protected":false},"excerpt":{"rendered":"
